4 Yukon Government, Community Services Introduction & Background 1 Introduction (CMEL) was retained by Marie Cairns of the Sport and Recreation Branch, Community Services, Yukon Government to complete an update to the Recreation Inventory for the unincorporated community of Ross River. 2 Purpose The Yukon Government owns, and maintains the facilities within the community of Ross River. The Yukon Government has initiated a comprehensive review of the recreation inventory within the community of Ross River and has initiated an update of the 2005 Lorimer & Associates reports. 3 Methodology 3.1 Project Approach The project was broken down into the following phases: Phase I Data Collection & Site Assessment To start the assessments, background information was collected for the community. The information included, when available, floor plan drawings and past reports, Following the collection of background data, a site assessment was scheduled and completed. The site assessment was carried out to update the current recreation inventory, document recreational inventory constructed since 2005 and any major changes or upgrades since The current facilities in the community were documented in order to facilitate the creation of the updated recreation inventory. During the site assessment, additional information was gathered from the site contact and site personnel, where possible, to further support the determination of updates and changes since Phase II The existing recreational inventory has been used as the base template in updating the new recreational inventory for the Government of Yukon. CMEL developed an updated recreational inventory based on collected data and the site assessment findings. The new infrastructure and major changes are documented as well as photos taken to be included as an Appendix. 3.2 General Methodology The analysis for the building(s) consisted of the following: Interviews with the site contact; Page

6 Yukon Government, Community Services 4 The unincorporated community of Ross River is located on the Canol Road off of the Campbell Highway. The community lies at the junction of the Ross River and Pelly River. It was reported to have a population of 404 people. There is currently no reported active recreation society in Ross River. All facilities were reported to be on Government of Yukon owned land Lot 238 with the exception of the Ball Field on Lot 7. The following facilities were observed and are summarized further below: Hockey Arena/ Youth Centre Swimming Pool Ball Field Day Care / Fitness Building The playground was reported in the previous report but after conversations with onsite contacts and the school it was reported to be the responsibility of the school and not of Sport and Recreation. 4.1 Hockey Arena / Youth Centre The original arena was constructed in 1989 and was a steel frame structure that contained the arena, youth centre, warm viewing as well as a daycare and facility building. That building suffered a large fire in The arena that is in the community now was reconstructed in From the old arena the majority of the existing structure was salvaged with the exception of a couple of roof joists near the arena to warm building connection on the west side of the building. The remainder of the building to the west, mechanical services and the exterior of the building were rebuilt. The steel framed structure that houses the Zamboni was not damaged during the fire. The building contains the arena, a youth centre and a warm area for the fans which was also reported to be used as a court room for the community. It is a single storey structure. The arena is a metal framed structure that is reported to be founded on concrete piles. The exterior walls and roof are insulated metal panels. The interior of the arena is a dirt floor with aluminum framed dasherboards with plexiglass and netting. Floors are wood topped with rubber for player areas. There are two team change rooms and a ref changing room that are accessed from the arena as well as the warm viewing side. Walls and ceiling are exposed to the underside of the exterior cladding. Lighting is provided by suspended fluorescent tube fixtures. There is no cooling or heating provided to the arena portion. It is free cooled from the exterior temperature. Access to the building is provided by steel doors in steel frames. The Zamboni accesses the building from an overhead door. Emergency exit lights and signs are strategically placed around the arena. The youth centre is on the west side of the building and is within the warm area of the building. It is accessed from the west side of the building from Metal doors in metal frames. The youth centre is comprised of single room with drywall walls and ceiling and Page

7 Ross River Yukon Government, Community Services sheet flooring. It has televisions, couches, foosball as well as a small office style room. Male and female washrooms are shared with the warm viewing room. The warm viewing area is accessed from the same exterior doors as the youth centre. There is a wall of windows between the warm area and the arena allowing fans to overlook the arena. There is a small kitchen with cupboards, a stove, dishwasher, fridge, coffee maker and miscellaneous supplies within the arm viewing area. The building is heated by two oil boilers provided with oil from an exterior mounted tank. There is a small day tank provided within the mechanical room. Heat is distributed throughout the building to radiant ceiling panels. Domestic hot water is produced by an oil fired water heater. 4.2 Swimming Pool The swimming pool is located on the same lot as the Arena to the north. The swimming pool received a new liner in 2012 as well as the addition of a solar pre heating system for the pool water. This system has been reported as a two year project that was finished this summer. It consists of the multiple fixed solar panels on their stands as well as the heat exchanger system. The solar panels are located on the south side of the building and are surrounded by chain link fencing. The swimming pool building is reported to have been constructed in 1999 and is fairly typical for pools constructed by the Government of Yukon in the smaller communities. It consists of wood siding for the majority of the building with some metal siding. The roof was reported to be asphalt shingles but this could not be verified due to snow cover. The building was reported to be founded on concrete footings and a slab on grade. A Thermosyphon system was observed to the north of the building.this building contains a pool manager s suite (which was not accessed), male and female change rooms, pool office and the pool equipment room. The pool is covered by a metal framed, fibreglass paneled structure. There is no heating provided to the building. Pool water is heated by the boiler with preheating provided by the solar panel system. 4.3 Ball Field There is a ball field located near the river crossing and to the north of the community. The field was reported to be covered with grass. It was observed to be surrounded by chain link fencing. There have been no reported changes since the 2005 report. 4.4 Day Care / Fitness Building A day care building / fitness building was constructed on the same site as the arena and pool in 2006 on the northeast corner of the site. The building is two storeys and is founded on metal stilts and is elevated about three feet off the ground. The exterior walls were reported to be wood framed supporting engineered wood roof joists supporting wood decking and an asphalt shingle roof. The exterior walls were observed to be a concrete fibre cement board. Exterior windows were observed to be operable vinyl framed glazing units. The main floor is split in two with the day care having one side and the fitness room having the other. There is a shared kitchen between the two. Each side has their own entrance as well as washroom facilities. There is a second floor which has an open space available to the day care as well as the mechanical room. 8 Yukon Government, Community Services is provided by suspended fluorescent fixtures. Suspended sound panels were observed in both sides of the facility. Walls and ceilings were observed to be drywall with flooring observed to be hard tile, vinyl tile and rubber. Heating for the building is provided by two oil fired boilers.
