1 BUILDING INSPECTION DIVISION ENGINEERING, SURVEYING & PERMIT SERVICES DEPARTMENT CHARLES LACKEY, P.E., DIRECTOR 2700 M STREET, SUITE 570 BAKERSFIELD, CA Phone: (661) Fax: (661) esps@co.kern.ca.us Website: www. co.kern.ca.us/ess DEVELOPMENT SERVICES AGENCY TED JAMES, AICP, DIRECTOR Engineering, Surveying & Permit Services Department Planning & Community Development Department Roads Department 2010 CALIFORNIA GREEN BUILDING STANDARDS CODE SUMMARY OF NONRESIDENTIAL MANDATORY MEASURES The following is a brief summary of some of the more-significant requirements found in the new 2010 CALGreen Code, which becomes effective January 1, D IVISION 5.1 PLANNING AND DESIGN SWPPP For newly constructed projects disturbing less than 1 acre, a Storm Water Pollution Prevention Plan (SWPPP) shall be developed that conforms to the State Storm Water NPDES Construction Permit or local ordinance. The plan shall address soil loss by storm water run-off and/or wind erosion, sedimentation, and dust/particulate matter air pollution Short Term Bicycle Parking If the project is expected to generate visitors, provide readily visible, permanently anchored bicycle racks within 100 feet of the visitor s entrance, equal to 5% of visitor vehicle parking capacity, but no less than two Long Term Bicycle Parking For buildings with over 10 tenant-occupants, provide secure parking equal to 5% of vehicle parking capacity, but no less than one. Parking shall be convenient from the street and may include: 1. Covered, lockable enclosures and anchored bike racks 2. Lockable bicycle rooms with anchored bike racks 3. Lockable bike lockers Designated Parking Provide designated parking for any combination of lowemitting, fuel efficient, and carpool/van pool vehicles in accordance with Table Spaces shall be identified by painting CLEAN AIR VEHICLE near the end of the stall so it is visible when a car is parked in the space. There are no specific requirements for the location of these spaces Light Pollution Reduction Comply with the CA Energy Code and design interior and exterior lighting such that zero direct-beam illumination leaves the site as follows: 1. Shield exterior luminaires or provide cutoff luminaires per the CEC. 2. Contain interior lighting within each source. 3. Allow no more than.01 horizontal lumen footcandles to escape 15 feet beyond the site boundary. Automatically control exterior lighting dusk to dawn to turn off or lower light levels during inactive periods Grading and paving shall be planned and developed to keep surface water from entering buildings. Plans shall indicate how site grading or a drainage system will manage surface waters. D IVISION 5.2 ENERGY EFFICIENCY Scope The California Energy Commission will continue to adopt mandatory building standards. The CEC believes a green building should achieve at least a 15 percent reduction in energy usage when compared to the State s mandatory energy efficiency standards. D IVISION 5.3 WATER EFFICIENCY AND CONSERVATION INDOOR WATER USE Meters Separate meters shall be installed for the following: Buildings In Excess of 50,000 square feet. 1. For each individual leased, rented or other tenant space within the building projected to consume more than 100 gal/day. 2. For spaces used for laundry or cleaners, restaurant or food service, medical or dental office, laboratory, or beauty salon or barber shop projected to consume more than 100 gal/day Any building or space that is projected to consume more than 1,000 gal/day Twenty Percent Savings A schedule of plumbing fixtures and fittings that reduces the overall use of potable water within the building by at least 20 percent shall be provided. The reduction is based on the maximum allowable water use per plumbing fixture per the California Building Standards Code. This shall be demonstrated by one of the following methods. 1. Prescriptive Method Each plumbing fixture shall meet the flow rates specified in Table Performance Method Provide calculations demonstrating a 20% reduction in the building water use baseline established in Table Wastewater reduction Each building shall reduce wastewater by 20% by one of the flowing methods: 1. Installing water conserving fixtures (water closets, urinals). 2. Utilizing non-potable water systems (graywater) complying with the CPC Plumbing fixtures (water closets and urinals) and faucets) shall meet the standards listed in Table fittings (showerheads and
