1 INVITATION TO BID SEAL COAT, ASPHALT CONCRETE & MILLING AND CRACK SEALING FOR 2015 Sealed bids will be received at the City Finance office, PO Box 910, 23 2 nd St. NE, Watertown SD 57201, up to 10:00 AM on Friday, March 6, 2015 for Seal Coat, Asphalt Concrete & Milling and Crack Sealing for the City of Watertown, South Dakota. At or shortly after the time named above and within City Hall, such Bids will be publicly opened, read aloud, and referred to the City Engineer for review. Bids will be passed upon by the City at a subsequent meeting of the City Council. Each bid shall be accompanied by a certified check or cashier s check as follows: Seal Coat: $13,500 A.C. Construction and Milling: $40,000 Crack Sealing: $4,000 Such check shall be a certified or a cashier s check issued by either a state or national bank and payable to the City Finance Office as a guarantee that such bidder will enter into a contract with said City in case such bidder be awarded the contract. PERSONAL, CORPORATION, OR COMPANY CHECKS NOT CERTIFIED WILL DISQUALIFY THE BID. In lieu of bid check security, a bid bond in twice the amount of the bid security is acceptable. Bid shall be enclosed in a separate envelope with the notation BID ENCLOSED clearly marked on the face of the envelope. The successful bidder(s) for Seal Coat, Asphalt Concrete & Milling, and Crack Sealing will be required to provide Payment and Performance Bonds as set forth in the Bidding Documents. The right is reserved to reject any or all bids, or any part of the bid, or to accept a bidder other than the lowest in case it seems advisable to said City Council so to do. No bidder may withdraw his bid within thirty (30) days after the actual date of opening thereof. By virtue of statutory authority, preference will be given to material products and supplies found or produced within the State of South Dakota. 2 SPECIFICATIONS FOR SEAL COAT, A.C. MAT CONSTRUCTION & MILLING, AND CRACK SEALING The successful bidder shall furnish all equipment, labor and material for seal coat; A.C. mat; tack coat; manhole and valve box adjustment; and milling. The construction work will be maintenance work and will consist mainly of chip sealing, crack sealing, milling, and A.C. overlays varying from 1" to 3" in thickness. All seal coat work will be done by August 31, All milling and A.C. mat work will be done by October 15, The Street Department will prepare base course for ditch patching. All Crack Sealing work will be done by December 31, SCHEDULE A: SEAL COAT SEAL COAT: Seal coat shall be furnished complete and in place in accordance with the Standard Specifications for Roads and Bridges, South Dakota Department of Transportation, 2004 edition. Aggregate to be as follows with a maximum application rate of 20 lbs/sq. yd. The rock chips for seal coat shall be Type 2A Crushed Quarried Ledge Rock (Red Rock) as per Standard Specifications for Roads and Bridges, South Dakota Department of Transportation, 2004 edition. At least 50% retained on the No. 4 sieve shall have two or more fractured faces produced by crushing. The successful bidder shall have the Street Superintendent and the City Engineer inspect the material for their approval prior to hauling. Asphalt for seal coat shall be CRS-2P applied at a maximum rate of 0.30 gallons/sq. yd. as per Standard Specifications for Roads and Bridges, South Dakota Department of Transportation, 2004 edition. TRAFFIC CONTROL: The Contractor shall be responsible for all traffic control necessary for the completion of the placement of the asphalt and rock chips, including any advance signing necessary to prevent parking on the streets to be sealed. MATERIAL: The City s existing supply of Red Rock material at the City Street Department facility shall be utilized for the 2015 Seal Coat program until it is depleted. Additional supply of rock chips is anticipated to be needed, so the Contractor shall provide separate bid prices for using the City Supply and Contractor Supply of chips. As part of the Bid Price for Seal Coat, the existing material shall be screened in preparation for use and stored nearby. Any rock left over after Seal Coat operation is complete shall remain the property of the City of Watertown. MATERIAL STORAGE AREA: by the City. If the Contractor needs an area for storage of materials, an area can be provided CLEAN UP: The Contractor shall clean the street and cover all grates and manhole lids prior to placing seal coat. Coverings shall be removed the same day. Clean up and cover placement and removal shall be included in the unit bid price for seal coat. BASIS FOR PAYMENT FOR SEAL COAT: in accordance with these specifications. Payment for seal coat will be per square yard complete and in place PAYMENT AND PERFORMANCE BONDS: The successful bidder will be required to provide Payment and Performance Bonds in the amount of $270,000 as set forth in the Bidding Documents. When the Contractor delivers the executed Agreements to the Owner, the Contactor shall also deliver to Owner the Payment and Performance Bonds.

