1 2013 Summary of Revisions to the City of Fargo Standard Specifications for Construction 1/16/13 TABLE OF CONTENTS 1) Change title of Section 3100 from SEEDING to TURF ESTABLISHMENT. SECTION EXCAVATION, TRENCHING, AND BACKFILLING FOR UNDERGROUND WORK 1) C Gravel or Sand Backfill: Deductions for not meeting mod. CL 3 gradation requirements. 2) D Pipe Encasement: Deductions for not meeting CL 3 gradation requirements. 3) Backfilling Above Pipe Encasements: Gravel backfill shall extend to the bottom of the clay trench cap where applicable. Verbiage added regarding the location of compaction tests and the Contractor s role in the testing process. 4) Compaction Methods: Moisture requirement for gravel backfill was revised to be between 65% of optimum and optimum. 5) 3.10 Final Inspection: Now refers to the City s website for the final inspection form. SECTION REMOVALS 1) Removal or Abandonment of Pipe: 2 nd paragraph revised to relax requirements for plugging pipes. Storm sewers and abandoned sanitary sewers and watermains may be plugged with low-slump concrete per the standard detail. 2) Remove & Replace 6 Concrete Driveway: The Contractor shall remove 2-inches of adequate-depth subgrade material to provide room for base material under the new driveway. 3) Remove Existing Driveway: This is a new section. 4) Added last sentence: removal of service pipes incidental. 5) Remove Existing Driveway: This is a new section. SECTION SANITARY SEWERS 1) Manhole castings numbers and lid lettering clarified. Page 1 of 8

2 2) 2.7 Force main tracer wire shall be green in color. 3) 5.7 Exterior Drop MH: PVC or DIP bend on drop connection. SECTION 1300 WATER MAINS 1) PVC Fittings: Clarified injection molded PVC fittings. 2) Ductile Iron Fittings: All push-on DI fittings shall be coated with Fusion Bonded Epoxy. 3) Valve Boxes: Shall be supplied and installed with an additional intermediate section. Includes, but not limited to valve boxes on all new construction projects. Requirement for poly wrap around valve boxes was moved to ) Tracer Wire for PVC: Gage, color, coating, splice kit revised. Hydrant clips and tracer wire protection sleeve specified. 5) Tracer Wire for Bored Pipe: Section deleted (included in 3.12). 6) 3.6 Water Main Shutdowns: Contractor to coordinate water main shutdowns with the Engineer as well as the Mains and Hydrants department. Sample shutoff notifications can be found on the City s website. 7) 3.7 Temporary Water Services: Piping shall be rated for potable water. Minimum pipe sizes are specified (based on number of connections and demand). Valves every 500 feet. 8) 3.8 Setting valves: Rqmt. for poly wrap around valve boxes was moved here from ) Tracer Wire: Reference to wire gage removed. Two wires required on all bores. Reference to 3M splice kit removed. Method of fastening tracer wire to hydrants revised. Tracer wire at gate valves only required where shown on the plans. 10) Use a hydrant marker U-channel post to mark any Tracer Wire Access Boxes. 11) Electrical Conductivity Test for PVC: Reference to spark testing removed. 12) 5.8 Hydrant marker Detail: Tracer wire at hydrant shown. (Protective sleeve & fastener.) 13) 5.12 Valve Tracer Wire Detail: Upsized hole from 1/8 to 1/4 diameter. Added knot inside valve box. Added the word Approved to tracer wire and splice kit notes. Added note regarding where detail applies. Revised min. cover from 8 to 7-6. SECTION SEWER AND WATER SERVICE CONNECTIONS 1) Water service pipe sizes were clarified. 2) 3.1.C The section regarding installation of services by trenching machine has been deleted. 3) A Bored Sewer Services: Removed reference to payment of backfill. 4) B Moved here from B. 5) Curb box extensions shall be made with threaded couplers: no bolt-on extensions will be allowed. All connections on the non-tested side of the curb stop or service valve shall pass visual inspection under city pressure by the Engineer in the field prior to backfilling. 