1 QUESTION 16.1: Regarding the response to SCGC-TURN-12, Q and Q , Excel workbook attachment entitled Q and Q SEU field employees redacted where FTEs are identified as being Jacobs Engineering employees as of June 2014: Q and SEU Field employees r How many of the positions filled by these FTEs require senior level gas utility engineering knowledge and experience in order to complete the duties and requirements of the position? Please use the spreadsheet identified above to indicate which positions require the senior level gas utility engineering knowledge and experience For each of the positions identified in the previous question, please indicate the discipline required (area of emphasis), for example, gas pipeline, valves, compressed natural gas, etc., as described in the response to SCGC-TURN-14, Q , which states: The primary reasons applicants were not retained for senior level (10 20 years experience) were: 1) the actual senior level experience in the disciplines being sought (gas pipeline, valves, Compressed Natural Gas) was not commensurate with the salary level the applicants were seeking; 2) Candidate salary requirements were higher than current SoCalGas/SDG&E senior level salaries; and 3) candidates did not possess the full spectrum of technical expertise expected for a senior-level position What steps has SoCalGas/SDG&E taken to assure that each of the Jacobs Engineering employees filling these positions have senior level gas utility engineering knowledge and experience including the full spectrum of technical expertise expected for a senior-level position? 1

The individuals are then interviewed by SoCalGas and SDG&E PSEP leadership to determine whether they possess the requisite skills and experience. SoCalGas and SDG&E then approve the individual as having senior level gas utility engineering knowledge and experience including the full spectrum of technical expertise expected for a senior-level position For 23 of the Jacobs positions identified on the referenced spreadsheet, less than senior gas utility engineering level would be acceptable For a list of positions where less than senior gas utility engineering level would be acceptable, please refer to attachment Q and Less than Sr. Level FTEs Redacted.pdf, column: Role For the preferred level of gas utility engineering knowledge and experience for the 23 positions identified in response to question , 3

5 QUESTION 16.2: With respect to the response to SCGC-TURN-14, Q , which states: SoCalGas/SDG&E received approximately 200 applicants for the high-level engineer and project manager positions. The bulk of these applicants met the very basic engineering or project management requirements but had little or no direct utility/natural gas experience required to do the job How many high level gas utility engineering positions had SoCalGas/SDG&E identified at the time it was advertising for candidates? How many project manager positions had SoCalGas/SDG&E identified at the time it was advertising for candidates? Had SoCalGas/SDG&E identified gas utility engineering positions requiring less than senior level knowledge and experience? If the answer to the previous question is yes, please state the number of positions identified by SoCalGas/SDG&E When were the 200 applications identified in the response to Q obtained? Were these 200 applications in addition to or inclusive of the applicants provided by the recruiting firms?
