1 QUESTIONS AND ANSWERS ITB REGIONAL BEACH ACCESS GROUP I RENOVATION AND NEIGHBORHOOD BEACH ACCESS GROUP 1 RENOVATION PROJECT GENERAL QUESTIONS 1) What is the project budget? RESPONSE: The budget for the project is $400,000. 2) What is t he desired grade of SS hardware? 304 ss? RESPONSE: The hardware shall be Grade 304 Stainless Steel. 3) Can work take place at mult iple sites at the same time? RESPONSE: Yes - the contractor will need to work at different locations simultaneously to complete the project within schedule. The locations of work will be coordinated with the TDC so that one major access in each neighborhood is open while the others are being constructed. 4) When is anticipat ed start dat e? RESPONSE: Once contract is signed by all parties and received by the County along with required bonds and Certificate of Insurance, a Notice to Proceed will be issued. Contractor shall start work within 5 days of issuance of the Notice to Proceed. 5) How much contract t ime? What is completion date? RESPONSE: The specifications have the completion t imeframes. 6) Are there LD's? If so, what are t hey? RESPONSE: The specifications have the liquidated damages listed.

2 7) Will project be awarded on the base bid {all or nothing)? RESPONSE: The basis of award with be the base bid for all the projects combined. 8) Bid form is vague, clarify the scope of work on work areas. RESPONSE: The plans clearly show the limits of work- not the bid form. The demolition plans in each set show the items to be removed and are useful for establishing the scope of each project. 9) Clarify scope of concrete work, clea ring, earthwork, grassing, and sodding on all work areas. RESPONSE: The plans show the limits of work on the project. The work for each project is shown and generally includes the replacement of stringers, decks and handrails with the exception of CR-395 and Hickory Street that include a new boardwalk on the north end with a small swale underneath. The contractor shall include 30 SY of sodding for the CR-395 boardwalk and 30 SY of sodding for the Hickory Street boardwalk for dressing near the CR-30A right of way area. The concrete work is shown on the plans and there is no grassing required other than the sod identified above. 10) Is water jetting allowed for pile install? RESPONSE: The contractor is required to drive the pilings the last three (3) feet as shown on the plans. The contractors will need to auger the piles to the depth of driving or drive them the entire length of embedment. Jetting will not be permitted unless additional DEP permits are obtained by the contractor at their own expense. 11) Is equipment allowed on dunes? RESPONSE: There will not be any equipment allowed on the dunes. ' 12) Is equipment allowed on boardwalks? RESPONSE: The contractor may use equipment on the boardwalks as needed however most of the projects require new stringers, decks, and handrails and would not require any equipment on the boardwalks other than hand tools, compressors, etc. for this

3 construction. There will not be any excavators or heavy equipment allowed on the boardwalks. 13) Regarding handrail replacement: does t hat include an entire handrail replacement including posts, rai ls, grabrails, top rai ls, and hardware? RESPONSE: The plans detail what is required for each site. 14) Can grab rails be reused?., RESPONSE: New grab rails shall be provided for all of the projects except for the w estern boardwalk at Inlet Beach which only has three (3) rails on each side to be replaced. 15) Is the bike stand on one of the drawings existing or new construct ion? No details. RESPONSE: The bike stands shall meet the specifications attached to this addendum from the manufacturer "The Park and Facilities" catalog Model No and shall be powder coated brown. The engraved "Visit South Walton" with logo shall be placed on each end of the racks. For each rack location there shall be two (2) engraved racks with interior racks that would not have the logo or engraved "Visit South Walton". The contractor may use ground mount (verify required concrete slab thickness) or in-ground mount providing utilities are not in conflict. 16) Are scrubs and other plants removed to be replaced? RESPONSE: There are no plants that will be replaced. There are s~e areas where the vegetation will need to be cleared to the TDC property line on the easements that are shown on the plans. The contractor shall clear vegetation to a height of 10' minimum. The CR-395 boardwalk has had a signal pole foundation poured in the center of the easement that will require an adjustment to the alignment on the north end of the project. The shrubs on CR-395 will need to be cleared to the limits of the TDC right of way and the boardwalk will have a turn to the west required during construction. The concrete slab will tie into CR-30A just west of the location shown on the plans. 17) Are the berms created to be finished in any way? RESPONSE: The berm at the end of CR-395 and Hickory Street swale shall be beach compatible sand and does not get planted with grass or sea oats. The contractor may use the sand excavated from the swale construction for the berm.

4 18) Any allowance for proposed remaining to be repaired if damaged? RESPONSE: There is no allowance for additional work if the contractor damages boardwalk components that are not shown to be replaced in the plans. 19) Is this 60 days total or per individual part of the project? RESPONSE: The contract time for all of the boardwalks is 60 days. 20) What about weather delays? RESPONSE: The contractor will be given additional time for rain days that are requested in writing within 24 hours of the storm event. INLET BEACH- "WEST" BOARDWALK 1) Is there any work on the existing concrete walkway? RESPONSE: There is no work to be completed on the existing concrete walkway. 2) Is there any work below the decking? RESPONSE: There is no work required below the decking. 3) Clarify scope. RESPONSE: The western most boardwalk will require replacement of the three (3) 2x6 rails on each side of the boardwalk only. The plans for the eastern boardwalk and western boardwalk were mislabeled. The eastern boardwalk will 1equire replacement of all deckboards and handrails. The existing piles, pile caps, and stringers shall remain in place. INLET BEACH - "CENTER" BOARDWALK

