3 EXECUTIVE SUMMARY Executive Summary We were asked to explore the possibility of moving a number of city departments to the recently vacated Northridge building, the former care center located at 1075 Roy Street. These departments are: City Offices Community Center Police Department Ambulance Garage Fire Department To explore this we went through a number of steps with the Existing Facilities and the Northridge building. Existing Facilities: We conducted interviews with the staff at each department/location. We examined the condition and needed maintenance at each location. We considered the upgrades necessary to allow the buildings to provide the spaces and functions as described by staff for the followings city departments: For each of these departments we developed a list of recommendations. We then developed budgets to put those recommendations into effect. Northridge Building: We developed a program of space requirements for each department based on ther interviews with staff. We developed a conceptual plan to locate the departments at the Northridge building. We examined the Northridge building's condition and remodeling necessary to allow the city departments to move to that location. We developed a budget to accomplish this work. 5 CITY OFFICES/COMMUNITY CENTER Existing Buildings City Offices The existing City Offices occupy a portion of the National Guard Armory building, which is a masonry building with a brick exterior. The offices use 990 sf on the 1st floor. 526 sf of the basement is used for storage. The current City Offices have the following deficiencies: The Entry/Public area is very undersized. there is no vestibule. the Service Counter is too short there are no restrooms for the public. there is no Council Room. City Council and commission meetings must be held offsite. the staff office space is insufficient. he City Administrator's Office is insufficient. the existing entry spaces are too small. there is no conference space. the storage area is inconveniently located. Recommendations The available space is fixed and cannot be increased. Community Center The existing Community Center is a two story building set into the hillside. It has painted concrete masonry walls on all sides. It has a ballasted EPDM roof. The Community Center occupies the 2nd floor with access from the alley. The 1st floor has access from the street and contains leased space and Public Restrooms. The building has a footprint of 3,703 square feet. The current Community has the following deficiencies: Access from the street is difficult due to the steep sidewalk on the hill. limited parking in the alley. 6 FIRE DEPARTMENT Fire Department The existing Fire Hall is a single story, clay tile masonry building, with the clay tile exposed on three sides and a brick facade facing the street. It has a steel bar joist roof structure and a ballasted EPDM roof. The building is 3,972 square feet. The Fire Hall has two bays with overhead doors in the Apparatus Area. It currently has a Training/Meeting room, Kitchen and Restroom. There is space in the Apparatus Area for equipment maintenance. The current Fire Hall has the following deficiencies: all of the fire trucks can not fit into the Fire Hall. the Training/Meeting Room is not large enough no office for the Fire Chief. no Hose Drying Tower. there is a need for better restrooms. Recommendations Demolish/remodel the existing Training/Meeting room, Kitchen and Restroom to add a third bay in the Apparatus Area. This will require adding a small addition to square off the northeast corner of the building. A one story addition should be added to the west side of the building. This would contain an Office, Training/Meeting Room, Kitchen, Equipment Maintenance area, Restrooms and Mechanical space. It would also include a Hose Drying Tower (40' tall). The roof of the existing building was installed in 1995 and is near the end of its service life. It should be reroofed with a fully adhered EPDM roof with 3" of insulation. 9 POLICE DEPARTMENT Police Department The existing Police Station is a single story building with a basement. It has concrete masonry walls with a stucco exterior on the north and south sides and a brick facade on the east side. It has a ballasted EPDM roof. The building has a footprint of 3,374 square feet. The current Police Station has the following deficiencies: interior finishes are in bad repair. the building is not handicapped accessible. there are no appropriate restrooms for the public/detainees. he combined Processing/Intoxilyzer space is inadequate in size the heating/cooling system works poorly. the existing windows are in very bad condition the existing entry spaces are too small. Recommendations Demo 1,300 sf. of the main level. Construct new walls to create a larger Vestibule, Reception Area, Waiting Area, Intoxilyzer Room, Men's Restroom (single), Women's Restroom (single), Kitchen and Conference Room. Install 1 1/2" rigid insulation/furring on exterior walls covered with 1/2" gypsum board. Replace all interior doors with 3' 0" wide doors. Install new carpet throughout the main level, except in restrooms and vestibule provide ceramic tile. Demo existing ceiling and install new acoustic ceiling tile throughout the main level. Install new lighting throughout the building. Paint all interior walls. Install a new heating and cooling system for the main level. The roof of the existing building was installed in 1995 and is near the end of its service life. It should be reroofed with a fully adhered EPDM roof with 3" of insulation. The existing windows should be replaced with aluminum framed operable windows. The five windows in the glass block should be replaced. They are 2' x 1'4" each. 13 AMBULANCE GARAGE Ambulance Garage The existing Ambulance Garage is a single story, concrete masonry building, with the concrete masonry exposed and painted. It has a steel bar joist roof structure and a ballasted EPDM roof. The building is 3,190 square feet. The grade rises to the east on both north and south sides and covers approximately the lower 6' of the exterior wall at the east side. The roof was redone in The Ambulance garage has space for two ambulances with a single 12' overhead door in garage space. This area also contains a storage space. There is a Training/Meeting/Living room, Kitchenette and Restroom. There is a mezzanine storage space with very low headroom above the Training/Meeting/Living room. The current Ambulance Garage has the following deficiencies: there is only one overhead door for the garage area. the Training/Meeting Room is not large enough. there is only one office. no sleeping quarters. no shower. no eyewash. no laundry facilities. no water access in the garage. no floor drain in the garage area. there is a roof leak in the southwest corner of the building. there is moisture problem where the walls are below grade. Recommendations Demolish the existing room in the garage. Demolish the existing west exterior wall to install a 12' wide overhead door. The concrete floor slab in the garage should be cut out to allow for the installation of a 10' long trench drain near the east side of the garage. The east end of the existing garage space should be remodeled to add spaces currently missing from the building. This would include an office for the EMT's, two sleeping rooms, restroom with shower, medical storage room, and a laundry facility. The heating/cooling equipment for these spaces would be installed in an extension of the storage mezzanine above the new spaces. The grade on the north, east and south sides of the building should be excavated to put in waterproofing, drainage mats and drain tile. This should be connected to a sump installed in the northeast corner of the garage. 17 NORTHRIDGE FACILITY Northridge Building The Northridge building, the former care center located at 1075 Roy Street, is under consideration as an alternate location for Ortonville City Offices and services. The existing building is of high quality construction. The exterior is entirely masonry with aluminum windows. The building is generally in very good condition. The interior will be remodeled by reusing the existing walls to the greatest extent possible and minimizing changes to the building structure. There are however some areas that need to be addressed: The existing roof is need of replacement. The shingles should be removed and replaced with an architectural shingle. This includes the existing picnic shelter which is 32' x 48'. The existing mechanical system is in need of significant work. The existing furnaces/air handling units are in need of replacement. The existing ductwork most likely will need to be removed and new ductwork installed. One consideration is whether it is preferable to move the mechanical spaces from the attic to main floor locations. Exterior painting will needed on the wood trim at the windows, the concrete block window sills and the wood fascia/soffit. A small amount of the existing brick will need to be repaired at the entry canopy. The interiors need general updating of carpet, ceilings and painting. An addtion is needed for the Fire Department. This will contain the Apparatus Area, the Hose Tower and the Equipment Lockers. Some of the existing spaces allowed for greater size than the program called for. This would enhance the functioning of these spaces.
