4 Project Summary BACKGROUND: 04/12/17 The applicant, Glenview Luxury Imports, proposes the operation of an auto dealer and service center upon the subject property which had previously housed a separate auto dealer operation. The former auto dealer ceased operations in Glenview in 2014 and had been operating on the site prior to the requirement that such uses receive a conditional use. Therefore, no conditional use existed for the former car dealership. The site has continued to operate as a car dealer with the dealership to the south temporarily occupying the site for vehicle storage purposes. The applicant s proposal includes the operation of a new Aston Martin and Lotus and used luxury vehicle dealerships. The applicant also operates other dealerships throughout Chicagoland. The applicant received preliminary approval at the October 26, 2016 meeting. Since that time the applicant has had additional conversations with Aston Martin to comply with their brand standards. Aston Martin requested a change to white EIFS on the northwest corner of the building. The remaining portion of the front (west) façade would be grey EIFS. The Lotus dealership will have an entrance on the northern elevation consisting of green corrugated metal surrounding the glass service bay to meet the Lotus brand requirements. The remaining portions of the north, east, and south façade would be painted dark grey. PROJECT DESCRIPTION: The applicant is proposing the following alterations to the existing site: Installation of two (2) hardscape vehicle display areas to the west of the existing building. Reconfiguration and resurfacing of the existing parking lot to designate storage and display areas in keeping with applicable codes for the Auto Dealers in the Village. Re-grading of main access drive to accommodate vehicle circulation and Americans with Disabilities Act (ADA) compliance. Addition of new landscape areas and gate at the main entrance. Installation of new ground sign along Waukegan Road. 5 Appearance Commission Review APPEARANCE PLAN COMMENTS: Staff comments after evaluating the proposal for compliance with the Appearance Plan: Building Design Criteria from Appearance Plan: Quality of design and relationship to surroundings Good scale and harmonious conformance with neighboring development Materials with architectural character and harmony with adjoining buildings Building components with good proportions and relationship to one another Harmonious colors Avoidance of monotony; avoidance of inappropriate, incompatible, bizarre and exotic designs 04/12/17 Staff comments: o Prior to final approval, the applicant should confirm the proposed manufacturer, material, and color of the items currently unidentified in the detail chart. The applicant shall provide cut sheets of various building materials including the proposed door, garage door, and window systems for review but shall specify the model and color of the various items for review by the Appearance Commission for final approval. o The Appearance Commission should consider whether the proposed changes are appropriate and provide enough architectural interest for the building. o The applicant shall provide material and color samples for Appearance Commission review. Landscaping Criteria from Appearance Plan: Grades of walks, terraces and other paved areas shall provide an inviting and stable appearance for walking, and if seating is providing, for sitting. Landscape treatment shall be provide to enhance architectural features, strengthen vistas and provide shade. Plant material shall be selected for interest in its structure, texture, and color and for its ultimate growth. Plants should be indigenous, hardy, harmonious and of good appearance. Where plants are susceptible to injury they should be protected. 04/12/17 Staff comments: o Landscape changes will be submitted as part of the final review for the project. Sign Criteria from Appearance Plan: Compatibility with building architecture Compatibility with signs on adjoining buildings Harmony with surrounding landscape Good scale in relationship to surroundings Use of harmonious colors 04/12/17 Staff comments: o The proposed signage is shown on the elevations for preliminary purposes. Final signage plans will be presented to the Appearance Commission at a future date. 5

6 o o The applicant should consider including the Aston Martin logo on the north façade of the building and the Aston Martin name on the west façade of the building rather than including the Aston Martin lettering and logo together on the north façade. The petitioner shall furnish material and color samples of all proposed signage for review by the Appearance Commission. POTENTIAL NEIGHBORHOOD IMPACTS: At press time, staff had not received any correspondence from any neighbors or adjacent property owners. 8 Sample Motion I move in the matter of A , Glenview Luxury Imports at 301 Waukegan Road, the Appearance Commission grants preliminary approval, based upon the findings the petitioner, through testimony and application materials, has demonstrated compliance with Section Appearance Plan and in accordance with the following documents prepared by Simon Design Group, LLC dated 04/12/2017: A. Exterior Elevations and Renderings; and B. Floor Plan First Floor. 8