6) A Bored Water Services: Removed reference to payment of backfill. 7) B Moved to B. 8) Removed reference to deleted section 3.1.C. 9) A Bored Sewer Services: Clarified payment provisions. Reorganized layout of details. 13) 5.11 Special Inlet (SPI): Fixed typo on Note 2. 14) 5.12 Inlet/PVC Drain Pipe Detail: Title changed. Updated to show boot more clearly. Added notes regarding watertight pipe-to-manhole connector, boot, press-seal, inserta-tee, link-seal, or other approved equal. 15) 5.13 Utility Crossing Chamber: Ductile iron pipe no longer allowed in crossing chamber must use DR 18 PVC. Crossing chambers shall be precast unless approved by Engineer. Link- Seal, rubber boot with Kent Seal or approved equal. 16) 5.14 MH Cover: Round opening for non-gutter line MH s and MHI s (manhole inlets). 17) 5.14b MH Cover (Gutter): New detail showing 2 x3 opening to be used on gutter line MHI s. 4 SECTION EXCAVATION, FILLING, AND SUBGRADE PREPARATION 1) 3.3 Topsoil placement moved here from Section Topsoil shall be moderately compacted by rolling or other Engineer-approved method. 2) 3.7 Boulevard Filling and Grading: compact to 90% of Standard Proctor within 5% of optimum moisture (underlined words were added) 3) 3.7.B Addresses boulevard topsoiling separately for new and reconstruction projects. 4) 3.7.F Backfilling shall be done as soon as possible after the adjacent concrete slabs, curbs, sidewalks or driveways have had 7 days of curing time achieve a strength of 3,000 psi. (underlined words were added) 5) TOPSOIL IMPORT and IMPORT SPECIAL: (underlined words were added) 6) Clarifies how boulevard filling, topsoiling, and grading is paid. SECTION GEOTEXTILES AND GEOGRIDS 1) A Woven Geotextile Fabric New standard for use in roadway construction. 2) B Nonwoven Geotextile Fabric No longer the standard for roadway construction, use only when called for in the plans. 3) C Renumbered from B. 4) B Construction Sequence: Notes added about overstressing the subgrade soils, along with other clarifications regarding the installation of geotextiles. 5) Updated bid items: 4040 Geotextile Woven Fabric 4050 Geotextile Nonwoven Fabric SECTION AGGREGATE BASES 1) 2.1 Unit price deductions added for aggregate not meeting gradation requirements. SECTION CONCRETE PAVING AND CURBS & GUTTERS 1) 2.1 Cement: Type I/II cement revised to read Type I or Type II cement. 2) 2.2 Aggregates: 1 st sentence - Aggregate for slip-form and alley paving mixes 3 rd sentence: Fine and coarse aggregates for all other mixes shall conform 3) Dowels and Tie Bars: Allows up to 180 days of sun exposure for epoxy-coated steel. 4) Expansion/Isolation joint material shall be Flexcell or equal conform to ASTM D ) MAINLINE (INCLUDING CURB & GUTTER SECTION) AND ALLEY PAVING 6) SEPARATE CURB & GUTTER ADJOINING ASPHALT PAVEMENT 7) 2.11 Mixing: Maximum mixing revolutions increased from 100 to ) Cold Weather Pouring: Contractor shall submit a plan to keep the concrete above 40 F. 9) Transverse Contraction Joints and Sawing: 3 rd paragraph - Revised replacement of pavement due to uncontrolled cracking to match NDDOT Special Provision 699(08). Moved the sketch for connecting PVC to an inlet to detail Updated ASTM designations, hole spacing, etc. to apply to Schedule 40 PVC (this was missed in 2012 revision). 18) 5.19 Removed combined with detail SECTION CONCRETE SIDEWALKS AND DRIVEWAYS 1) 2.1 Cement: Shall conform to the requirements of Section ) 2.4 Concrete Proportions and Properties: Use 4,000 psi mix design rather than 3,500 psi. Water content now stated in terms of water/cement ratio. 3) 2.6 Expansion Material: ASTM-D1751, 1/2 inch 3/4 inch in thickness. 4) Truncated dome panels: ADA Solutions, Inc. Replaceable Wet-Set is approved. 