1 Addendum #1 January 22, 2018 Building B 8500 Public Works Drive Renovation for City of Manassas Water & Sewer Department 8500 Public Works Drive Manassas, VA Job Description Renovation of the existing 3,500 square foot office/service area. The following clarification responses are submitted for the above-named project issued dated November 06, The Drawings are hereby revised and amended in the following respects and in these particulars only. ITEM 1: Drawings: A2.2 - Wall Sections and Stair Details 2 dated January 22, 2018: The floor sheathing material is amended to meet the construction type of the building from ½ fire rated plywood floor sheathing to ¾ USG Structural concrete subfloor panel 1) Regarding the alternate for demolition work Please clarify exactly what the City intends to do. When the plan says all demolition, can we take that to mean all electrical, mechanical / HVAC, and plumbing will be done by the City? For instance, will the plumbing demolition include removing sinks, water cooler, toilets, and performing any new floor trenching required for the new plumbing work? Will the electric work include removing all the designated lighting fixtures as well as any wiring as required? Response COM DPW: It is the intent of the City to have the Contractor do all the demolition. Contractor shall follow the pricing schedule as shown on page 21 and bid demolition as a separate cost. Should the total base bid construction cost which will include the demolition be higher that the budgeted amount will allow the cost to be deducted and the city to perform the demolition. All furniture, office equipment, shop equipment and stored items will be relocated prior to any work being started. Response JFHAIA: All demolition work will include but not limited to Architectural, Mechanical, plumbing, electrical as indicated on Arch and MEP drawings. Yes, Plumbing demolition will include removing all indicated plumbing fixtures, disconnection and capping off existing piping. 2 Performing floor trenching required for new plumbing is as required for new plumbing work. 2) Are pages 21, 22, and 23 from the ITB plus our bid bond to be the only forms included in the bid envelope? Response COM DPW: Yes. 3) Will the city have all furniture, office equipment, shop equipment, and any other stored items in the scope of work area deemed to be in the way of the proposed work removed prior to the contractor commencing work? Response COM DPW: Yes. 4) Will there be any temporary barriers required? Response COM DPW: No 5) Will any portion of the building be occupied while work is in progress? Response COM DPW: There is a chance there might be some intermittent foot traffic thought the work space however, it will not be occupied 6) How will the low bid be determined? In other words, will the lowest base bid be considered the low bid, or will the lowest bid be determined by the sum of the base bid plus any applicable alternates? Response COM DPW: See page 21 Award shall be based on the Total Base Bid Construction Cost. 7) Regarding permits: Are all fees exempt, including the building permit as well as all the trades permits? Response COM DPW: Successful Contractor will need to apply for all permits. Any permits issued by the city will be issued at no cost. 8) What arrangements do we need to make to come back with subcontractors who need to review and or verify the existing conditions? Response COM DPW: Contact Jerry Burke ) If the city provides demolition, what exactly is included? 10) The drawings state that the demo will be done by the Owner. Would you confirm that this is only the architectural demo and none of the mechanical, plumbing or electrical demo as part of that work? 11) Is the overhead door demolition a part of the demo provided by the owner? 3 12) Can you confirm that the price for the add Alternate #1 is likewise only for the architectural work and that this quote should include the overhead door demo? 13) Is the light fixture schedule correct? For instance, will you be using fluorescent lighting instead of LED lighting? Response CETECH: The lighting fixture schedule is correct. The proposed fixtures are fluorescent lighting. 14) Will there be any data and or low voltage wiring work involved in this project? Response CETECH: Yes, data is shown on E-3, which will be low voltage wiring. 15) Is there any fire alarm work involved in this project? Response CETECH: No fire alarm in this project. 16) Please clarify the extent of sprinkler work involved for this project. Response JFHAIA: Existing sprinkler system will require modification to suit the new proposed design and bidders are responsible to include but not limited to design, engineering, all required approvals from applicable jurisdiction and construction to meet code for fully sprinklered building requirements. 17) Will you require structural engineer stamped drawings for the new steel stairs? 18) Will you require structural engineer stamped drawings for the new decks / deck support? 19) Is 1/2 fire rated plywood sufficient for the deck sheathing? Response JFHAIA: See revised drawing A2.2 revision #2 20) Is ½ or 5/8 drywall to be provided for this job? Response JFHAIA: ½ drywall is only for low partition type #3, all other partition will receive typical 5/8 thick drywall. 21) The entire place is to be painted, correct? Including all new and existing areas in the garage area? 22) Is the finish schedule correct when it asks for VCT up on the new mezzanine plywood floor? Response JFHAIA: Yes, provide and install VCT on mezzanine on top of the new revised subfloor. Page 3

