1 SAINT JOSEPH S COLLEGE STANDISH, MAINE REQUEST FOR PROPOSAL Architectural and Engineering Services I. INTRODUCTION Saint Joseph s College, a not-for-profit higher educational institution located in Standish, Maine, is soliciting bids/proposals from Architect/Engineer (A&E) teams to plan and design buildings and infrastructure for the Institute for Local Food Systems Innovation. The project is located at 278 Whites Bridge Road, Standish, Maine. II. PROJECT DESCRIPTION GREENHOUSE A new greenhouse totaling 10,080 S.F. An HVAC package will be included. Site work would include will excavation, required utilities (water, sewer, electrical, fiber optic), concrete slab. MECHANICAL BUILDING A new 1000 S.F., single story building on a concrete slab. This building will be uninsulated. The building will house a pellet boiler system and will include two silos for wood pellet storage. Site work will include excavation, required utilities (water, sewer, electrical, fiber optic), concrete slab. FOOD VENTURE CENTER A new 3,400 S.F., 2-story building on a concrete foundation. This building will connect to the existing Stone Barn. This building will be insulated and will house a commercial kitchen, café, and market. In addition, the applicant proposes to construct a 40,200 SF parking area and access roads with 2,400 lineal feet of walkways and a storm water pond which would be constructed on College property. The parking areas would accommodate approximately 112 vehicles for employees and event guests. The walkways would connect the parking areas to the event center as well as the garden area and the barn area. A storm water detention pond will be created to treat the runoff from the impervious parking areas. Site work will include excavation, required utilities (water, sewer, electrical, fiber optic). LIVESTOCK BARN & CLASSROOM The applicant proposes to construct a new 3,500 S.F., wood-framed livestock barn on a concrete foundation. This building will be uninsulated. The barn will be a single-story plus a hay loft basement. Attached to main barn will be a 1000 S.F. classroom. This portion of the building will be insulated. Site work will include excavation, required utilities (water, sewer, electrical, fiber optic). BIOMASS BOILER SYSTEM

2 Installation of pellet boiler(s) which will generate heat for Institute s heated buildings. System should be designed for the initial use of 850,000 BTUs with piping designed for a maximum expansion to 3,000,000 BTUs in anticipation of future needs. MUNICIPAL WATER CONNECTION Construction of a 6 water line which would be constructed on College property from Whites Bridge Road to the site and measure approximately 500 linear feet. It would join the municipal water line at Whites Bridge Road. This project will utilize US Economic Development Administration funds and other private and public funds. Therefore, EDA and other federal, state, and local regulations will apply. III. PREPARATION OF PROPOSALS Envelopes containing Proposals shall be labeled as stated on cover page and must be presented so that they may be easily identified as containing a Proposal. Envelopes must include the following: Name and location of project. Name and address of bidder. (Oral or telephone modifications will not be considered.) IV. PRE-QUALIFICATION To be considered as eligible to submit a Proposal, Bidder must be legally licensed under applicable laws in the State of Maine. Architect/Engineer must have demonstrated prior experience in designing similar buildings in accordance with applicable codes, standards, rules and regulations. Saint Joseph s College works with Sebago Technics as its preferred vendor for civil engineering, surveys, permitting, and boundaries. Bidders will be required to work with Sebago Technics on these aspects of the project. V. SCHEDULE & SCOPE OF WORK This A&E project must begin no later than January 22, 2018 and must be completed no later than May 4, 2018.

3 Scope of Services and Responsibilities to be defined as per Standard AIA Owner/Architect Agreement B-141 are as follows: Structural Engineering, (inspections, reports and recommendations). Schematic Design (existing and new layout, demolition plan). Design Development Construction Documents Construction Inspection The construction SCOPE will include: Site work, connection to municipal water supply, specification of biomass boiler system, construction of greenhouse, food incubator building, livestock barn, mechanical building, including concrete, electrical, plumbing, heating, and other necessary mechanical systems.

4 VI. FORM OF PROPOSAL Proposals must consist of the following information in the order indicated below: Cover letter stating interest in project with signature of duly authorized principal. Technical qualifications. Experience with similar projects. Experience of key staff personnel assigned to the project. List of Professional/Owner References and Cost History. Evidence of License in the State of Maine. Financial References. Cost of services breakdown in accordance with Section V Scope of Services. VII. ACCEPTANCE OR REJECTION OF PROPOSAL: Saint Joseph s College reserves the right to reject any and/or all Proposals when such rejection is in the interest of the College to reject Proposal of Bidder who has not met the prerequisites of the bid proposal, who has previously failed to perform properly or complete on time contracts of a similar nature; and to reject proposal of Bidder who is, in the opinion of the College, in a position to perform the contract. Saint Joseph s College also reserves the right to waive any information and technicalities in bidding. Price, capacity, and experience working with communities to achieve a social benefit will all be considered. The College reserves the right to award contract to its best interest. VIII. GENERAL INFORMATION Bid Proposals will be received at the offices of Saint Joseph s College, Standish, Maine, until 6:00 P.M. on Wednesday, December 20, Bid Proposals received after the time and date stated will not be accepted. Proposals received on time will be opened privately. Saint Joseph s College shall hold the bids for up to 30 days for purposes of reviewing the bid Proposals. The College shall announce the successful bidder on or before 30 days from the final date of receipt of proposals. Bidders should carefully review the pre-requisites for bidding which will be adhered to when interviewing the bids. Bids will be evaluated to determine the bidder that is responsive to the solicitation and is most advantageous to the Saint Joseph s College, price, capacity, experience, and other factors considered.

5 Saint Joseph s College reserves the right to cancel this project and reject all bids should circumstances warrant such action.