5) 3.10 Contraction Joints: Revised location of sawed contraction joints on driveways, both transverse and longitudinal. 6) 3.11 Expansion Joints: Width changed from 1 to 3/4. Clarified sealing requirements. 7) 3.13.A Detectable Warning Panels: Protective plastic shall be removed prior to opening the ramp to public use. 8) Update bid items: 4315 Det Warning Panels - Cast Iron 4316 Det Warning Panels Polymer Composite 9) 5.1 Sidewalk & Curb Ramp Detail: Changed curb drop transition to 18. SECTION ASPHALT PAVING 1) 3.8 Watertight manhole seal or chimney barrier shall be installed on each sanitary sewer manhole not located in the street at the time of initial final adjustment to grade. 2) 3.9 Casting to Grade: The casting shall be set in butyl rubber sealant and rings each ring shall be laid in a full bed of mortar. The Contractor shall install a wiped mortar finish around the inside and outside circumference of the precast concrete adjusting rings. No steel shims allowed with polyethylene adjustment rings. 3) F Payment for casting to grade items includes grouting between each ring and on the inside and outside of the rings. Curb inlet adjustments will be paid for under the Casting to Grade (no Concrete) bid item. 4) H Castings and Gate Valve Boxes to Grade (with Concrete): Penalty for non-centered manhole castings and gate valve boxes was reduced. SECTION SEAL COATS 1) Price Reductions: Deductions for high Flakiness Index will be applied by change order. SECTION 3100 TURF ESTABLISHMENT 1) Note Section title changed from SEEDING to TURF ESTABLISHMENT. 2) PART 1 Topsoiling is no longer incidental to seeding. 3) 2.2.A Rate of seeding for Type A seed mix is revised from 50 lbs/acre to 75 lbs/acre. 4) 2.3.A Requirements for Starter Fertilizer and Turf Fertilizer. 5) 3.2 Topsoil placement refers to Section ) 3.3 Fertilizing section added here, subsequent sections renumbered accordingly. Two fertilizer applications are required, starter fertilizer applied at time of seeding, turf fertilizer applied after even coverage 2 high or 8 weeks after starter application, whichever occurs sooner. 7) 3.10 Contractor will be relieved of watering responsibility when the grass has been evenly established to a height of 2, and must notify adjacent residents of transfer of watering responsibility. 7 8) Topsoiling is no longer incidental to seeding. Both fertilizer applications are incidental to seeding. Contractor must notify Engineer prior to all seeding and fertilizer applications or risk reduced or non-payment for seeding work. SECTION EROSION AND SEDIMENT CONTROL 1) Type C inlet protection: Lange IPD, FlexStorm Inlet Filters are allowed. 2) 3.9 Pick-up type or vacuum sweepers are required for street sweeping. 3) Inlet Protection: Payment method revised. No longer pay for type of protection device, but for the total number of inlets protected, regardless of the quantity/type of devices used. 4) Clarified that sweeping is incidental to other bid items. 5) Renumbered from and modified the title to read: ADDITIONAL EROSION AND SEDIMENT CONTROL MEASURES 6) Updated bid items: 3993 Inlet Protection Existing Inlet 3994 Inlet Protection New Inlet 3995 Silt Fence Standard 3997 Silt Fence Heavy Duty 7) 6.1 Type A-1 Inlet Protection: Added wire mesh. 8) 6.7 Silt Fence: Fabric type called out. SECTION TRAFFIC CONTROL 1) 3.2 The Contractor shall not create a hazardous condition or block the movement of pedestrian or bicycle traffic without an appropriate ADA compliant alternate route and closure established. 2) Details 5.1 through 5.21 added to show typical applications for work zone traffic control. SECTION TRAFFIC SIGNALS 1) 5.b.iii All PVC pull boxes installed in concrete areas shall have a bell end on the bottom of the pull box to prevent frost heaving. 2) 13.a Added Head Cabinet Controller Wires and associated information to labeling table.
