GENEAL JEA is implementing the ivertown Water Treatment (WTP) Project to design and construct a new water treatment plant and production wells in the ivertown area of St. Johns County to provide potable water to JEA s South Grid. Hence, the Consultant shall provide engineering services, as described herein, to support the development and implementation of the ivertown WTP Project. Note: As of 7/24/18, JEA owns the WTP site at 7612 Longleaf Pine Parkway, St. Johns County; however, JEA does not own the two (2) sites for the off-site wells. Hence, JEA cannot authorize access to the two (2) off-site well sites until JEA obtains these sites. 2. SCOPE OF SEVICES The Scope of Services for this project includes: preliminary design, final detailed design, opinion of construction cost, permitting support, engineering support during bidding, engineering services during construction, and engineering services during startup of the ivertown WTP Project as described in this document. The ivertown Project is described in the Project Definition for the ivertown Water Treatment Plant Project and includes, but is not limited to: production wells, wellhead assemblies, raw water pipelines, sulfide treatment, ground storage tank with aeration, high service pump building, high service pump system with variable frequency drives, hypochlorite storage and injection system, electrical power and controls, emergency generator, access roads, security features, stormwater management features, SCADA system and related features. 3. TASK PLAN General tasks include the following: 3.1. Design Work Plan and Kickoff Meeting Prepare a work plan that addresses project goals, expectations, lines of communication, participants, design standards, and schedule. Lead the design kickoff meeting at the date, location, and time established by JEA. Take notes, prepare meeting minutes, submit draft meeting minutes to JEA for review, resolve any comments on draft meeting minutes, and submit final meeting minutes to JEA Design s Perform the design of the ivertown WTP Project including the production wells, water treatment plant, water lines, and all associated components as described in the Project Definition for the ivertown Water Treatment Plant Project in contract packages (see following sections including Table 1, Deliverables, for specific detailed requirements for the packages): for development of well sites and construction access roads to the wells sites, and construction of the wells. Provide for initial installation of on-site production well then installation of the two off-site wells. for construction and startup of WTP, wellhead assemblies, pipelines, and all remaining features. Design shall also consider expansion of the WTP from initial development (e.g., current project) to full development build out under a future project, if needed Design Criteria The design and specifications shall comply with JEA Water & Sewer Standard Specifications; JEA Water, Sewer and eclaimed Water Design Guidelines requirements; JEA ules and egulations for Water, Sewer & eclaimed Water Services for water pipeline design; Standards Manual for Water Treatment Plants; and applicable Federal, FDEP, and county regulations/standards Geotechnical Services A geotechnical investigation shall be performed to establish the geotechnical design parameters for the project as described in Standards Manual for Water Treatment Plants Appendix A - Technical Specifications Page 1 of 7

2 3.5. Surveys and Utility Locates Consultant shall provide the following survey services: A topographic survey in accordance with current JEA standards (ASCE Quality Level B) shall be performed, in addition to a boundary survey. The survey shall be performed for the entire project site including, but not limited to, the following: o WTP site o Boundary of telecommunications security fence within the WTP site o Off-site well sites o Access roads o outes for the raw water pipelines o oute for the WTP discharge pipe for connection to the existing main on Longleaf Pine Parkway Perform, coordinate, and document utility survey for both above ground and underground utilities for the entire project site as described above. Locate existing trees and determine the size and species of existing trees. Prepare and provide a final AutoCAD survey meeting the standards set by JEA and Consultant. Signed and sealed copies will be provided for documentation Opinion of Costs Consultant will prepare opinions of construction cost, including a one-page summary of major components, at all stages of deliverables in accordance with the Association for the Advancement of Cost Engineering International, Inc. (AACE) for the purpose of assisting JEA in preparing budget funding request and evaluating design options. Expected accuracy will be as follows: Class 3 estimate for 30% design deliverable; Class 2 estimate for 60% design deliverable, and Class 1 estimate for 90% and 100% design deliverables. In addition, with each opinion of cost, Consultant will show variances, in percentage and dollar amounts, in estimates of major components of the project. JEA will provide a template for the Consultant to use Permitting Assistance Provide assistance to JEA in preparing permit applications and obtaining all necessary permits from regulatory/oversight agencies including, but not limited to: St. Johns iver Water Management District (SJWMD) Consumptive Use Permit (CUP) modification letter Well construction permits Certificates of Completion (COC) for the wells Application for a Specific Permit to Construct Public Water System (PWS) Components for the WTP COC for the WTP Environmental esources Permit for stormwater management, if needed. St. Johns County reviews and permits Florida Department of Transportation (FDOT) FDEP Generic Permit for Groundwater Discharge. General Permit for Construction Activities including Notice of Intent and Notice of Termination forms. Assistance will include: Meetings with permit authorities as needed to insure necessary approvals. Preparation of applications, exhibits, drawings, and specifications as needed for execution and submittal. Furnishing additional information about the project design as required for permit approval. Providing professional sealing and signature (e.g., geologist, engineer, etc.) as needed. Submittal of applications to the permitting authorities, as requested by JEA. JEA will provide payment for necessary permits Appendix A - Technical Specifications Page 2 of 7

3 Sampling and analysis of water from the production wells and for groundwater discharge from dewatering operations Utilities Support Identification of required utilities (e.g., electrical power, wastewater, communication, etc.). Support communication and interface with the utilities to confirm availability of the necessary utility services to provide for operation of the WTP, wells, and associated features Design Contract Documents Prepare detailed drawings, specifications, and Bid Form for the proposed construction work and for materials and equipment required. The documents shall be prepared for selection of private construction contractors on a competitive bid price basis. Update the opinion of probable construction cost for the proposed work covered by the contract documents and provide with final construction contract documents. eview the contract documents for completeness and constructability Provide Asset Management Documentation for inclusion in bid specifications Provide electronic files on CD and six (6) paper copies of required documents (see Table 1) to JEA for review at 10 percent, 30 percent, 60 percent, 90 percent, and 100 percent After JEA reviews the documents, meet with JEA to discuss resulting review comments and questions. This task provides for four meetings with JEA personnel to discuss review comments Bid Documents to be provided to JEA include electronic files on CD and four (4) paper copies of drawings, bid form, specifications, and text for inclusion into the JEA Special Conditions, if needed Bid Phase Services Attend the pre-bid conference at the date and time established by JEA. Interpret construction contract documents in regard to Contractor questions. Support JEA with drawings and/or specification updates for addenda issuance. JEA will coordinate and issue all addenda. JEA will conduct the bid opening. Attendance is not required by designer at the bid opening. Provide CD with electronic files and four (4) paper copies of conformed drawings and specifications. JEA will be responsible for the coordination and distribution of conformed copies of the construction contract documents Services During Construction Attend and participate in the pre-construction meeting to answer technical questions. Compile and provide meeting minutes eview and approve shop drawings Attend monthly status meetings/site visits or as required by JEA.
