Box Eagle Bay, BC V0E 1T0 RE: Request for expression of interest/budgetary quotation DOCK PROJECT The following information is provided as per a requested SCOPE OF WORK. 1. Existing dock structure Removal and disposal. $??, BBDS has the use of an area on Shuswap Lake for burning of old docks. The proper disposal of old docks is by an approved burning site or hauling to a land fill. 2. Design BBDS s design would usually include a breakwater built into the marina design. It has been our experience that without a breakwater most marinas life expectancy is only 7 10 years... Your provided drawing costs are $25k per slip having 106 fingers BBDS would remove ½ of the fingers to 53 fingers, reducing the cost to $21k per slip If you review the BBDS example drawing and pricing cost is $11k per slip for a 370 slip marina 2.1 None of the above prices include any services; electrical, QEP report, engineering for piles or anchoring and HST would be extra.

2 2.2 BBDS docks include four (4) 10 galvanized steel deck cleats per slip. Also our fingers are constructed with a steel frame and have clamps to attach the finger to the dock section. This allows the finger to be adjusted to width as necessary and no welding on the pontoons. Lake Okanagan Resort 2.3 BBDS systems incorporate a breakwater into the design build. BBDS has found that although our system uses steel, if the waves are allowed to pass through the marina the docks life expectancy is greatly reduced. The below photo is of a 20 wide sections to be a breakwater. 3 2.4 BBDS docks are constructed using steel pipe and have a 50 year life expectancy. The docks are designed to withstand ice forces, but usually the piles will not. Ice thermal expansion forces are 4 10 times the wind wave forces, that is why when an engineer designs the mooring system they will only sign off if the dock has a bubbler system as in the photo below Legacy on Mara Lake 2.5 Swim ladders are easily attached and should be located to ensure that no swimmers will be in the area of the boat moorage traffic. 2.6 Navigation lights are an extra at a cost of $ each and two are usually required on the outer corners of the marina. They should be 1 2 nautical mile white flashing, blacked out on the land side. Also BBDS electrician installs high quality ambient lighting at a cost of $??00.00 per light fixture on 50 foot centres. Includes a small panel on the ramp end of the pier c/w a photo cell. The pier to your power source is an extra charge by the foot. 4 2.7 Signage as you wish can be ordered but will be an extra charge at Cost + 15%. BBDS recommends signage based on construction and anchoring of the marina. 2.8 BBDS piers are elevated and the current required elevation is 1.5m above the high water mark on the lake the docks are being built on. 6 RW Gallant has a Sonic Vibrator pictured above. It is mounted on a Volvo 210C excavator. There are three in Western Canada and we have two of them. This system will drive piles into ground that cannot be driven in with a convention pile driver using a 4,000 pound slide hammer. BBDS prefers to drive the pier piles into the lake bed 20 feet for stability of high elevation piers. At Waterway House boats the water depth was 65 and we drove the piles into the lake bed feet. This machine is the preferred use by Fisheries, Parks BC and the Department of Highways. There is little disturbance to the lake bed (turbidity) and no harmful impacts to fish. 6 BBDS_Dock Projects and procedures Nov2011_1.doc