3 SCHEDULE B: A.C. MAT CONSTRUCTION AND MILLING COORDINATION OF MILLING AND A.C. MAT CONSTRUCTION: Contractor shall have someone present during both the milling and A.C. mat construction who will coordinate the two operations. MILLING: The Contractor shall furnish equipment, labor, fuel, etc. for an unspecified amount of milling of streets as directed by the City Engineer or Street Superintendent. The City will furnish all labor and trucks to haul away milled material which the City will retain ownership of. The Contractor may be required to move milling machine to Watertown two times for milling operations. Contractor will be paid per inch depth per square yard. TACK: The tack shall be applied in accordance with the Standard Specifications for Roads and Bridges, South Dakota Department of Transportation, 2004 edition, Section 330, tack and flush seal coats. The tack and flush seal shall be CSS-1H emulsified asphalt applied at the rate of 0.05 gallons per square yard. Flush seal and tack will be paid on a square yard basis. The unit bid price per square yard for tack shall include the costs of furnishing labor, equipment, materials, and apply all necessary materials for tack in accordance with the specifications. TRAFFIC CONTROL: The Contractor shall be responsible for all traffic control necessary for the completion of the milling and a.c. mat construction, including any advance signing necessary to prevent parking on the streets to be worked. ASPHALT CONCRETE: The asphalt concrete shall be furnished and installed in accordance with the Standard Specifications for Roads and Bridges, South Dakota Department of Transportation, 2004 edition, sections 320 through 324, asphalt concrete Class E. A job mix formula approved by the South Dakota Department of Transportation shall determine the asphalt temperature for mixing, delivery, and application. Pavers shall be equipped with automatically controlled screeds. Sensors for automatically controlled screeds shall be capable of using a ski shoe or string line for elevation control. The center longitudinal joint of the top lift shall be located on the centerline of the street. The asphalt cement shall be PG asphalt. The Contractor shall be required to take 6" diameter core samples of asphalt laid and compacted in place. The number of cores will be one per 200 ton of A.C. mat mix furnished and installed by the Contractor during the construction season. Locations of cores shall be as directed by the Engineer. The City may use core samples to determine aggregate gradations, oil content and compaction if the City Engineer requires it. No additional payment will be made to the Contractor for taking core samples, the cost shall be included in the unit bid price for A.C. furnished and installed. BASIS OF PAYMENT FOR ASPHALT CONCRETE: The unit price per ton for asphalt concrete shall include the costs of furnishing labor, equipment, material and laying asphalt concrete mat in accordance with specifications. The approximate quantity of asphalt concrete to be furnished is 12,000 tons. UTILITY ADJUSTMENTS: Adjustment of sewer manhole covers, gas valve boxes, and water valve boxes will be the responsibility of the Contractor if requested by the City. Adjustment of sewer manholes will be accomplished with equipment which meets the approval of the City Street Superintendent, Utility Superintendent and the City Engineer. Covers, boxes, etc. will be furnished by the City. The unit bid prices for adjusting sewer manhole covers, gas valve boxes, and water valve boxes shall include all necessary material, labor, and equipment for adjustment TERM OF GUARANTEE: The guarantee shall cover the construct as to workmanship and materials for a period of one (1) year. If deficiencies occur within twelve months of placement, the asphalt concrete or seal coat shall be replaced or repaired at no cost to the City. PAYMENT REQUESTS: Payment requests must be submitted by the 18 th of the month for payment to be made on the 10 th of the following month. Payments will be made at no other time.

