2 Overview Summary of Oil and Gas Processing and Midstream Services Bay Ltd. has provided Fabrication and Construction Services throughout the Energy Industry for over 59 years. We are active in Onshore and Offshore, Upstream, and E&P activities. We construct Tankage, Terminals and Product Transfer Stations in the Midstream, as well as providing fabrication and construction of Crude & Natural Gas Processing Facilities. Several in the Eagle Ford and Bakken Shale Plays. Downstream we fabricate and construct LNG Fractionation Facilities and Refinery Process Units. In support of current Shale Play development, Bay has provided our full suite of fabrication and construction services to numerous industry leaders. These services include turnkey, grassroots production facilities/ terminals/processing facilities, beginning with site clearing, and include module fabrication, vessel fabrication, pipe spool fabrication, civil/ foundation construction, and complete mechanical and I&E facility installation. On a standalone basis we provide site preparation/ civil services, API Tank fabrication, fabrication services, mechanical and I&E facility support. Bay is also heavily involved with supporting our clients wireline, coiled tubing, and Frac Operations with our extensive fleet of Hydraulic Truck Cranes, support, and hauling equipment. 4 Tank Fabrication and Erection Bay s Tank Group performs both shop fabrication and field erection of API 650 tanks, and various process tanks for E&P, Turnkey Oilfield Tank Construction and the Refining Industry. 5 Fabrication Bay supports the needs of our Oil & Gas Processing and Midstream Clients with a variety of fabricated components and systems. These include pipe, pipe rack modules/process modules, ASME Vessels/ Towers and API Storage Tanks. Fabrication of process systems and pipe rack modules at our offsite fabrication centers takes advantage of our extensive infrastructure, much improved schedule attainment and controlled environment, enhanced QA/QC, and significantly lower cost over a stick-built strategy where Shale Play-field labor availability is limited.

6 Pipe Fabrication The Pipe Fabrication Shop has equipment to effectively and efficiently handle major pipe fabrication projects. Bay has a full range of welding equipment and pipe profiler capability. The Pipe Fabrication Shop also contains three offices and one drafting room. Ample space provides the shop foremen and client representative s opportunity to oversee the work plus meet in private to discuss schedules and strategies. On many of Bay's modular projects, the Pipe Fabrication Shop supports the modular assembly occurring in the adjacent Assembly Buildings. Site Preparation Bay provides our Shale Play Clients with a full range of Civil Construction Services. These include Grassroots Site Preparation of Processing facilities, underground utilities, tank ring foundations, and unit piling and concrete foundations. 7 Hauling, Erection and Completions Support Specialized Hauling of NGL Fractionation Vessel Bay Ltd. is one of the heavy hauling and lifting pioneers along the Gulf Coast. Since our incorporation over fifty years ago, we have maintained an extensive equipment fleet suited to a wide array of specialty needs as well as an experienced and highly skilled workforce. Our fleet of Nicolas Transporters has been recently upgraded to 193 axles. Bay Ltd. remains a leader and pioneer in maintaining a large and diverse crane fleet and the engineering and execution of heavy and difficult erection projects. We provide crane services to support Well Completions in the Eagle Ford Shale. Safety Bay Ltd. has a comprehensive safety program designed to provide a safe and healthy workplace for every employee and visitor. The program includes Hazard Control Systems, Planned Inspections, Behavioral Observations, Trend Analysis, Incident/ Accident Investigation and promotion of safe work practices and training. It is not enough for us to just meet the standards set by OSHA and other agencies but to set rigorous performance based goals.
