1 Section I GENERAL NOTICE A. Owner: Metro Parks 1069 W. Main Street Westerville, Ohio REQUEST FOR QUALIFICATIONS ARCHITECTURAL DESIGN SERVICES B. Project: Highbanks Metro Park: Event Center at the Herman E. Vance Barn C. Goal: To produce a sustainable, energy efficient, cost-effective Event Center for parties, weddings, receptions, corporate retreats and other gatherings within the envelope of an historic early 1900 s barn. Section III PROJECT DESCRIPTION A. Project: The architectural team will be responsible for evaluating the existing barn structure for suitability for the proposed use of the building. This will include structural integrity of the building foundation, floors, walls ceiling and roof. The architect will also be responsible for integrating all exterior spaces and structures that may be included in the project such as outdoor gathering spaces, decks and building entry features. The Architectural consultant shall work with Metro Parks on the design of these areas including any proposed landscaping. The Architectural consultant shall be responsible for all site utilities including storm and sanitary systems, water, gas and electric service and for coordinating the work of sub-consultants required for this work.

2 Project Phases: The project will be completed in 3 phases as indicated below. Phase 1 will include evaluation of the existing structure and site to determine suitability for the intended use. Completion of Phases 2 and 3 will be as authorized pending evaluation of the suitability analysis, schematic design and estimate of probable cost. Phase 1: Conceptual/Schematic Design and Estimate of Probable Cost Phase 2: Contract Documents and Cost Estimate Phase 3: Bidding and Construction Administration Phase 1 will be completed this year. Phase 2 may be completed in 2016 pending estimate of probable cost and feasibility of project. Phase 3 Construction would occur in B. Cost Estimates: a. The Architect will be responsible for generating a probable cost for the project after the completion of the Schematic Design Phase. b. The Architect will be responsible for providing a construction cost estimate for the project upon completion of the contract documents. C. Compensation: a. Fees will be negotiated for work through Schematic Design and estimate of probable cost. b. Fees for completion of Contract Documents, Bidding and Contract Administration will be negotiated relative to the final scope of the project. D. Park Location: Highbanks Metro Park, 9466 Columbus Pike (U.S. 23 N.), Westerville, Ohio The Vance Barn is located on the north side of the park at 685 West Powell Road, Lewis Center, Ohio (adjacent to the Dragon Fly Day Camp). Section IV PROJECT REQUIREMENTS A. Scope of Work 1. The Owner will provide the consultant with existing utilities plans, generalized topographic mapping and existing site conditions. 2. Consultants shall meet all local, state and federal building codes, ADA, and OSHA requirements and coordinate all plan reviews with local, state and federal agencies. 3. Use materials and methods of construction that will have a long life span. 4. The consultant will use sustainable practices in the design and construction wherever technically and economically feasible. a) The consultant will use computer modeling to show what energy usage might be expected.

3 b) The consultant should be familiar with the Energy Star Program, and systems such as day lighting and passive solar heating. c) Alternative HVAC systems: Provide comparison between systems, installation and long-term costs. 5. Consultant to design/engineer all utilities to the point of service. a) Installation of water lines. b) Sanitary and storm sewer installation. c) Underground electric service. d) Temporary electric service for construction use. e) Site electric and natural gas. f) Telephone, data and wireless computer service in the building. g) Primary and secondary HVAC systems and fuels. 6. Consultant shall include the following minimum facilities a) Main entrance feature. (1) Provide exterior amenities for entry space. (2) Suitable entry foyer design for group use. (3) Restroom facilities (a) Men, Women, & Family restrooms b) Space for interpretive panels, kiosks, signboards, pamphlets and other educational materials. c) Large group meeting area for groups of 200. Potential for dividing space for smaller groups. d) Storage space, utility room, service and maintenance areas. e) Sitting/viewing areas (indoor/outdoor patios, decks) f) Computer/wireless access g) Stage facility and dance floor including potential for sound and lighting for stage. h) Catering kitchen. B. Consultant Services: Phase Schematic Design: a) Evaluate structure and prepare Schematic Design of Building and connected outdoor spaces for Metro Parks approval. Work with Metro Parks staff to determine best use of existing spaces. Phase Design Development: a) Meet with Metro Parks to review and refine the schematic plan and design options. b) Design Development including plans, elevations, sections, and details. Include layout of plumbing, electrical, HVAC and other utility systems. c) Estimate of probable cost. d) Review existing specifications and refine. 3. Construction Documents: a) Complete documents, including plans, elevations, sections, and details. b) Complete specifications. Owner will provide front end specifications.

