Addendum 2 for Northeast Middle School Cooling Tower Replacement Project DATE: August 13, 2015 The attached information is intended to clarify questions regarding the advertisement for bid. Please contact John Quiocho with Engineered Designs, Inc. at (919) with any questions regarding the drawings or specifications. Where any article, division or subparagraph of the original contract documents or other addenda is supplemented herein, the provisions of the original documents shall remain in effect. All the supplemental provisions shall be considered as added thereto. Where any such article, division or subparagraphs are amended, voided or superseded thereby, the provisions of such article, division or subparagraph not so specifically amended, voided or superseded shall remain in effect. The attention of the Contractor is called to the following clarifications; additions to and changes in the plans and specifications dated July 29, 2015, on the above job. It will be the responsibility of each Contractor to call such clarifications, additions and changes in plans and specifications to the attention of subcontractors concerned. The Engineer, his/ her Architect, or Consulting Engineers in no way assume any responsibility for notifying any subcontractor, material dealers or others not having received the original contract documents. A. GENERAL CLARIFICATIONS AND CONTRACTOR QUESTIONS: 1. Attached are the meeting minutes from the Pre-bid meeting, held on Thursday, August 6, 2015 at 10 am. 2. Construction Limits Contractor shall provide signage and rope off the area of the construction limits with approved tape and signage to keep students and faculty at a safe distance from the construction areas. Most of this work will occur at the cooling tower yard, mechanical/boiler room and portions of the electrical room. 3. Special Project Procedures The pre-bid meeting attendees were reminded to refer to the project manual section Special Project Procedures. In particular, the requirements for seasonal testing the chilled water and condenser water systems during the spring and summer.

2 NORTHEAST MIDDLE SCHOOL HVAC REPLACEMENT 4. Cooling Tower Removal The timing for the removal of the cooling tower was discussed. It was agreed by the owner that the final removal of the existing tower from the site would need to occur after hours, on the weekend, during the holidays or any other scheduled school closings. This would limit the required downtime for the operation of the school during a normal school day/school week. 5. Question: Can we bring out sub-contractors to visit the site at a later date? Response: Yes. The site visit would need to occur early next week. It was determine that the site visit was schedule for Tuesday, 8/11. All visiting contractors will need to contact the GCS project manager to schedule the exact time. B. REVISIONS TO THE DRAWINGS: 1. Refer to drawing M2.1 BASEMENT NEW WORK PLAN (COOLING TOWER REPLACEMENT) - BASE BID : a. REVISE Replace keynote 21 to read Provide two new 120v, 20 amp heat trace circuits, (1) for make-up water piping and (1) for chiller piping. For each circuit provide a new 120v, 20 amp, 1-pole GFI protected circuit breaker in existing Panel PB. For each circuit provide 2#12, 1#12g-3/4 c to new externally mounted weatherproof junction box and connect to new heat trace conductors. Coordinate exact location of junction box with heat trace installer. b. ADD Add the following to Keynote 11 For each the Cooling Tower motor and Basin heater circuits; Intercept existing circuit at exterior wall and provide a new weatherproof FS type junction box mounted to exterior wall in an accessible location. Extend existing circuits (match existing conductor sizes) to new cooling tower VFD/Disconnect and new Basin Heater disconnect. Route new circuit extension conduits from exterior wall onto new cooling tower piping supports adjacent to new cooling tower piping and terminate at new disconnects. Coordinate routing with piping installer to allow space for piping insulation. For cooling tower motor circuit Existing motor control center cubicle feeding existing cooling tower to be reused. Remove existing starter and modify existing cubicle as required to serve as a fused service disconnect only for the new cooling tower. Provide new 60 amp FRN fuses in cubicle disconnect. Re-label MCC cubicle disconnect to read: Cooling Tower. 2. Refer to drawing M2.2 BASEMENT NEW WORK PLAN (COOLING TOWER REPLACEMENT) ALTERNATES M-1 & M-2 : a. ADD Add the following to Keynote 18 For each the Cooling Tower motor and Basin heater circuits; Intercept existing circuit at exterior wall and provide a new weatherproof FS type junction box mounted to exterior wall in an accessible location. REVISE Replace Keynote 25 to read Provide two new 120v, 20 amp heat trace circuits, (1) for make-up water piping and (1) for chiller piping. Coordinate exact location of junction box with heat trace installer. 3. Refer to drawing 1/M2.2 BASEMENT DEMOLTION PLAN (COOLING TOWER REPLACEMENT) ALTERNATES M-1 & M-2 : a. ADD In the current scope of work for Alternate M-2, add the removal of the abandoned hot water storage tank (2,000 gallons, 60 diameter) located in the mechanical/boiler room, just located to the left of the existing chiller. The hot water storage tank is not currently shown on the plans as this scope of work was added during the pre-bid meeting. It is the intent to remove this abandoned hot water tank to allow room for the new chilled water buffer tank. This demolition work shall include the removal of the tank support stand, approximately of abandoned and insulated 3 hot water piping, abandoned inline pump, power and control wiring/conduit. Terminate any electrical feeders to their original source. GCS (Guilford County Schools) environmental health and safety group to provide testing on the existing tank and insulation for any hazardous materials. If discovered, GCS to have all hazardous material removed prior to the removal of the abandoned hot storage water tank. 4. Refer to drawing 2/M2.2 BASEMENT NEW WORK PLAN (COOLING TOWER REPLACEMENT) ALTERNATES M-1 & M-2 : a. REVISE The new buffer tank (BT-1) shall be relocated to where the abandoned hot water tank is being removed. It appears that the current buffer tank location may not allow for adequate service clearance for existing equipment in the mechanical/boiler room. END OF ADDENDUM No. 2 Engineered Designs, Inc. Washington Street, Greensboro, NC 27401, Conference Room 100, on August 20, 2015 until 3:00 PM at which time all bids will be publicly opened and read aloud.

