4 Project Overview Project Purpose and Needs: - The purpose of this project is to provide sanitary sewer and water service to the residents of Riverview Drive from Geddes Avenue northerly to approximately 480 Riverview Drive. - Some residents have been experiencing difficulties with their existing septic tanks and/or tile fields. - This project is the first step in completing a water main loop between Orchard Hills Drive and Geddes Avenue.

6 Project Overview (con t) -This project will not require you to immediately annex to the City of Ann Arbor if you are a current resident of Ann Arbor Township. -However, if your property experiences difficulties with your existing septic tank, tile field, or well, the Washtenaw County Health Department most probably would require you to connect to the existing public utility system in lieu of allowing a replacement - If you currently are a resident of the City and the water main is constructed adjacent to your property, you will be asked to connect to the water main after the project is completed.

8 Discussion of Mitigation Strategies Proximity of Landscaping to Roadway and/or Right-of-way - The project s design will construct the proposed utilities within the limits of the existing paved roadway surface to the greatest extent possible; - Proposed utility leads will be extended to a point beyond the existing back of curb. The location of the proposed utility leads will be coordinated with the property owners to place the utility leads in a location that is mutually beneficial to the property owner and the City; - Even with these steps the removal of some plant materials, shrubs, and trees most probably will be necessary.

9 Discussion of Mitigation Strategies Maintaining Traffic Strategy(ies) - We will maintain access to all properties at all times; there may be instances of a short duration while the utility is being constructed in front of your driveway where access will not be possible. We will coordinate these events with you ahead of time; - We will only allow construction of one utility at a time, e.g. the sanitary sewer or water main; - It will be necessary to prohibit on-street parking during the work; - Given the location of the existing underground utilities there are limited options for the routing and layout of proposed location of the utilities; and, - We have evaluated the most logical layouts for the installation of the proposed sanitary sewer and water main.

11 Discussion of Mitigation Strategies Location of Sewer and Water Leads to each property - As part of the project s design, we wish to coordinate with individual property owners regarding the proposed location of the proposed sanitary sewer and water service. Important criteria to consider are: The leads should be shelved within the same trench; The location should contemplate future access by your contractor or City forces; and, The location should be relatively close to the point where your existing services enter your home in order to minimize disturbance and costs.

12 Discussion of Mitigation Strategies Construction Dust and Noise - Unfortunately, the proposed construction will generate noise and dust as an unavoidable consequence of the work. We will monitor the Contractor s operations to keep them within allowable limits; - We will require the Contractor to utilize either a dust palliative or water the existing pavement and sweep it regularly to minimize mud tracking; and, - As a part of the work, you may feel vibrations in your home during certain portions of the work. This is normal, to be expected, and will not damage your home.

13 Expected Project Costs City Code (Title II, Chapters 27 and 28, Section2:22a and ) requires the homeowner to pay for the first time installation and connection costs to the sanitary sewer or water main. The costs of which are: Water Main Extension Charge - $18,275** Capital Cost Recovery Charge* - $2,696 Sanitary Sewer Extension Charge - $19,972** Capital Cost Recovery Charge* - $5,982 In addition to these charges there are also other utility lead installation costs, tap fees, and permit costs that must be paid by the homeowner. *Credited Charge that applies for all homeowners affected by this project. ** This charge may be financed over a period of 15 years plus interest.

14 Expected Project Costs (con t) In addition to the Capital Cost Recovery and Extension Charges, there are other costs to be paid by the homeowner in order to connect to the sanitary sewer or water main. They are: Costs to hire a contractor to install the utility leads to your home; Hiring a plumber to complete the utility connections inside your home; Costs to abandon your septic tank and/or tile field; Restoration costs of your property; and, Tap Fee, Meter Fee, Plumbing Permit, and Right-of-Way Permit Fee; Note, a homeowner is required to connect to both the sanitary sewer and water main at the same time if the utilities are available.

15 Project Schedule Project Initiation Phase Oct/Nov 2017 Design Preliminary Design Nov/Dec 2017 Final Design Jan/Feb 2018 Bidding Feb/Mar 2018 Anticipated Start late April or early May 2018 Construction Expected duration approximately 90 calendar days (final duration to be determined at the conclusion of the project design)

16 Next Steps - Continue work on project design; - Continue to coordinate proposed utility lead locations with individual property owners; -2 nd Public Information Sharing meeting to be scheduled for January/February 2018; - Finalize construction plans and specifications;
