2 2/5 1.0 PURPOSE This specification describes the minimum requirements for Quality Control, Quality Assurance, examination, testing and documentation for structural steel. This specification applies to the modification of existing systems as well as new construction. 2.0 APPLICATION This specification, applies at any Vale locations indicated with approval on the cover page, with the following exceptions: 2.1 Exceptions None..0 REFERENCE DOCUMENTATION The following documents were used in the development of this document or have instructions and procedures applicable to it. They shall be used in their most recent revision. SPEC SPEC-1400 SPEC General Notes -Steelwork Steelwork - Fabrication Steelwork - Erection 4.0 GENERAL Read this specification in conjunction with Steel Fabrication Specification SPEC-1400 and Steelwork Erection Specification SPEC and comply with the following. Any deviation from this specification shall be forwarded to Vale for approval prior to commencing any work. Vale may reject or approve the proposed deviation. Have access to and be knowledgeable of all applicable codes and standards. Submit a suitably bound and organized Construction Final Report upon completion of the project. Have in place a Quality Assurance (QA) program. The QA program has to be registered with the Quality Management Institute (QMI) and in accordance with CAN-Z299. or ISO 9001.

3 /5 Address supplies, materials and services from other suppliers or sub-contractors in the QA manual when those supplies, materials and services may affect the quality of the product to Vale. Submit proof of certification by the Canadian Welding Bureau to CSA W47.1 Latest Edition. Submit a registered copy of the contractor's QA manual to Vale and include a copy of the QMI certificate of registration. Non-destructive Testing (NDT) personnel performing the evaluations shall be certified by the Canadian General Standards Board Standard CAN CGSB , Level 2 or, or equivalent to International Certification to ISO 9712, Level 2 or in the appropriate method(s). Visual examiners to be qualified in accordance with CSA W178.2 Certification of Welding Inspectors. A level II or level III is required, with respect to the appropriate code. 5.0 REQUIRED SUBMISSIONS WITH TENDER Submit copies of Canadian Welding Bureau (CWB) approved Engineering Specification and approved Welding Procedure Data Sheets. The procedure(s) submitted must be in accordance with those indicated on project drawings. 6.0 REQUIRED SUBMISSION DURING MOBILIZATION Submit copies of all CWB valid welders Identification Cards (CSA-W47.1) prior to first production joint. Support all welders certificates by the provisions of part 2 of this standard. Submit copies of the proposed inspection and test plan. 7.0 REQUIRED SUBMISSIONS DURING CONSTRUCTION Submit Non-Conformance Reports for items affecting the quality of the finished product supplied to Vale. 8.0 REQUIRED SUBMISSIONS BEFORE COMPLETION OF "CARE, CUSTODY AND CONTROL" (VALE FORM NAV-TE-0089) Submit a "Construction Final Report". The report is to include but is not limited to the following:

4 4/5 A letter of introduction providing a general description of the work performed. Welder's Qualification Report including but not limited to the following: system identification record of valid Welder Identification Card(s) A copy of the visual examination report including but not limited to the following: System identification examiners qualifications a statement regarding compliance with the visual requirements of the applicable code details of any defect repair A copy of the non-destructive examination report including but not limited to the following: System identification examiners qualifications results of NDE examination a statement regarding compliance with the requirements of the applicable code A copy of all non-conformance reports including the results of the resolution 9.0 APPENDICES endix A: Revision and Transition Notes endix B: Keywords