9 Written Submission Health, Safety BIG BARGE DOCK SYSTEMS INC. BBDS constructs the docks on land, reducing the risk of movement around the dock if done in the water. The dock is for the most part complete when placed into the lake. The sections are bolted together from the top of the docks. The decking is placed onto the dock sections leaving the ends and boat slip fingers area open. Please see attached WCB history for the past 3 years. 11 Technical and scope BIG BARGE DOCK SYSTEMS INC. BBDS works with EBA engineering whom have performed, at BBDS s request a number of studies. It is advised that the client engage the engineer as then any recourse action is direct with them BBDS does not have an engineer on staff and relies on outside engineering. BBDS has however hired engineers to review our system. No engineering firm will give you a blanket stamp on a dock/marina unless they review the entire marina as designed. BBDS can tell you that our pontoons have been reviewed and have an engineer s stamp on the individual pontoon sections and that each section is built with stiffening braces to with stand ice crushing, these same braces act as the connection points for anchoring systems using concrete anchors. That the pile spacing is 80 feet but BBDS uses 60 feet and that is the length of our individual sections. Our system has been used in various locations and designed for use in some locations that BBDS did not successfully bid. All below are widths with BBDS system, procured by engineers Lake Okanagan Resort 20 wide breakwaters; 156 slip marina; outside perimeter built. Twin Anchors marina, Old Town Bay, 20 wide angled breakwaters; will build when approved Legacy on Mara, 70 slips; 14 wide breakwater; concrete anchors; water 100 deep; built no issues Waterways House Boats; 14 wide breakwater angled to the waves, not built yet, part of a larger marina BBDS docks use 24 diameter steel pipe as the floatation; each pipe is individual and air tested. The galvanized steel joists have tabs welded to them and are welded to the tops of the pontoons Full dimension 3 X 4 stringers are bolted to the tabs for the decking to rest on Full dimension 3 X 10 is bolted from the inside; no bolts are on the outside of the facia The deck cleats used are Seadog 10 galvanized steel and bolted through the steel or clamped around the steel Navigation lights are Carmana solar powered lights Ambient lighting is of your choice. Decking is Global Grid mini-mesh fibre glass non-slip decking, 30 year life expectancy. BBDS has on 90% of our projects; used an on-site consultant. BBDS has a good reputation with all the regulatory agencies. BBDS will not do any project without an approved tenure. If BBDS is named as the builder the application is most likely to be approved. The end result of using BBDS docks is that the life expectancy of the marina should be years without major repairs, such as replacing the decking or facia boards. The steel pontoons should last 50+ years. BBDS does not use any treated wood on our dock systems. 12 Project Approach; BBDS has complete application for Clients in the past, but the process now requires a QEP BBDS attended the SLIPP meeting held in Sicamous on November 24, This link takes you to the site that states whether your property is in a Low, Moderate or High fish habitat zone. According to the program there are steps to follow and if you are not building a breakwater and follow the guidelines, you could make application and proceed with your marina. However from BBDS view most marinas require a breakwater to survive; therefore a QEP will be necessary. BBDS has worked with QEP s to procure approvals for marinas, but the QEP has done the paperwork and submission for the tenure. The last marina BBDS was involved in for the tenure was Club Mara Resort, which was a major expansion. The biggest issue was 6m of water, which would have been 1/3 across the lake. However with the efforts of Marc Jackson and Golder plus a small part by BBDS the tenure was started in October 2010 and submitted in December 2010, approved in March BBDS is confident that any marina can be approved; some we have worked on took 6 years, but were approved. *** By review of this new process the tenure process should be very quick. Discussions with Bruce Rumson after the SLIPP meeting were that; if the marina is in a moderate area and if the QEP signs off that there will be no harmful impact then it will be approved and DFO might not even look at it. Timing for this project is running out for a May long weekend completion. The application process; may take 3 6 months, this is November, 20?? Steel if not in Stock is 3 months away, as is the decking product. Fabrication and delivery is 4 6 weeks, sections could be ready in 3 weeks. On site assembly of structure 3 5 weeks Installation into the lake 3 weeks Installation of the boat slip fingers 2 weeks Basically from the date of signing the contract the time to complete could be as little as 4.5 months, that is however never been done. BBDS suggests six months from the date of signing the contract. Please be advised that BBDS will not start installation into the water unless the tenure is in hand or an from the regulator agency has been sent to BBDS. 12 BBDS_Dock Projects and procedures Nov2011_1.doc

If BBDS uses recent projects; Lake Okanagan resort, 156 slips and Club Mara Resort, 72 slips and averages their costs not including electrical or a QEP to obtain the permit The cost average was $15k per slip using one finger for two boats c/w a breakwater; aluminum pier 100 psf; piles or anchors and removal of the old docks. BBDS disposed of Club Mara Docks and at Lake Okanagan they have their own burn site. Electrical extra Wild Rose Control/ Distribution Box on Pier, 27 Lights, installed Cabling, Grounding of all Docks, Electrical Permit, and Labour $56, Tax not in. Does not include site service, or cable to Box on Pier from Site Service. The last process for tenure by Golder was $45, included the QEP report and submission to ILMB Engineering for piles or anchors cost $10 - $20, This results in a cost of $16, per slip plus or minus 10% The variance is unknown water depths, final design of marina, engineering piles/anchoring and QEP input.
