The following question received from plan holder and the response to the question. George Harms Construction Co, Inc. Question : Regarding the above referenced project, Section of the Special Provisions states that all work required for Substantial Completion of the Project shall be completed before DecemberJune 07 15, It also states that the entire Work of the Project shall be completed on or before FebruaryAugust 07 15, (both shown below).please clarify which month (December or June), which day (7 or 15) and which year (2009 or 2010) is intended for Substantial Completion. Additionally, please clarify which month (February or August) and which day (7 or 15) is intended for Final Completion. Response: Refer to the revised Special Provisions referred to in this addendum.

2 ADDENDUM NO. 2 Page 1 of 2 The following CHANGE is made to the Plans.. Plan Sheet B42 - The pay item quantity for Item No.191 is CHANGED to 22 LF. The following CHANGES are made to the proposal. 3 ADDENDUM NO. 2 Page 2 of 2 The following are questions received from plan holders and the responses to those questions. Question from Tarheel Enterprises, Inc. Question: Section 3-3 on Contract Drawing B9 depicts the Temporary Pedestrian Bridge erected alongside the existing bridge to be demolished. If one takes the Stage 1 notes to be consecutive steps in a schedule, the Temporary Pedestrian Bridge only gets erected at the end of Stage 1, after completion of the Stage 1 bridge construction. Which scenario is correct? Response: The temporary pedestrian bridge is shown to be erected at the end of Stage 1 and before the commencement of Stage 2, as specified in the Stage 1 notes. Pedestrians will use the existing sidewalk on the easterly side of the bridge during the Stage 1 construction. This will maintain continuous pedestrian access over Rt. 3 for the duration of the construction. Question from New Prince Concrete Construction Co., Inc. Question No. 1: After review of the contract documents, it appears that ITEM 193 Drilled Shaft for Butterfly Sign Support, Structure No. 2 does not exist on the proposal. Also, ITEM 194 Butterfly Sign Support, Structure No. 1 on the proposal is shown on the plans as Butterfly Sign Support, Structure No. 2. Please correct these issues. Response: See changes made to Plan Sheet B42 and the proposal as part of this Addendum. Question No. 2: There are two (2) items for Superpave HMA 12.5H64 Surface Course (ITEM 31 and ITEM 33) and two (2) items for Superpave HMA 25M64 Base Course (ITEM 35 and ITEM 36). Please explain why these items are separated. Response: The referenced items are different. Superpave HMA 12.5H64 Surface Course (Item 31) and Superpave HMA 25H64 Base Course (Item 36) are used for the temporary pavement as shown on Sheet TC-2 and the other items are intended for the permanent pavement.

4 ADDENDUM NO. 3 Page 1 of 2 The following CHANGES are made to the proposal. ITEM NO. REMARKS 185 UNIT AND ITEM NUMBER CHANGED A new EBS file has been issued. You MUST download and use this new EBS file in order to submit a bid. Revised Estimate- Distribution of Quantity Plan Sheets reflecting these changes will not be issued at this time, but all corrections will be made during the preparation of the As- Built plans. The following are questions received from plan holders and the responses to those questions. Question from IEW Construction Group, Inc. Question: After further review of the special provision specification section for the Core Borings for Drilled Shafts, it indicated that Core borings for drilled shafts will be measured by the linier foot, however, the proposal indicates units. Please clarify? Response: See changes made to proposal as part of this Addendum. Question from Tarheel Enterprises, Inc. Question: Note 1 on Contract Drawing B38 states that the Architectural Treatment for the Precast Lagging will be paid for under the item, Precast Lagging for Wingwalls. However, no detail is given that specifies this architectural finish. Is the finish supposed to mimic the Wingwall CIP Panel Arch. Treatment detail? If so what portions should

5 ADDENDUM NO. 3 Page 2 of 2 include the Fractured Fin Finish, and what portions shouldn't? Also, on the Wingwall CIP Panel Arch. Finish detail, is there any relief required in the areas which do not receive the Fractured Fin Finish? Response: The ARCHITECTURAL TREATMENT (FRACTURED FIN) DETAIL is to be used for both Cast In Place (CIP) wall lagging and precast wall lagging applications, wherever architectural treatment is indicated on the plans. In TYPICAL WINGWALL C.I.P. PANEL ARCH. TREATMENT detail, the areas which do not receive fractured fin treatment are to be set flush with the top of the flutes shown in the adjacent ARCHITECTURAL TREATMENT (FRACTURED FIN) DETAIL. The staggered block border detail sown for the C.I.P. wingwall panels shall be achieved via formed scoring lines. Chamfers of the scoring lines shall be a minimum of 1/2" in accordance with subsection of the Standard Specifications.

6 ADDENDUM NO. 4 Page 1 of 1 THE FOLLOWING CHANGES ARE MADE TO THE PLANS: On Plan Sheet 132 (B24) the following NOTE 9 is added: 9. Bolted connections under the completed and cured deck pour stages shall be fully tightened prior to placement of live load on the structure. The following is a question received from a plan holder and the response to the question. Question from Archer Steel Erecting Company Question: Reference Drawing B24, Note 7: It would appear from the note that all diaphragms including end diaphragms are to be fastened only with finger tight bolts for both Stages 1 & 2 till closure pour is placed and cured for 28 days. Should not the Stage 1 diaphragms, if finger tight, be tightened fully before traffic is placed on that stage? Please clarify. Response: Refer to PLAN CHANGES made in this Addendum.
