INVITATION Separate sealed tenders for each group are hereby invited in printed W.B. Form No-2911(i) by the Assistant Engineer (Agri.Mech),Bishnupur (A.M) SubDivision on behalf of the Governor of West Bengal from the bonafide and resourceful contractors having experience in execution of similar type of works for the following works as described in the annexure-a as enclosed herewith the tender notice no- 02 of of the Assistant Engineer(Agri-Mech) Bishnupur(AM) Sub Division, dated The tender will be considered separately for each group. However no tender will be considered for a lesser quantity of item than that of specified. NAME OF WORK As per Annexture-A 2. Application for Tender Document Application for tender documents should be submitted to the office of the Assistant Engineer (Agri- Mech) Bishnupur(AM) Sub Divn, Bankura on upto 1 pm except Saturday, Sunday & holidays. Application for tender documents must be submitted along with the copy of following documents (on production of original documents) by the applicant for tender documents, otherwise the application will not be considered. i) Upto date valid P.Tax certificate, PAN Card & VAT Registration Certificate. ii) The applicant should have experience & recent sufficient credential of similar category of work, specifically should have experience for repairing/maintenance work on any RLI Scheme as mentioned in the annexure. Sufficient credentials such as original work order, supporting with original payment certificates, completion certificate from the Govt Dept./ reputed private Dept. for the same nature of work. iii) If for any administrative reasons the last date of submission of application for tender documents be a declared holiday, then the application for tender documents will be submitted on the next working day at the same time and place. No application for tender documents will be received by Post. 3. PURCHASE OF TENDER DOCUMENT Tender documents (i.e. Notice inviting tender, Schedule of works, Special Terms & Conditions and other relevant papers) shall be made available from the Office of the Executive Engineer(Agri-Mech) Bankura(AM)Division,Bankura on any working day from to between 11 am to 3 pm except Saturday, Sunday & Holidays on cash payment per set as per annexture (non-refundable) towards the cost of tender documents for each group on production of valid PAN CARD, VAT Registration Certificate, Professional Tax Certificate and credentials, in original. No tender paper will be issued to Tenderer if he fails to show the above-mentioned documents.. If for any administrative reasons the last date of purchase of tender documents be a declared holiday then the tender documents will be made available on the next working day at the same time and place. Any case no purchase will be made by post. 4. Earnest money & Ernest money deposit for the respective group shall be in favour of the Executive Engineer(Agri-Mech)Bankura(AM) Division in any of the following form and should be submitted alongwith tender documents, otherwise the tender will be treated as informal. a) Demand Draft of any Schedule Indian Bank 5. Language of Tender The tender documents shall be submitted in the prescribed form in English. All literatures and correspondences in connection with the tender shall be in English.

2 6. Submission of Tender Document Teder documents alongwith earnest money deposit (as per clause 4) must be submitted in sealed cover. The sealed envelope addressed to the Tender inviting Authority shall be super scribed with the following:- a)name of Work : b) N.I.T. No. c) Group No. d) Name and address of the Tenderer : The rate should be quoted in figures and in words (lesser or excess or at per) in percentage basis. Tender document should be submitted in the prescribed tender box kept at the Office of the Assistant Engineer (Agri-Mech) Bishnupur(AM) Sub Divn, Bankura upto 2 pm on No Tender documents shall be submitted by post. 7. Opening of Tender The tender will be opened by the Assistant Engineer(Agri-Mech) Bishnupur(AM) Sub Divn, Bankura or his authorized representative (s) at his office at 3 pm on in presence of the tenderer or his authorized representative (s) who choose to be present at the time of opening of tenders. If for any administrative reason the last date of submission of tender documents and the date of opening of tender be a holiday then the tender will be submitted and opened on the next working day at the same time and place. 8. Others The tender notice along with the special terms and conditions etc to be issued with the tender documents shall be a part of contact. The earnest money of the successful tenderers will be converted into security deposit and the rest will be deducted from the progressive bills to make the security deposit equal to 10% (ten percent) value of the work. Acceptence of the lowest or any other tender will not be obligatory and the Authority reserves the right to accept or to reject any or all tenderers or without assigning any reason whatsoever any and to distribute the work amongst more than one tenderers if considered necessary. The decision of the Assistant Engineer(Agri-Mech) Bishnupur(AM) Sub Division, Bankura in connection with the tender is final and binding. 