4 c) Provide final estimate of construction costs. Phase Bidding and Negotiations: a) Provide one hard copy and an electronic copy set of bid documents in AutoCAD format to the owner, with specifications in double-sided format. b) The Owner will print and distribute bid documents and plans. c) The Consultant will field all inquiries from contractors and prepare any addenda required during the bidding phase. 5. Construction Contract Administration: a) The Consultant shall file any required documents for the approval of government authorities having jurisdiction over the project. b) The Consultant shall secure all required building permits, including structural, mechanical, electrical, domestic water, sprinklers, and plumbing. The cost of these permits will be paid by the Owner as a reimbursable expense. All other required permits and inspection fees shall be secured and paid for by the contractor. c) The Consultant shall conduct weekly project meetings with the contractor and Metro Parks representative at the job site. d) The Consultant shall work closely with the Metro Parks representative and shall monitor and enforce the project schedule. e) The Consultant is responsible for examining the work as it progresses and shall notify Metro Parks' representative and the contractor whenever the work is not in conformance with the contract documents. Inspection does not make the Consultant responsible for the contractor in the building process. f) The Consultant shall review and approve all shop drawings and submittals for conformance to the contract documents and submit one copy of the approved drawings to Metro Parks. g) The Consultant shall coordinate the services of other consultants that may be required to complete the project. The cost of these services will be paid as a reimbursable expense by Owner. h) The Consultant shall prepare a punch list for the project and ensure that the contractor completes the items within thirty (30) days after date of substantial completion. i) The Consultant shall provide one set of as-built drawings. 6. The consultant will provide electronic copies of all contract drawings in Auto CAD format and specifications in standard CSI format. C. Completion Schedule: RFQ Response Due by 4:00 p.m. February 29, 2016 Select Architectural Consultant March 1, 2016 Design Fee Approval Phase 1 March 3, 2016 Park Board Resolution: March 8, 2016 Award Architectural Consultant Contract: March 9, 2016 Schematic Design and Probable Cost May 16, 2016 Section V OWNER'S RESPONSIBILITY

5 The Owner shall provide to the Consultant full, accurate, and complete information regarding the requirements for the project. The Consultant shall be entitled to rely on accuracy of information provided. Section VI SUBMITTAL REQUIREMENTS FOR ARCHITECT A. Provide a letter of interest to Metro Parks with the following information: a. Name of firm, address, telephone and contacts. b. Name of primary contact. c. Architecture Firm s Qualifications. Section VII SELECTION PROCESS A. Owner's selection process of a design firm will follow three steps. 1. Presentation of qualifications to Metro Parks. 2. Qualifications based ranking of firms. 3. Identification of the most qualified firm. B. The following criteria and Qualifications of O.R.C to be used by Owner in evaluation of design firms: 1. Professional abilities of the Architectural firm. 2. Experience with projects of similar scope. 3. Qualifications of sub-consultants. a) Site Engineering Consultant b) HVAC Consultant c) Structural Engineer d) Any other sub-consultants necessary for the project 4. Experience with sustainable LEED-based design. 5. Experience with wireless computer technology, computer data wiring systems. 6. Working relationship of design firm with previous clients. 7. Responsiveness of proposal to program outlined in this request for qualifications. 8. Ability of firm to meet schedule requirements.
