Matthew s Stoop Addition 325 E. Bay St. Savannah, Georgia Project Description: This project involves the removal of a non-original balcony and stair from the Habersham Street façade and replacement with a stoop. Historic Precedent Based on the visual configuration of the existing building, including the existing door and window locations surrounding the proposed stoop locations, we believe a stoop could have existed in this location in the past. The current balcony does not appear on the Sanborn Maps until 1954 and is in serious disrepair. However, prior to the appearance of the balcony on the Sanborn Maps, the maps do not show a stoop. (See pages 5 and 6 in the attached Photographs of Existing Conditions, Sanborn Fire Insurance Maps, and Finish Samples document for the 1916 and 1954 Sanborn Fire Insurance Maps for this property. Additionally, it has already been determined by the Fire Marshall that the second floor legally requires a second means of egress as well. Section : Visual Compatibility Criteria and Design Standards The proposed stoop addition and demolition of the existing balcony meet the Visual Compatibility Criteria and Design Standards by the following means: Rhythm of structures on streets The new stoop s relationship to adjacent structures (particularly 7 Habersham Street to which B. Matthew s is directly Visually Related) is visually compatible. 7 Habersham Street has an existing stoop similar in design, construction, and height to the proposed stoop for B. Matthew s. 7 Habersham Street s stoop appears to be original to the structure based on the Sanborn Fire Insurance Maps. Rhythm of entrance and/or porch projection. The relationship of new stoop to adjacent structures (particularly 7 Habersham Street) is visually compatible. 7 Habersham Street has an existing stoop similar in design, construction, and height to the proposed stoop for B. Matthew s. 7 Habersham Street s stoop appears to be original to the structure based on the Sanborn Fire Insurance Maps. Page 1 of 3

2 Relationship of materials, texture and color. The new stoop s materials, texture and color is visually compatible with the remaining B. Matthew s structure. Building Form. The new stoop s form utilizing an existing historic stoop form, shape, and scale that can be found throughout the Landmark Historic District. The new stoop faces Habersham Street and is adjacent to 7 Habersham Street which has an existing stoop similar in design, construction, and height to the proposed stoop for B. Matthew s. Balconies, stairs, stoops, porticos, and porches Balconies, stairs, stoops, porticos, and porches within the public right-ofway may be permitted with the approval of the encroachment by the Mayor and Aldermen and provided that the following criteria are met: - An encroachment petition was submitted to the Clerk of Council on June 20, The existing non-original balcony and stair that are to be removed and replaced by the new stoop have overhung the property line / public rightof-way since prior to Wrought iron brackets shall not be used with wood balcony railings. - Wrought iron brackets with wood balcony railings are not part of the new stoop design. Stoop piers and base walls shall be the same material as the foundation wall facing the street. Infill between foundation piers shall be recessed so that the piers are distinguishable. - The new stoop piers are to be constructed of stucco covered CMU. Stucco covers the existing foundation wall that faces Habersham Street. There is no infill between stoop piers. Front stair treads and risers shall be constructed of brick, wood, precast stone, marble, sandstone or slate. - The stair treads and risers will be constructed of wood. Wood portico posts shall have cap and base molding. The column capital shall extend outward of the porch architrave. - The new wood stoop posts have both a cap and base molding, and the column capitals extends outward of the porch architrave. Balusters shall be placed between upper and lower rails, and the distances between balusters shall not exceed four inches. - The wood balusters for the new stoop are located between upper and lower rails, and the distance between balusters is 4. Supported front porticos shall be constructed of wood unless the proposed material matches other facade details on the same building, such as terra cotta, marble, or metal. - With the exception of the piers, the entire stoop is constructed of wood. ***Note: The design of the new stoop is intentionally simplistic, particularly as it pertains to columns and baluster design, to differentiate it from the historic structure as a new addition. 3 Stoop heights shall be visually comparable to other historic stoops to which they are visually related and shall not exceed The new stoop is visually compatible to other historic stoops to which it is visually related, particularly 7 East Habersham Street. The floor-to-floor height of the new stoop is It exceeds the 9-6 because this is an existing contributing historic building where the existing floor-to-floor height exceeds 9-6. A minimum of three feet (3 ) of unobstructed sidewalk shall be maintained between the edge of the exterior basement stairs and the tree lawn. A minimum of six feet (6 ) shall be maintained if no tree lawn is present. No portion of any tree lawn may be used for exterior basement stair space of unobstructed sidewalk is maintained between the edge of the new stoop and the tree lawn. Additions. Additions on the front of historic buildings shall not be permitted. - This addition is actually a new front stoop. Page 3 of 3