4 SPECIAL TERMS AND CONDITIONS ( N.I.T. No: 02 of of AE (A-M) Bishnupur (A-M) Sub-Division 1. Notwithstanding anything contrary to the conditions laid down in WB Form No.2911(i)/(ii) the following terms and condition shall apply for execution of the work under this contract. 2. No claim out of typing, printing, arithmetical and/or clerical mistakes anywhere in the tender shall be entertained. 3. In case of confusion over any clause/terms/conditions of the tender decision of Executive Engineer (A- M) Bankura (A-M) Division, shall be final and binding. 4. The rates are inclusive of all necessary expenditures to cover all incidental factors like location, condition and approachability of the site. No extra claim on any ground of damaged road, unfavorable site condition etc. shall be entertained. 5. No claim for any idle labour will be entertained under any circumstances. 6. No escalation of rates within the validity period of the tender shall be entertained under any circumstances. 7. The exact location of the site for execution of the works will be shown and handed over to the contractor by the Engineer-in-Charge or his authorized representative. 8. Time is the essence of the contract and the contractor shall have to put in full endeavor to maintain the target schedule by arranging adequate labour force and timely supply of construction materials for completion of the work within the stipulated completion period. Under normal circumstances no extension of time shall be allowed. 9. Immediately after taking over the site, the contractor shall inform the Engineer-in-Charge, about the work programme in writing. 10. The work shall be carried out strictly according to the tendered schedule of work and specification laid down therein. No extra or supplementary item of work shall be taken up nor shall any deviation from scheduled specification or drawing be made without prior written approval of the Engineer-in-Charge. 11. The mode of execution of all construction of work and mode of measurement shall be as laid down in the current PWD scheduled of the District if not otherwise mentioned in this contract. 12. The workmanship and finishing of the work should be of first class up to the entire satisfaction of the Engineer-in-Charge. 13. The contractor shall supply necessary labour (skilled and unskilled) as well as proper construction equipments including tools and plants for execution of the work. 14. All provisions of labour laws including all amendments thereof shall be strictly followed by the contractor for execution of the work under this contract. 15. Contractor shall make necessary arrangement for water required for construction and for drinking purpose of his labour force including accommodation of the workers at the site at his own cost. 16. The Department shall not issue any cement and/or steel required for work. All construction materials like cement, sand, bricks, stone chips steel for reinforcements etc. shall be supplied by the contractor for use in the work and shall be of best quality and up to the full satisfaction of the Engineer-in-Charge. The material after being brought to the site shall be stacked properly for approval of the Engineer-in-Charge before use. All rejected materials whatsoever shall be removed from the site within 48 (forty eight) hours of such rejection. Otherwise the Department shall arrange to dispose of these rejected materials through auction. 17. The contractor shall maintain a site register having duplicate pages serially machine numbered at site. 18. After taking the layout of the work, the contractor shall submit indent of departmental materials which will be required for the works, to the Engineer-in-Charge. The contractor shall check all departmental materials issued to him from the departmental store before transporting those to the work site. No complain about defects/shortage of departmental materials shall be entertained after those have been transported to site. The contractor shall have to arrange proper storing of these departmental materials at site up to full satisfaction of Engineer-in-Charge and the Engineer-in-Charge or his authorized representative shall be provided access to the site store at all times for checking. In case of damage or less of any departmental material from site the cost of the same shall be recovered from the bill of the contractor at double the issue rate. 19. Normally depth of excavation for the foundation trench for lying of pipeline shall be 1 (one) metre all throughout the length of proposed pipeline. However, in no case the depth of excavation shall be less then 1 (one) metre. Every pipe should be carefully examined from inside and outside before use. In case of U.P.V.C. pipes the joining of the pipes shall be made with couplers by placing the pipes horizontally,

