1 SCOPE OF WORK FOR RATE CONTRACT FOR ERECTION / REMOVAL OF BAMBOO STAGING/SCAFFOLDING ON U/W HULL AND ONBOARD IN SHIPS AND SUBMARINES (A) Detailed description of the job to be executed with quantum of job in specified units: Erection & removal of staging (Bamboo) at various places onboard IN Ships and Submarines. (Including material) Sl. (i) Once sufficient vertical poles are secured to strong points available alongside, then horizontal members must erected. Inclined supports have to be provided at intermediate height to strengthen the staging. (ii) The entire stage is built up step by step using horizontal supports to the poles and a diagonal support should be provided. (iii) After the required height is attained, wooden planks are to be secured on top of the final step so that workers of the main Center can comfortably and safely carryout the job. (iv) The staging party will carry out any additions / modifications to the erected staging as per the directives of the monitoring agency. (v) The staging provided to the yard should not have a horizontal member with a span greater than 4 meters. (vi) All vertical members shall be cross linked to the adjacent pole at a height not greater than 5 meters. (vii) The foundation of the staging should be secured to strong point at all possible locations. Wherever this is not feasible, an angular or a bracket is to be provided such that it can be secured to the farthest pole. (viii) Wooden planks used for making platforms should have the following minimum size: Length 10 feet Width 01 feet Height 02 inches The planks will be provided by the firm. 5 Removal of Staging: DYT/DDHP/15-16/106(A-B)PL/INS INSM SCAFFOLDING/100 Page 52

2 (a) On completion of the staging requirements the scaffolding /staging shall be removed by the contractor. (b) Removal of staging to be done in orderly and safe manner. No throwing of planks or bamboo from top. (c) The contractor shall clear the area of all debris resulting from scaffolding activities. (d) Dumping of all waste is to be done in specified garbage dumping areas of the yard, by the contractor, Firm to furnish the details of compliance. 6. General Specifications on safety: (a) Contractor shall ensure that adequate safety gears and protective clothing/overall with their firm name are to be worn by the workers while undertaking the work, in accordance with the existing statutory regulation with regard to occupations safety and health. (b) All personnel employed by the contractor to work in the yard shall wear industrial safety helmets with proper securing straps, safety shoes etc at all times. They shall wear safety gloves while shifting material. (c) All personnel employed by the contractor and who are employed at heights should be linked to fall arrestor mechanisms. (d) All personnel employed by the contractor and who work at heights shall wear a full body harness. (e) Contractor to provide documentary evidence of having all safety equipment else firm would be disqualified. (f) The contractor while executing work in ND (MB) and on board ships will be governed by the official secret Act and also will be subject to security checks as per rules and regulations in force from time to time. 5 Note : (Highlighted portion in grey shade should not be quoted) 1. "All material and services are to be supplied by the contractor unless specifically mentioned in the SOW." (All requirements of Welding and Brazing will be in scope of supplier) 2. the bidder, while preparing Q-bid, is to strictly adhere to Mode of Quotation (MOQ) format. No deviation from the MOQ format is expected. The Bidder is to avoid making any changes to the MOQ format and in case of any discrepancy, seek clarification during the pre-bid meeting. A soft copy of Quote/MoQ in excel format on a CD is to be submitted in sealed manner along with the Q Bid. Non adherence to this may render the bid invalid. 3. Bidders must indicate separately the relevant Taxes/Duties likely to be paid in connection with delivery of completed goods specified in RFP. In absence of this, the total cost quoted by them in their bids will be taken into account in the ranking of bids. 4. The evaluation and comparison of responsive bids and finalization of L-1 Firm shall he done on the prices of the goods offered and other charges such as Packing & Forwarding, Freight and Insurance, AMC, etc, as indicated in the price schedule of the Bid Document but excluding levies, taxes and duties such as excise duty, VAT, Service tax, Octroi/entry tax, etc on final product, which are to be paid extra as per actual, wherever applicable. 5. In case the Quote runs into more than one page subtotal on each page to be indicated. 6. Bids should be forwarded by Bidders under their original memo / letter pad inter alia furnishing details like TIN number, VAT/CST number, Bank address with EFT Account if applicable, etc and complete postal and address of their office. 7. Total Number of pages in the Q-bid are to be mentioned on the first page of the Q-bid. Further each page is to be numbered. For example if there are 20 pages in Q bid, first page to be numbered as 1/20 and last page to be numbered as 20/ Staging, if required, is to be undertaken in accordance with IS 4014 Part I & II (Code of practice for steel tubular scaffolding). 9. Foreign Exchange Content. Foreign Exchange content, if any, is to be clearly specified along with the specific items on which customs duty would be applicable clearly indicating the rates of customs duty applicable. In the absence of complete unambiguous details, following actions will be taken:- (i) Loading custom duty at the rate of 25% on entire material cost, when Foreign Exchange content is not specified in the Q bid. (ii) Loading custom duty at the rate of 25% when applicable rate of customs duty is not specified in Q bid. (iii) Further, customs duty exemption certificate will be issued only if the above mentioned particulars are provided unambiguously. 10. Service Tax. Government of India, Ministry of Finance (Department of Revenue) Notification No. 12/2012 Service Tax, dated 17 Mar 2012 exempts Service tax for repair of ships or boats or vessels belonging to the Government of India. 7 Note: - 1. Receipt Inspection for Material Material to comply with IS requirement. Manufacturer / Supplier certificate to be shown to user Manager. 2. Following should be certified by the vendor (a) Competent Supervisor from contractor will be available throughout during erection of scaffolding. A certificate to the effect that the supervisor is competent for the work should be given by the contractor. (b) The scaffolding has been examined at prescribed intervals. (c) The material state of coir and Bamboo of erected staging is required to be checked by supervisor on weekly basis. 3. Specification as per SOW to be strictly adhered. 4. Visual inspection on completion of the erection &removal of scaffolding and quantification of the total work undertaken by user department. 5. Issue of Inspection note and WCC by DD&HP.