5 PRE-BID CONFERENCE 7. Forms Required for Bids a. Bid Proposal and Contract b. HUB (MWBE) Requirements and Forms i. Goal: Subcontractors 12.46%, Goods and Services 10% ii. Forms to be submitted with bid, Identification of Minority Business Participation, Affidavit A (or Affidavit B if contractor performs all the work with its own workforce) iii. For Affidavit A, contractors are required to be in contact with MWBE firms via letter, , fax or other means to a viable address ten (10) days prior to the bid date. A list of approved MWBE firms is available through Guilford County Schools. iv. Contractors are also required to make construction plans, specifications and requirements available for review by prospective MWBE firms or providing these document to them at least ten (10) days before the bids are due. v. If submitting Affidavit A and cannot meet the 12.46%, contractor shall provide full documentation of good faith effort. This shall include copies of proposals from MWBE companies, invoices, phone call/ logs and a log of follow up phone calls/ s. Please review all requirements listed in the MWBE forms and provide all documentation as required. vi. MWBE participation is very important to Guilford County Schools and is highly encouraged. A lack of providing the proper record or documentation is unacceptable. Owner reserves the right to waive formalities and reject any or all bids. c. Bid Bond (5%), Performance and Labor and Material Payment Bonds (100%) d. Bid envelope shall be sealed with the following information on the outside of the envelope: i. Bidder s Name and Address ii. Appropriate North Carolina Contractor s License Number iii. Name of the Project 8. Brief Overview of Documents a. Project Description: Replacement of the existing cooling tower, associated piping and controls at the main building of Northeast Middle School. The project includes electrical support. b. 6 PRE-BID CONFERENCE 9. Bid Alternates (refer to Alternates section in project manual for detail) a. Alternate #M-1: Provide new condenser water return piping. b. Alternate #M-2: Relocate existing cooling changeover valves and chiller bypass valve. Provide new chilled water buffer tank. 10. Contract Documents a. Construction Schedule: - Anticipated Start Date: On or before September 21, Substantial Completion Date: On or before December 14, Final Completion Date: On or before January 11, Time of Completion: One hundred twelve (112) consecutive calendar days 12. Withdrawing Bids: Generally, bids cannot be withdrawn for a period of 90 days following receipt of bids. After the bid opening, the owner may allow a bidder to withdraw his bid if bid was based on a mistake, which constitutes a substantial error, provided bid was submitted in good faith and bidder submits credible evidence that the mistake was clerical in nature, instead of an error in judgment, and request to withdraw is made within 72 hours of the bid opening. 13. Liquidated Damages Within the Standard Form of Agreement, this will be updated to note liquidated damages as $200 each calendar day in excess of the stated final completion date. 14. Substitution Requests Must be made in writing to the Project Engineer within ten (10) days prior to bid date and will only be allowed when approved in an addendum. Refer to section for Substitution Request Form. 15. Communications: a. All questions shall be directed to the Engineer unless the Engineer states otherwise: 16. An addendum will be generated based on questions raised today and will include the pre-bid conference meeting minutes and sign-in sheet. d. All addenda must be acknowledged on the bid form. 17. Conflicts In and Between the Construction Documents That which is shown on the drawings or called for in the specifications shall be binding as if it were both called for and shown. In case of discrepancy or disagreement in the Contract Documents, the order of precedence shall be: Form of Contract, specifications, large-scale detail drawings. 18. Special Project Considerations/Characteristics a. Cooling Tower lead time. b. Work during school hours. c. Construction schedule. d. Owner specific requirements 19. Questions/General Discussion a.??? 20. Site Tour All participants are allowed access to the site and building boiler/mechanical/electrical rooms today. Some areas will require participants to be escorted for security reasons. If contractors or sub-contractors need to visit the site again prior to bids, it is advised that they contact John Quiocho and Hugues Antoine to schedule a separate site visit. It is preferred, for anyone requesting a separate site visit that this is done with all interested contractors (and their sub-contractor, manufacturer s representatives, etc.) on the same day in one (1) additional site visit prior to bid.
