Carden, Chief Operating Officer SUBJECT: South-Central Hillsborough Regional Wellfield Transmission Main Contract with Pure Technologies U.S., Inc., for Pipeline Condition Assessment Services in the amount of $649, Approve SUMMARY: Staff has negotiated a scope of services for condition assessment of the South-Central Hillsborough Regional Wellfield Transmission Main with Pure Technologies U.S., Inc. RECOMMENDATION: Approve condition assessment services for the South-Central Hillsborough Regional Wellfield Transmission Main with Pure Technologies U.S., Inc. COST/FUNDING SOURCE: $649,071.04/Uniform Rate DISCUSSION: A desktop analysis of Tampa Bay Water s Pre-stressed Concrete Cylinder Pipe (PCCP) system was completed by AECOM to prioritize pipelines for inspection based on relative condition and consequence of failure. The South-Central Hillsborough Regional Wellfield Transmission Main has a very high consequence of failure and a medium risk of failure, giving it a high overall risk. This pipeline is the main source of supply to the Lithia Water Treatment Plant. Therefore, 8.06 miles of the South-Central Regional Wellfield Transmission Main has been chosen as the first pipeline to be assessed in this program. The results of the condition assessment may lead to repair of the areas that are in poor condition. Lessons learned in this assessment will be applied to the assessment of other transmission mains in our system. There is currently only one vendor, Pure Technologies U.S., Inc. that provides condition assessment services for Pre-stressed Concrete Cylinder Pipe while keeping the line in service. Staff completed the attached sole-source recommendation. Tampa Bay Water is using the terms, conditions and unit rates contained in the $5.8 million Miami-Dade Contract BW9537-0/16 for pipeline condition assessment. That contract was awarded on February 15, 2012 and expires on February 28, These services will include a detailed plan for the assessment, insertion and extraction of the devices in the pipe, a detailed report of the damage and leaks found, a prediction of the rate of future damage and failure, and a recommendation for the repair priority of any damaged or leaking pipe sections.

2 Gerald J. Seeber December 3, 2012 Page 2 BACKGROUND: Buried pipelines comprise approximately 80% of Tampa Bay water s total agency assets. These pipes vary in age and material (Steel, Cast and Ductile Iron, and Pre-stressed Concrete Cylinder Pipe. Tampa Bay Water and many other municipalities have had failures of Pre-stressed Concrete Cylinder Pipe (PCCP). PCCP is constructed with a steel cylinder wrapped with pre-stressed wires, which is coated and lined with cement. Failure of PCCP can occur due to corrosion of the pre-stressed wires, caused by low-grade materials of construction, or damage during original transport and installation. For example, the 20-mile-long Cypress Creek Transmission Main was replaced due to multiple pipeline failures and its critical position in the system. It would be extremely costly to replace all of the other 62 miles of PCCP remaining in our system. Advanced condition assessment technologies have been developed over the years to help utilities identify where future pipe failures are more likely to occur. This will allow staff to target pipe section for repair or replacement rather than a more expensive replacement of the entire pipeline. 3 TAMPA BAY WATER, A REGIONAL WATER SUPPLY AUTHORITY AGREEMENT NO THIS AGREEMENT is made and entered into this day of, 20, by and between TAMPA BAY WATER, A Regional Water Supply Authority, an interlocal governmental agency created and existing pursuant to Sections , and , Florida Statutes, acting by and through its Board of Directors, the governing board thereof ("TAMPA BAY WATER"), and Pure Technologies U.S., Inc (Pure),a corporation in the State of Deleware ( CONSULTANT ). WHEREAS, TAMPA BAY WATER desires to retain CONSULTANT on January 1, 2013 for services which include condition assessment for prestressed concrete cylinder pipelines; and WHEREAS, TAMPA BAY WATER selected CONSULTANT as a sole source provider in accordance with the provisions of TAMPA BAY WATER S procurement policy and applicable provisions of Florida law; and WHEREAS, TAMPA BAY WATER desires to utilize CONSULTANT for services based upon the terms and conditions set forth in Agreement BW9537-0/16 between CONSULTANT and Miami-Dade County Florida, attached hereto as Exhibit A; and WHEREAS, CONSULTANT agrees to perform the services described in the attached Exhibit B; NOW, THEREFORE, in consideration of the forgoing premises, which shall be deemed an integral part of this Agreement, and for other good and valuable consideration, the sufficiency and adequacy of which are hereby acknowledged, TAMPA BAY WATER and CONSULTANT, intending to be legally bound, agree as follows: 1. The recitations set forth above are true and correct and incorporated by reference into this Agreement. 2. CONSULTANT shall perform the services described in the attached Exhibit B for the compensation described therein.
