10 Date: Technical Bulletin 009/01 Replacement Windows Document L (Thermal Insulation) IMPORTANT INFORMATION Previous Technical Bulletins have tracked the development of Document L and the launch of FENSA. However, to try and eliminate any misunderstanding this bulletin will detail all the requirements of Document L, FENSA and answer all the questions raised by yourselves in recent weeks. Document L This is part of the building regulations for England and Wales that sets the levels of energy efficiency in buildings, this now covers replacement windows. A thermal U-value of 2.0W/m 2 must be achieved for windows and doors. Duraflex have had both the 65 and 70mm Systems Hot Box tested at the BBA, test report No 1749, to assess the product efficiencies. Both items were reinforced to simulate on site specification and glazed with low-e glass (hard coat, not gas filled). Both systems achieve U-values lower than the required standard, results are shown below. 65mm = 1.76 W/m 2 and 70mm = 1.71 W/m 2. Glass Units Sealed units must now comply with EN 1279, which replaces BS Building Regulations The above results in all replacement window and doors now requiring either planning permission or installation by a member of FENSA. The responsibility of ensuring replacement windows are installed to these new requirements rest with the INSTALLER. Dates Orders signed before April 1 st 2002 will not come under the new regulations as long as installation takes place before July 1 st Orders signed after April 1 st 2002 must incorporate the new regulations. What is FENSA? FENESTRATION SELF-ASSESMENT. FENSA will offer installation companies a cost effective and convenient way of compliance, assessment and maintenance of standards and integrity, without government interference. Options for Installation Companies. Break the law by failing to comply with Document L. For each and every installation undertaken, apply to the relevant local authority building control department for Building Regulation approval or: Become a FENSA registered installation company. Commit their business to Fair Trading (using an approved contact and having a customer complaints procedure). To offer customers an Insurance Backed Guarantee. To comply with statutory health and safety and waste disposal requirements. Maintain adequate employer s liability and public liability insurance. Agree to a sample of their installations being inspected by FENSA on the addresses and installation details of all installations. Reimburse FENSA for the costs of inspections and the processing of installation details. Continue to comply with all the above. In the event of failure to comply, and/or in the event of a record of failed inspections, they accept that their membership may be suspended or revoked. In the event of such suspension, they have the right of appeal. Benefits of registration with FENSA Able to self-certify that the installations of windows and doors conform to Building Regulations. A minimum of 2 inspections is to be expected. Your Questions Answered How will the DIY man be affected? Clarification of the Door 50% glazing rule? Are conservatories included? The installer of any products must be either registered with FENSA or apply for Building Regulation Approval at the costs detailed previously. Doors that have 50% or more of the area glazed with panels are exempt. Included if There is an open walkway into the conservatory. Exempt if There is a doorset (Patio or French door etc.) between the dwelling and conservatory. 2 of 2

12 Uniclass L411+L413:N72:P7114 EPIC D11+D13:X725:Y66 CI/SfB (31.4)+(31.5) Xn6 September 2004 DIAMOND SUITE MAINTENANCE INSTRUCTIONS the natural choice Although replacement PVCu window and door products are predominately maintenance free, the following guidelines should ensure that you receive many years of trouble free service. Lubrication Due to normal operation and atmospheric conditions, the moving mechanical parts of the doors and windows may require lubrication. Keep plates, locks and hinges of both windows and doors will benefit from a light application of oil/grease to the contact area of moving parts. As a general rule, lubrication should be required once every 12 months depending on usage. NB: Under no circumstances attempt to dismantle any components. If you require further assistance please contact your supplier. Cleaning [PVCu Frames White] Under normal circumstances the washing down of window and door profiles with diluted washing up liquid and water will suffice. However, where more stubborn marks or a build up of atmospheric grime exist, a nonabrasive cream cleaner specially designed for PVCu profile should be used. Apply the cleaner to the affected area using a dry clean cloth. Use sparingly applying gentle pressure in small circular motions. Buff back to a shine. [PVCu Frames Woodgrain] Use only diluted washing up liquid and water. NB: Under no circumstances use any other cleaner than those advised by your supplier. Other cleaners not recommended may have an adverse effect on the surface finish of your windows. Friction Stay Adjustment The majority of opening windows are fitted with a friction stay which is a type of hinge that controls the opening of the window itself. This is factory set so that the window neither closes under its own weight or is overly difficult to open and close. After a period of time, the friction pad may wear making the opener loose in operation. Take a small bladed screwdriver and turn the screw by half a turn clockwise. The adjustment should be made equally to each pair of hinges. If this adjustment is insufficient then carry on turning the screw in half turn increments