Tw cpies f a reprt prepared, signed and stamped by a registered engineer, surveyr r architect describing the methds fr determining elevatins, fldprfing, and related cnstructin standards required by this applicatin and the Mendcin Cunty Cde. 4. Tw cpies f a FEMA Elevatin Certificate if prject is a building. Current Elevatin Certificate frms shuld be btained thrugh the FEMA website. 5. Written dcumentatin demnstrating that all required clearances frm agencies, and the Department f Fish and Wildlife and the Army Crps f Engineers have been btained fr the prpsed wrk. 6. Filing fee (check with planner prir t submitting this applicatin). All fees are cllected by the Department f Planning and Building Services. Checks shuld be made payable t the Cunty f Mendcin. PLEASE TAKE NOTE All applicatin material must be cllated int individual applicatin packets. All maps, plans, etc., (except reprducible) larger than 8½ x 11 inches shall be flded t a maximum size f 8½ x 11 inches. One 8½ x 11 inch reprducible plt plan shall be submitted with the applicatin. All maps, reprts, descriptins r ther dcuments must bear the seal r stamp f the engineer and the expiratin date. ANY APPLICATION NOT MEETING THE ABOVE CRITERIA WILL BE CONSIDERED INCOMPLETE AND WILL BE RETURNED TO THE APPLICANT. DEFINITIONS Fld Hazard Zne Develpment Permit: A special type f permit required fr develpment within areas f special fld hazard t insure cmpliance with Cunty fld hazard zning regulatins. Areas f Special Fld Hazard: Land in the Castal High Hazard Area r in the fld plain which is subject t a 1% r greater chance f flding in any given year as identified by the Federal Emergency Management Agency (FEMA) in a study entitled, The Fld Insurance Study fr Mendcin Cunty, dated June 16, 1992, with accmpanying Fld Insurance Rate map (FIRM) and subsequent amendments. Castal High Hazard Area: Areas that have special fld hazards assciated with high velcity waters frm castal and tidal inundatin r tsunamis. Base Fld Elevatin (BFE): The elevatin f fld waters fr fld events which have a 1% chance f being equaled r exceeded in any given year. FACTS TO KNOW Fld Hazard Develpment Permits are required fr develpment within areas f special fld hazard. Applicatins fr Fld Hazard Develpment Permits shuld be submitted t the Department f Planning and Building Services in cnjunctin with a building permit r ther develpment permit (i.e. use permit, castal develpment permit) which prpses develpment within an Area f Special Fld Hazard. The first prtin f the applicatin packet (thugh Sectin 1) must be submitted alng with an Elevatin Certificate prir t cmmencing cnstructin. These permits can be administratively apprved by the Department f Planning and Building Services staff but nly after the fllwing certificatins are prvided by a registered engineer, surveyr, r architect. 2 1. Residential Cnstructin in Fld Plain: New cnstructin and substantial imprvements f any structure shall have the lwest flr, including basement, elevated t r abve the base fld elevatin. Upn cmpletin f the structure, the elevatin f the lwest flr including basement shall be certified by a registered prfessinal engineer r surveyr and prvided t the Department f Planning and Building Services. 2. Nnresidential Cnstructin in Fld Plain: Either the structure must be elevated accrding t the abve residential standard, r the structure tgether with attendant utility and sanitary facilities must: Be fldprfed s that belw the base fld level the structure is watertight with walls substantially impermeable t the passage f water; Have structural cmpnents capable f resisting hydrstatic and hydrdynamic lads and effects n buyancy; and Be certified by a registered prfessinal engineer r architect that the standards f this subsectin are satisfied. Such certificatin shall be prvided t the Department f Planning and Building Services. 3. Placement f utilities in all areas f special fld hazard: All new and replacement water supply and sanitary sewage systems shall be designed t minimize r eliminate infiltratin f fld waters int the system and discharge frm systems int fld waters; On-site waste dispsal systems shall be lcated t avid impairment t them r cntaminatin frm them during flding cnsistent with requirements f the Nrth Cast Reginal Water Quality Cntrl Bard s Basin Plan. Electrical, heating, ventilatin, plumbing, and air cnditining equipment and ther service facilities shall be designed and/r lcated s as t prevent water frm entering r accumulating within the cmpnents during cnditins f flding. 4. All Develpment in Castal High Hazard Areas: All buildings r structures and substantial imprvements shall be elevated n pilings and clumns s that the bttm f the lwest hrizntal structural member f the lwest flr (excluding the pilings r clumns) is elevated t r abve the base fld level, with all space belw the lwest supprting member pen s as nt t impede the flw f water, except fr breakaway walls. All buildings r structures shall be securely anchred n pilings r clumns. Pilings r clumns used as structural supprt shall be designed and anchred s as t resist fltatin, cllapse and lateral mvement due t the effects f wind and water lads acting simultaneusly n all building cmpnents. Wind and water lading values shall each have a ne percent chance f being equaled r exceeded in any given year (100-year mean recurrence interval). There shall be n fill used fr structural supprt. Cmpliance with the prvisins f (A) thrugh (D) f Sectin 4 abve shall be certified t by a registered prfessinal engineer r architect and prvided t the Department f Planning and Building Services. 5. All Develpment in Fldways: Encrachments, including fill, new cnstructin, substantial imprvements, and ther develpment is prhibited unless certificatin by a registered prfessinal engineer r architect is prvided t the Department f Planning and Building Services demnstrating that encrachments shall nt result in any increase in fld levels during the ccurrence f the base fld discharge. 6. Other Permits Required: Wrk within a stream channel may require permits frm ther agencies such as the Califrnia Department f Fish and Wildlife and the U.S. Army Crps f Engineers. Prir t issuance f this permit and prir t the cmmencement f any wrk within a stream channel, clearances frm these agencies must be btained, and written dcumentatin must be submitted t the Department f Planning and Building Services.