5 1) Regarding the small boardwalk areas off the sidewalk, do we remove & replace this area? Clarify scope. RESPONSE: The small boardwalk areas off the sidewalk are not included in the project scope. 2) Is there any work on the existing concrete walkway? RESPONSE: There is no work proposed on the existing concrete walkway. - 3) Is there any work below the decking? RESPONSE: There is no proposed work below the decking. 4) Clarify scope. RESPONSE: The contractor shall replace the existing deck boards and handrails entirely. The existing plies, pile caps, and stringers shall remain in place. INLET BEACH- "EAST" BOARDWALK 1) Sheet PP-03 - are we to replace the handrails only? Is there any deck or boardwalk work? Clarify scope. RESPONSE: The east boardwalk at Inlet Beach shall have all deck boards and handrails removed and replaced. The existing piles, pile caps, and stringers shall remain in place. 2) Plan note says to replace "bottom 3 railings". Regarding handrail replacement: does that include an entire handrail replacement including posts, rails, grabrails, top rails, and hardware? Clarify scope. RESPONSE: The western boardwalk will have the bottom three (3) railings replaced on both sides of the boardwalk for the entire length. There is no other work to be performed on the western boardwalk. The eastern boardwalk shall have all deckboards and handrails removed and replaced as the labels on the sheets were transposed on the plans.

6 3) Is there any work on t he existing concrete wa lkway? RESPONSE: There is no work on the existing concrete walkway. 4) Is there any work below t he decking? RESPONSE: There is no work proposed below the decking. S) Clarify scope. RESPONSE: Refer to item 1 above. The east boardwalk at Inlet Beath shall have all deck boards and handrails removed and replaced. HICKORY STREET 1) Clarify scope - remove & replace deck & handrail "'63ft? RESPONSE: The project will require the construction of the timber boardwalk shown on detail sheet TD-01 from STA o+25 to STA The contractor shall demolish, remove and replace all deck boards and handrails from STA 1+40 to STA 2+10 and construct as shown on sheet TD-02, TD-03, and TD-04. The concrete work required on the project starts at CR-30A and ends at STA The contractor shall include the concrete work for the bike racks as shown on sheet PP-01. 2) Clarify scope - remove & replace complete boardwa lk and piling"'120ft? RESPONSE: The contractor will remove and replace all timber boardwalk from CR-30A to STA The total length of boardwalk to be demolished is approximately 115 LF. 3) Clarify scope of earthwork.

7 RESPONSE: The earthwork on the project will be for installation of the 4" thick concrete walkway that begins at CR-30A, earthwork for the bikerack slabs, and earthwork for the construction of the swale that is shown on the profile and detail sheets. 4) Clarify scope & intent of filter cloth & #57 stone. RESPONSE: The D-2 filter fabric and 3" thick #57 stone will go over the swale after it is constructed to provide stormwater treatment under the boardwalk. The swale will need to be constructed prior to the timber boardwalk constructio'w 5) Sheet TD-05 - clarify scope of bike rack work. Is bike rack concrete pad part in scope? Are bike racks included in scope? If so, provide additional detail. RESPONSE: The bike rack slabs and the bike racks are both part of the scope of the project. Please use the attached specifications for the bike rack. 6) Is there any work on the existing concrete walkway? RESPONSE: The existing concrete will be demolished and removed. 7) Is there any work below the decking? RESPONSE: The work required below the decking is limited to STA ' 0+25 to STA All other work will be from the stringers up. The contractor will replace all deck boards and handrails from STA 1+40 to the end of the project. 8) Clarify scope. RESPONSE: The project scope has been clarified above. FORT PANIC 1) Clarify scope.

8 RESPONSE: The scope of the project includes demolition, removal, and replacement of - all deck boards, stringers, and handrails on the entire boardwalk. 2) Sheet D-01- are we to we remove and replace everything above the ca p? Clarify scope. RESPONSE: Correct. 3) Sheet D-01- is t he SS pile cap plate and %'' hardware new or existing? What grade of SS on t he cap plate? RESPONSE: The contractor shall replace all hardware with grade 304 Stainless Steel hardware. The steel plates should remain in place on the pile caps. HWY395 1) Clarify scope - remove & replace deck & handrail ""88ft? RESPONSE: The existing concrete sidewalk shall be demolished and removed. The new concrete sidewalk will begin at CR-30A and will extend to STA as shown on the plans. The timber boardwalk shown on sheet TD-01 shall extend from STA to STA The contractor shall remove and replace all timber deck boards and handrails from STA 1+21 to STA as shown in the plans. 2) Clarify scope - remove & replace complete boardwalk an d piling""l OOft? RESPONSE: Refer to item 1 above. 3) Clarify scope of earthwork. RESPONSE: The earthwork on the project will include grading for sidewalk and bike rack construction near CR-30A as well as the swale construction under the boardwalk. There is no other earthwork required on the project.

9 4) Clarify scope & intent of filter cloth & #57 stone. RESPONSE: The D-2 filter fabric and 3" thick #57 stone will go over the swale after it is constructed to provide stormwater treatment under the boardwalk. The swale will need to be constructed prior to the timber boardwalk construction. ' 5) Sheet TD-OS - clarify scope of bike rack work. Is bike rack concrete pad part in scope? Are bike racks included in scope? If so, provide additional detail. RESPONSE: The bike rack slabs and racks will both be required as shown in the plans. Use the attached specifications for the bike rack construction. 6} Clarify work associated with hedge re moval. How much of t he hedge? RESPONSE: The vegetation shall be cleared from the property line to property line within the TDC easement to a height of 10'. 7) Clarify work associated with water meter, phone pedestal, and electrical. ' RESPONSE: The TDC will assist the contractor with coordinating the relocation of the water meter, phone pedestal, and any electrical that may be required on the project. The contractor will not be responsible for any costs associated with the relocation. 8) Is there any work on the exist ing concrete wa lkway? RESPONSE: The existing concrete walkway will be demolished and removed. 9} Is there any work below the decking? '