until the desired amount of friction is achieved. If opener is very stiff in operation, turn the screw by a quarter turn increments anticlockwise until desired result is achieved. NB: If you have difficulty in making the above adjustment, please contact your supplier for guidance. Document L is part of the Building regulations for England and Wales that sets the standards for energy efficiency in buildings. Similar standards are applicable in Scotland, Northern Ireland and the Republic of Ireland. As part of the Worldwide Kyoto agreement, the UK Government has committed to reduce emissions of greenhouse gases, such as carbon dioxide. Almost half of the carbon dioxide emissions in the UK are generated from energy used to heat, light and cool buildings. The revisions to Document L cover the construction of new dwellings (houses) and non-domestic buildings, such as offices and public buildings. In addition, work on existing housing, such as replacement windows installed as home improvements and conservatories not separated from the house are also covered. the natural choice

14 specification Products shall meet certain thermal requirements dependant on whether they are required for new build or new extensions/ replacements. New build windows use the existing U Value figures (W/m 2 K) which are then included in the SAPS 2005 calulation for the whole house. New extensions/replacement windows use either: Whole window U Value BFRC window energy rating Centre-pane U Values (glass unit only) Minimum requirements are specified in the 2006 Building Regulations Doc L. Due to the increased and complex nature in generating data, computer simulations have replaced, in many instances, the physical testing previously known as Hot-box tests. 16 STANDARDS AND DEFINITIONS specification BS7412: British Standard - Performance requirements and specification for fabricated PVCU windows and associated products including reinforcement, glazing and weather performance. BSEN12608: British Standard - Performance requirements and specification of PVCU profile. BS7950: British Standard - Performance requirements of fabricated windows to meet Enhanced Security. PAS 23/24: British Standard - Specifications for overall performance requirements of standard and Enhanced Security doorsets. BBA: British Board of Agrément certification - confirms compliance with European Moat Standards, specifying performance requirements of fabricated windows. SBD: Secured By Design Police initiative specifying security and safety requirements. Window Performance The above British & European Standards achieved by Duraflex and regularly audited by the BSI and BBA set out a range of product and performance requirements; these include but are not limited to Material specifications of profile, reinforcement, hardware, gaskets, fixings and includes assessment of corrosion resistance, durability, resistance to impact, colour fastness, thermal stability and transmission. Fabricated products are assessed for resistance to air and water penetration, deflection due to wind loading and stability due to long term aging. Enhanced security performance standards assess the ability of domestic windows and doors to withstand attack against entry by human intervention and mechanical means. Environmental The re-use of window grade PVC-U material is supported and strictly controlled in both British and European Standards. On Environmental grounds, recycling is encouraged as an alternative to disposal by land-fill or incineration. Research over many years within the industry has shown that under controlled conditions, indicated in the above Standards, no detrimental effect is caused to the profile with the addition of recycled material. Many articles in the press and trade magazines have debated the effects on the environment of processing and using PVC-U products. Investigations and research by eminent organisations world-wide have demonstrated that processing and using PVC-U products does not cause any more environmental damage than its competitive materials of steel, aluminium or timber. A document titled Watch Out published by the British Plastics Federation in April 1999 collates data from many of the research programmes and provides one useful source of information on PVC-U and its used in the Environment. PVC-U Cost Comparisons Several recent studies have shown that, in the long term PVC-U windows cost less than aluminium, hardwood or softwood. These studies assume that the PVC-U profiles do not have any additional external finish that may need redecoration. Under these circumstances the finish should perform no worse than a polyester powder coated finish on aluminiumand certainly better than hardwood or softwood finishes. Finishes The most common finish for PVC-U window profiles is white. Duraflex Diamond Suite profiles are produced in brilliant white, a unique blend creating a unique colour. A golden oak, mahogany and rosewood woodgrain effect can also be supplied as a standard finish. The woodgrain effect is achieved by a foil applied to the external surfaces of the profile. The foil can be applied to white profile giving a white finish internally or to brown profile giving, like a timber window, a woodgrain finish internally. Maintenance There is no such thing as maintenance free windows or doors. Whatever the frame materials some maintenance will be required. All moving parts including handles and hinges should be checked, preferably annually and lubricated where necessary. All PVC-U profiles whether white, woodgrain or colour coated should be washed down using a mild detergent in water at intervals not exceeding 12 months depending on location.
