Spain Royal Decree 314/2006 approving the Technical Code of Buildings was approved on 17 March 2006 and published on 28 March It came into force for applications for building permits submitted after 17 September Existing buildings must comply with the same minimum requirements as new buildings when renovated or extended. Minimum requirements also apply to buildings with a floor area exceeding 1,000 m2 Royal Decree 47/2007 regarding the Basic Procedure for Energy Performance Certification of New Buildings was approved on 17 January 2007 and published on 31 January Since 31 October 2007, an EPC is mandatory for construction of all types of buildings for which a building permit is required by local authorities. The provisions applied have been adopted with the National Basic Procedure for The inspection of boilers has been covered by the Regulation on Thermal Installations in Buildings (RITE) since 1982 and was last revised and approved on 20 July The technical procedure for inspections of air-conditioning systems is included in the revised RITE. Note that this requirement pre-dates the EPB Directive and was introduced for safety rather than for energy efficiency purposes. In force since 17 March 2006 by virtue of Royal Decree 314/2006 approving the Technical Code of Buildings. The latter establishes that buildings for specific uses (supermarkets, hotels, storage buildings, multimedia and leisure centres, etc.) and having certain dimensions (beginning with multimedia and leisure centres of 3,000m 2 ) must have installed systems for the capture and transformation of solar energy via photovoltaic processes.