9 EXCERPT OF MINUTES FROM THE OCTOBER 26, 2016 APPEARANCE COMMISSION MEETING A Waukegan Road Glenview Luxury Imports - Architecture, Landscape, and Signage - Preliminary Approval Simon Yu with Simon Design Group Architects was seeking preliminary approval for the Glenview Luxury Imports proposal. Ms. House presented a brief overview of the project. Applicant would be operating a new and used vehicle dealership and service center at the previous Audi dealership location for three (3) specific brands of high-end sports cars. Ms. House mentioned that the applicant also operated other dealerships throughout the Chicagoland area. Continuing, Ms. House noted that in August of 2016, the Board of Trustees granted approval for an economic incentive for the ownership group in exchange for the occupation and operation of the subject property as an auto dealer. A copy of the agreement was attached to the case summary. Proposed alterations to the site were: Installation of two (2) hardscape vehicle display areas to the west of the existing building. Reconfiguration and resurfacing of the existing parking lot to designate storage and display areas per Code for Auto Dealers in the Village. Re-grading of main access drive to accommodate vehicle circulation and Americans with Disabilities Act (ADA) compliance. Addition of new landscape areas and gate at the main entrance. Installation of new ground sign along Waukegan Road. Applicant would confirm all manufacturers, materials and colors prior to final approval. Ms. House read all pertinent discussion points as noted in the staff memo regarding the Glenview Luxury Imports case. She showed existing dealership, tower element (photo presented by applicant for AC review), revised site plan, and elevations. It was pointed out that roof top signage was not allowed and the Glenview Luxury Imports sign would be installed as a wall sign. Approval would be sought at another time. In response to Chairman Demsky, petitioner stated that the proposal included removal of two (2) trees because they blocked visibility to the building. However, the applicant was increasing the amount of low-level landscaping on site which was more than required. For final approval, Chairman Demsky suggested including photos of existing and proposed landscaping for comparison and clear understanding of site landscaping. Chairman Demsky confirmed with applicant that signage would be presented at another time. Petitioner stated that their priority at this time was for approval of landscaping and drive cut for ease of vehicle access. Comments made were: Commissioner Tracy was in agreement with cleaning up the front elevation Commissioner Tracy suggested adding a Miss Kim Lilac tree in the island area which was behind the sign and would not block sight to vehicles No landscaping would be changed in the easement on site 9

10 Commissioner Reynolds attempted to clarify the walkway to the display vehicles and mentioned that applicant should consider possible paver walkway or paver area in the front yard area when considering revisions to the landscape plan Petitioner explained that the intent of the pads was to highlight the vehicles for people driving by the site. He mentioned that there was approximately eight feet between the building and display pad There was no issue with the proposed travertine on tower element Commissioner Tracy stated that overall the plant material choices were good. He referenced his previous comment about the MKL tree for applicant consideration. In response to Commissioner Reynolds, petitioner explained the cut in the sidewalk at the entrance drive. The sidewalk would be lowered approximately eight (8) inches and would add an ADA slope for compliancy. Parkway tree near the sidewalk that would be dropped was mentioned. Commissioner Reynolds was concerned about tree roots under the sidewalk. Commissioner Tracy mentioned that one of the worse things for a tree was to have the roots ripped with a backhoe for example. If they were cut, it would be less stressful and the tree could heal. AC would request that care be taken to protect the trees as much as possible during sidewalk reconstruction. Elevation on north side of sidewalk was higher than toward Waukegan side. AC was to review overall concept of the landscaping, change to building materials and colors, drive way and sidewalk. Applicant mentioned that windows would be added to the storefront of the building but would be like in character and material. There were no other comments at this time. Commissioner Ciolek moved in the matter of A , Glenview Luxury Imports, 301 Waukegan Road, that the Appearance Commission grant preliminary approval, based upon the findings the petitioner, through testimony and application materials, has demonstrated compliance with Section Appearance Plan and in accordance with the following documents: Items A and B and with consideration to the commissioner comments made tonight. Commissioner Tracy seconded the motion. Upon voice vote, motion carried. 10