3 5.304 OUTDOOR WATER USE A water budget shall be developed for landscape irrigation that conforms to the California Department of Water Resources Model Water Efficient Landscape Ordinance if no local ordinance is available Outdoor potable water use. For new water service for landscaped areas between 1,000 and 5,000 square feet, separate meters shall be installed for indoor and outdoor potable water use Irrigation design. In new construction between 1,000 and 2,500 square feet of landscaped area, irrigation controllers for landscaping provided prior to final shall comply with the following. There is no requirement for controllers to be installed prior to final. 1. Controllers shall be weather or soil moisture-based controllers that automatically adjust as weather conditions change. 2. Weather-based controllers without integral rain sensors shall have a separate wired or wireless rain sensor which communicates with the controller. Soilmoisture based controllers do not require rain sensor inputs. D IVISION 5.4 MATERIAL CONSERVATION AND RESOURCE EFFICIENCY WATER RESISTANCE AND MOISTURE MANAGEMENT Design and maintain landscape irrigation systems to prevent spray on structures Design exterior entries and openings subject to foot traffic or wind-driven rain to prevent water intrusion into buildings CONSTRUCTION WASTE REDUCTION, DISPOSAL AND RECYCLING Where the jurisdiction does not have construction and demolition waste management ordinance, one shall be submitted for approval to the enforcing agency that: 1. Identifies materials to be diverted to recycle or reuse, or salvaged for future use. 2. Specifies if materials will be sorted on-site or mixed for transport to a diversion facility. 3. Identifies the diversion facility. 4. Indentifies construction methods used to reduce the amount of waste generated. 5. Specifies that the amount of materials diverted will be calculated by weight or volume, but not by both Documentation shall be provided to the enforcing agency to demonstrate compliance. The waste management plan shall be updated accordingly and made accessible to the enforcing agency. Forms and work sheets are available in CalGreen to assist in demonstrating compliance.
4 Construction waste shall be recycled and/or salvaged for reuse a minimum of 50% of the non-hazardous construction and demolition debris, or meet a local waste management ordinance, whichever is more stringent. Exceptions: Excavated soil and land clearing debris. Also, alternate methods may be approved by the jurisdiction if diversion or recycle facilities are not reasonably close to the jobsite One hundred percent (100%) of trees, stumps, rocks, vegetation and soils resulting from land clearing shall be reused or recycled BUILDING MAINTENANCE AND OPERATION Recycling by occupants. Provide readily accessible areas that serve the entire building for recycling, at minimum, paper, cardboard, glass, plastic and metals Commissioning For new buildings 10,000 square feet and larger, building commissioning shall be included in the design and construction processes to verify the building systems and components meet the owner s requirements. CalGreen contains several specific items to be addressed, such as performance testing, training, HVAC balancing, etc. D IVISION 5.5 ENVIRONMENTAL QUALITY Installed gas fireplaces shall be a direct-vent sealed-combustion type. All fire places shall also comply with current local regulations During construction until start-up, duct openings and mechanical equipment shall be covered with tape, plastic, etc to reduce the amount of dust or debris which may collect in the system /2/3 Adhesives, primers, sealants and caulks used on a project shall meet stringent air pollution control rules. Paints and coatings shall comply with VOC limits. Aerosol paints and coatings shall meet MIR limits. Verification shall be in the form of manufacturer s specifications, or field verification of on-site product containers Carpet systems (carpet, pad, adhesives) must meet specific criteria Composite wood products used on the interior or exterior of the building shall meet certain requirements for formaldehyde limits. Some of the limits are reduced over the next couple of years Where resilient flooring is installed, at least 50% of it shall meet specific VOCemission limits In mechanically ventilated buildings, provide regularly occupied areas of the building with air filtration media for outside and return air that provides a Minimum Efficiency Reporting Value (MERV) of 8.
5 Outdoor smoking areas are prohibited within 25 feet of building entries, outdoor air intakes and operable windows. Post signs to inform building occupants For buildings equipped with demand control ventilation, CO2 sensors and ven tilation controls shall be specified per the CEC Wall and roof-ceiling assemblies making up the building envelope shall have an STC of at least 50, and exterior windows shall have a minimum STC of 30 when located in the following locations: 1. Within 1,000 feet of freeway right of ways. 2. Within 5 miles of airports serving more than 10,000 commercial jets per year. 3. Where sound levels ar the property line exceed 65 decibels, other than the occasional sound of church bells, train horns, sirens and public warning sytems. Exception: Buildings with few occupants that are not likely to be affected by exterior noise, as determined by the AHJ, such as factories, stadiums, storage, parking structures and utility buildings Wall and floor-ceiling assemblies separating tenant spaces and tenant spaces public places shall have an STC of at least 40.