4 TAXES: Each unit bid price shall include all applicable taxes. PAYMENT AND PERFORMANCE BONDS: The successful bidder will be required to provide Payment and Performance Bonds in the amount of $800,000 as set forth in the Bidding Documents. When the Contractor delivers the executed Agreements to the Owner, the Contactor shall also deliver to Owner the Payment and Performance Bonds. SCHEDULE C: CRACK SEALING The South Dakota Department of Transportation Standard Specifications for Roads and Bridges 2004 Edition shall govern this project except as modified with these specifications. A copy of Section 350, Asphalt Concrete Crack Sealing, has been attached for convenience. The successful bidder shall furnish all equipment, labor and material for Crack Sealing of Asphalt Concrete and Portland Cement Concrete roadways. All Crack Sealing work will be done by December 31, TRAFFIC CONTROL: The Contractor shall be responsible for all traffic control necessary for the completion of the Crack Sealing, including any advance signing necessary to prevent parking on the streets to be sealed. SEASONAL AND TEMPERATURE LIMITATIONS There are no limitations on the dates to perform the Crack Sealing operation; however, the contractor is responsible for snow removal. No additional payment will be made for snow removal. BASIS FOR PAYMENT FOR CRACK SEALING: place in accordance with these specifications. Payment for crack sealing will be per pound complete and in The approximate quantity of joint sealant to be furnished is 34,000 pounds. TERM OF GUARANTEE: The guarantee shall cover the construct as to workmanship and materials for a period of one (1) year. 5 SDDOT STANDARD SPECIFICATION SECTION 350 ASPHALT CONCRETE CRACK SEALING DESCRIPTION This work shall consist of routing and sealing transverse and longitudinal cracks in an asphalt concrete roadway surface with the specified sealant MATERIALS The sealant shall conform to the requirements of ASTM D 3405 with the following modifications: Penetration at 77 degrees F (25 degreesc) Bond at 20 degrees F ( 29 degrees C), Std. Specimen, 3 cycles, 200% Extension Passes The sealant material shall have a unit weight no greater than 9.36 lbs./gal (1124 kilograms per cubic meter). Only products that meet the above requirements and have performed satisfactorily based on Department analysis may be used. A listing of acceptable products may be obtained from the Department's Approved Products List. The blocking medium shall be an inert, compressible material, which is compatible with the sealant CONSTRUCTION REQUIREMENTS A. ROUTING 1. Routing equipment shall be mechanical, power driven, and capable of cutting a reservoir to the required dimensions. Equipment designed to plow the cracks to dimension will not be permitted. 2. Cracks which are less than 3/4 inch (20 mm) in width or depth will require routing to a width and depth of 3/4 to 7/8 inch (20 to 22 mm). 3. Cracks which are 3/4 inch (20 mm) or greater in width and depth will not require routing, but shall be thoroughly cleaned of foreign material to a depth equal to the width of the crack. 4. The walls of the finished reservoir shall be vertical and the reservoir bottom shall be flat. 5. Routing will not be allowed when the roadway is wet. B. CLEANING 1. Cleaning shall be accomplished with an air compressor producing a minimum of 125 CFM (0.06 cubic meters per second) output and equipped with a maximum ¾ inch (20 mm) nozzle. The air compressors shall be equipped with traps capable of removing all free water and oil from the compressed air. 2. Reservoirs and cracks shall be thoroughly cleaned of dust, dirt, and loose materials so that it is clean and dry at the time the blocking medium or sealant is applied. 3. If a routed reservoir or crack is left overnight, it shall be recleaned immediately before the blocking medium or sealant is applied. 4. The routed asphalt concrete and foreign material resulting from the reservoir preparation shall be removed from the roadway surface before an area is opened to traffic. C. SEALING 1. Cracks 3/8 inches (10 mm) or greater in width, which exists below the routed and cleaned reservoir, shall be filled with a blocking medium to insure a nominal sealant depth equal to the width of the reservoir. 2. Sealant material shall be placed within 72 hours of routing.

6 3. There shall be no visible signs of moisture on the roadway surface or in the reservoir at the time the sealant is applied. 4. The sealant handling, mixing and application temperature restrictions shall strictly adhere to manufacturer recommendations. 5. Sealant shall be applied with a pressure type applicator. 6. When applying the sealant, the reservoir shall be overfilled and squeegeed to provide a film of sealant on the roadway surface one to three inches (25 to 75 mm) on both sides of the reservoir. 7. The squeegee shall be a "U" shaped device which will produce a full, uniform, and neat appearing reservoir and adjoining surface area. Other type devices will require prior approval by the Engineer. 8. A blotting material, such as toilet tissue, shall be placed over the sealant material immediately after placement at intersections, superelevated curves, grades steeper than four percent, or as specified on the plans. Blotting material will be required when traffic is allowed to cross a sealed area before track free status has been achieved. 9. The Contractor shall repair or refill, at his own expense, any part of a sealed reservoir damaged by traffic. D. SEASONAL AND TEMPERATURE LIMITATIONS 1. Routing and sealing of asphalt concrete surfaces will be permitted only during daylight hours between May 1 and October Routing with a star bit type router will not be allowed when the ambient air temperature is below 55degrees F (13 degrees C). 3. Application of the sealant material will not be allowed when the ambient air temperature is below 45 degrees F (7 degrees C). E. GENERAL 1. Only one half of the roadway shall be worked on at a time unless a traffic control plan to work full width is submitted by the Contractor and approved by the Engineer. 2. Routing and crack sealing shall be considered as one work zone. A work zone shall not exceed two miles (three kilometers) in length at any one time METHOD OF MEASUREMENT Asphalt concrete crack sealing will be measured by the pound (kilogram) of sealant used. The manufacturer's weights of the sealant will be accepted as the basis for measurement BASIS OF PAYMENT Asphalt concrete crack sealing will be paid at the contract unit price per pound (kilogram) and shall be full compensation for routing, furnishing, heating, placing, and blotting the sealant. Blocking medium shall be incidental to the asphalt concrete crack sealing. Traffic control will be paid at the contract unit price.