5 roughening the end surfaces with emery paper and applying solvent cement. Refilling of the trenches should be made initially with soft earth and no with lump soul or hard pieces of boulder/moorum. 20. Testing of the repaired pipe line will have to be done up to full satisfaction of Engineer-in-Charge. 21. All MS fittings like valves; bends etc. shall be joined properly so as to make the joints completely leak proof. 22. After completion of the work excess materials if any supplied departmentally shall be returned to the departmental stores in good conditions free of cost. Otherwise, cost of unreturned excess departmental materials shall be recovered from the contractor s bill at the double recovery rate. 23. Consumption of departmental UPVC/RCC pipes shall be computed on the basis of measurement of finished length of the pipeline plus allowance of not more than 1.5% towards cutting loss. 24. No R/A bill will be entertained under any circumstances. 25. Final Payment will be made only after test results show the entire water distribution system to be 100% leak proof. 26. Security deposit will be admissible for refund after six months from the date of satisfactory completion of works. 6 GENERAL TERMS AND CONDITION OF N.I.T. NO 02 OF OF ASSISTANT ENGINEER (AGRI-MECH) BISHNUPUR (AGRI-MECH) SUB-DIVISION, BANKURA. 1. The intending tenderers shall visit the work site and make themselves thoroughly acquainted with the situation of work site and facilities of access and movement of materials and storing of cement etc. before tender is submitted. No extra claim whatsoever shall entertained for other works. 2. Complete tender documents are to be placed in sealed cover with the name of work and the name of Group subscribed on it. The tender paper must be completely filed up failing, which the tender may be rejected. 3. The quantity of works to be done, as mentioned in the schedule are approximate and may be increased or decreased at the discretion of the Engineer-in-Charge during execution and no extra rate of compensation whatsoever will be for such increase of decrease. 4. The work must be completed in all respect within the stipulated period, as mentioned in the work order. If the work is not completed within said period penalty clauses as embodied in clause no.2 in the printed contract form will be strictly enforced unless extension of time is granted under special circumstances. The prayer for extension of time should be made within period of the existing contract. 5. No claim whatsoever for idle labour additional establishment cost of hire and labour charge of materials would be entertained under any circumstances. 6. The contractor shall have to keep a whole time competent and qualified representative at work site. Any instruction given to such person by the Engineer-in-Charge or his representative shall be deemed to have been given to the contractor. 7. The contractor shall on being asked by the Engineer-in-Charge or his representative to dismiss immediately from the work site any person employed by the contractor who may in the opinion of the Engineerin-Charge or his representative be found incompetent or in quality or misconduct access to work at all reasonable time should be reserved for Engineer-in-Charge or his representative. 8. After acceptance of tender, no claim for alternation of the tender rate shall be entertained due to any fluctuation of market rate of labour and materials. 9. All materials like brick, sand etc. to be used in the work by the contractor should be stacked properly at site for approval of the Engineer-in-Charge before use. Rejected materials must be removed by the contractor from the site within 48 hours of the issue of order to. 10. No extra carriage of bricks, sand, wood etc. will be given to the contractor under any circumstances. 11. The responsibility for proper storing and guarding of Govt. materials lies with the contractor and nothing extra will be paid on this account in case any loss or damage, full value will be recovered from the contractor at rates as will be assessed by the Engineer-in-Charge % Cess deducted from the progressive bill as per Labour Contract Rule. 13. The terms Engineer-in-Charge will mean Executive Engineer (Agri-Mech) Bankura (Agri-Mech) Division, Bankura. The Sub-Divisional Officer concerned or any of his representatives duly authorized by him s empowered to carry out on behalf of the Engineer-in-Charge of general supervisor / issue day to day instruction and approval of materials and workmanship. In case of any dispute the decision of the Engineer-in-Charge shall be final and binding. 14. Under the circumstances whatsoever shall any materials be removed from the site of work without prior written permission of the engineer-in-charge, The contractor shall have to satisfy the Engineer-in- Charge regarding the proper utilization of such materials. 15. The location of site for execution of works in the tender will be shown to the contractor by the respective Assistant Engineer or by his authorized representative.
