General The Israel Electric Corporation LIMITED (I.E.C) requires stainless metal splice closure for jointing, branching and distribution optical fiber cables, to provide protection for fusion splices. 2. Scope 2.1. The Offeror shall submit technical documentation and type tests reports, according to the requirements of the Specification The Supplier shall be responsible for delivery of all items and will perform On the Job Training with the first 2 Installations of the closures at I.E.C. sites. 3. The proposal Over all Structure The proposal s structure must match the specification's structure, point for point. For example, section 9.1 of the proposal will consist of the response to section 9.1 of the specification, section 9.2 will respond to section 9.2, etc. When there is no response for a section of the specification, the corresponding section of the proposal should be labeled no response, so that the numbering scheme for subsequent sections will continue to match. The proposal shall be written clearly and in detailed. The proposal shall be written in English or Hebrew language solely. Responses are compulsory. It is compulsory to respond to every section, to match the structure within each section, and to match the detail within each section. The offeror is entitled to add further remarks and suggestions in an additional section entitled Other and numbered x.97 or x.y.97 as appropriate to the hierarchical level. If the response is lengthy, it is recommended to use an appendix at the end of the proposal. For example, section 10.1 of the proposal would refer to appendix 10.1, and that appendix would complete the details of the proposed solution regarding data security. Similarly, section 10.2 would refer to appendix 10.2 for additional details of the proposed database, etc. It is extremely important to use appendices, in order to keep the body of the proposal simple and easy to read. Technical and promotional materials should be attached as appendices to the relevant sections and referenced as described above.

3 4. Technical Documentation 4.1. General All data and descriptive material shall be in English or in Hebrew. All dimensions will be in MKS Technical documents to accompany the proposal The Supplier shall include in his proposal complete technical details of the closures and the accessories. - Type tests result according paragraph 9. - Reply to the "Threshold conditions" document attached to this specification. - Compliance table to this specification. 5. Technical Requirements 5.1. The closure must be suitable for installations on poles The closure may be "single unit" or "double unit". For the avoidance of doubt, the double unit closure must consist of both external and internal boxes. The single unit closure must be stainless metal and lockable according to par , whereas in the event of the double unit, only the external part of it must be stainless metal and lockable according to par For the avoidance of doubt, in the event of a double unit only, each requirement in this specification must be fulfilled by either the external or internal unit or both The closure must provide protection against mechanical damages, termites and ants and shall comply with the requirements of this specification Protection degree of the closure IP67 (at least) Environmental conditions Operating and Storage temperature: C to C. Heating effects of solar radiation: 1120 w/m 2 Humidity: 4% to 95% Rain intensity: 15 mm/min Maximum wind velocity: 44 m/sec 5.6. The closure shall be suitable for installation and operation in overhead electric lines, and attached to very high voltage towers poles (up to 400 KVAC) Minimum lifetime expectancy of the closure shall be 25 years 5.8. Functional Requirements Fast and easy installation of closure is required.

4 The closure installation and Opening /Closing of the closure shall be without any need of special or dedicated tools The closure will provide 4 circular entries (minimum). Each entry shall fit cables diameters range: mm The closure shall support jointing the following optical cables: - OPGW (Slotted core, Stranded loose tubes, Central aluminum buffer tube) - underground cable - ADSS - WRAP All cables entries shall be placed at the bottom side of the closure The closure will be re-enterable for expansion or repair. After reentering the closure's degree of protection will remain IP67 (at least). After closure sealing, adding of any a cable shall be fast and easy, without disrupting the already installed cables or disassemble existing cable in existing entries The closure shall be equipped with a padlock shackle diameter 8 mm. The required padlock's manufacturer and type will be according to IEC Instructions. The supplier will be obligated to provide these specifics padlocks (which are being used in IEC) The surfaces of the closure must be designed to resist cutting, abrasion or severe bending of the fibers or the tubes or the cables. Edges of the surfaces of the closures need to be polished and processed in a manner that prevents injury \ installer safety violation The closure shall contain 3 splice organizers (minimum). Each splice organizer: - 48 splices each (minimum, single stack) - Internal width: 12 cm (minimum) Total available splices per closure: 192 (minimum) The closure shall allow storing minimum of 2.6 meter spare for the original 8 tubes (3mm in diameter). The loose tubes shall be stored safely and protected from any damage can be occurred during installation, hanging and post hanging period The internal mounting bracket for the organizer shall allow modular and flexible mounting of organizer modules Maximum weight (without: mounting bracket, padlock): 23 kg.

5 Fiber safety Inserting or removing fibers and working with the splice organizers shall maintain and not harm fibers vitality, safety and integrity Inserting or removing a splice organizers from the closure or performing repetitive splicing in the same splice organizer or repeated opening and closing of the closure must be easy and convenient to the installer and maintainer. Repeating these actions will not harm existing services and will not harm the integrity of the closure IEC may reject an offer when the installation or the maintenance is complicated or does not provide protection for the fibers from damage or bending. 6. Operation & Maintenance The closure shall not need any prevention maintenance all long life time period. 7. Installation Kit The installation kit shall include all the installation tools, accessories and materials required for complete closure installation. Each tool, accessory and material shall have a different part number (for future orders). The closure shall be equipped with an eye-hook or other lifting device. The closure shall be lockable by an external lock. All materials that will come into contact with personnel shall be non-toxic and shall not be a potential environmental hazard. If the installation kit includes any materials with limited lifetime, their expiring date shall be 5 years after delivery to IEC. Each kit shall have a label with the following information: Supplier's name Product designation The closure to be supplied will be equipped with a complete kit : - pole/wall mount bracket - complete kit for jointing two OPGW 245, diameter: mm - 3 splice organizers heat shrinks holders (45 mm ) for fusion splice protection type and heat shrinks sleeves - 1 silica gel package - padlock Each closure will be supplied with installation instruction manual. The manual shall contain at least: - Description of the installation process step by step - List the required tools needed to install the proposed closure.

6 - List every part of the installation kit (accessories) and its destination 8. Spare & Renewal parts The Offeror shall propose a spare part list and shall warrant the supply of all spare parts for 5 years. 9. Type tests The proposed closure shall successfully pass type tests. The offeror shall attach to his proposal type test reports. These tests result will be checked by I.E.C (the tests shall include IP67 certificate test). Each test shall include the following details (at least): A. Information on the Laboratory/company performing the test B. The closure P.N. C. The required and the performed standards D. Apparatus and environment conditions E. Acceptance Criteria and test results F. Names and signatures of the carried out and the approved persons. G. Date of the test 10. Packing and Delivery The closure and all the related accessories will be packed in a single box made of hard cardboard. The box will carry stickers of I.E.C. and manufacturer P.N. Each closure will be packed with the related installation kit. 11. Warranty The Supplier shall provide warranty for the closures for period of 3 years.