4 23) If it is determined the contractor is to do the demolition work is it necessary for the contractor to hire a demolition firm per note E on page A0.6? Response JFHAIA: It is the choice of the contractor to perform demolition on their own or hire demolition specialty sub-contractor, the requirement remains to provide documentation of minimum 5 years experience demonstrating prior projects demolition work. 24) Is the parking garage concrete floor supposed to get a new coat of sealer? If so how many coats? Response JFHAIA: Yes, provide coats per product manufacturer requirements to maintain the warranty of the product. 25) Ceiling insulation: Partition plan details on a1.3 call for insulation 2 on either side of the office walls. A note on detail 2 on a2.1 indicates insulation over the entire acoustic ceiling. The difference is about $1,000. Which detail is correct? Response JFHAIA: partition type detail on A1.3 applies for partitions between offices and training room only. Follow detail #2 on A2.1 to provide and install continuous insulation on entire area above Open Office # ) Are the new steel stairs to be painted? 27) Plan page A0.2 Division 02 Existing Conditions note 1.2 F- Cover and protect furniture, furnishings, and equipment that have not been removed- We would like some written scope commitment as to the expected condition of owner s occupancy/stuff at the start of our work so that we can include an appropriate effort for this action in our bid. Response JFHAIA: See response to question #1 28) Plan page A Metals note 1.5 B&C reference inch-thick metal. Likely typo and maybe.0538 or 17 gauge was intended however this will still leave conflicts with many other notes that reference 20 GA steel ie: Plan page A2.2 detail 6. Response JFHAIA: Follow steel gauge shown on drawings for steel studs (sheet A1.3) and steel joists (sheet A2.2). Ignore the discrepancy shown on specification sheet A0.3 Division 05 Metals. 29) The flooring, acoustical ceiling tiles, and cabinets, are basically unselected- Our bid can be improved if we have more than just performance data to derive an appropriate selection from if possible. Some acceptable selections would be very convenient. Response JFHAIA: For acoustical ceiling tiles and casework/countertop a design basis is provided in specification section division # 09 Finishes and #12 Furnishings. Bid should be submitted per these base lines. Page 4

5 30) Plan page A0.6- Mid page note- All demolition work will be performed by owner. Add Alt #1- GC to perform all demolition. Verbal discussions in pre-bid meeting did not follow this description- We would like clarification if the ADD Alt #1 is for all demolition or just architectural demolition and if so, how will owner coordinate their work with GC efforts to cut and cap MEP intertwined with walls/mezzanine etc. Response JFHAIA: See response to question #1 31) Plan Page A1.1- Add Alt # 2 is a bit unclear to us. lockers not in contract GC to provide lockers Is it just locker materials affected in this line item or is does it mean materials and installation. Also, if lockers are out for the GC, should blocking be installed in new frame wall to facilitate future securement by others? Response JFHAIA: The lockers are not in contract and if requested as Alternate #2 bidders shall price the quantities of lockers. Alternate # 2 includes materials and installation. If lockers are decided to be purchased by Owner, GC should provide required blocking in new framed walls as part of base contract. 32) Plan page A2.1- detail #2- does the T1-11 siding need to be fire rated? Response JFHAIA: No. 33) Over all plan- We are concerned that there is no mention of the fire sprinklers in the plans that we could find. Specifically, there are pipes attached to the mezzanine deck that is scheduled to be removed/ replaced and logically the sprinkler heads likely need to be relocated to accommodate the new ceiling and room layout. We imagine that the county reviewers may want everything to do with the sprinkler system brought up to code with this renovation and may result in new enunciators etc. Could we get some explanatory scope as to the expectations for the sprinkler system? Response JFHAIA: See response to question #17 34) Invitation to bid-page 5 - C.2. The project must be complete no later than 75 days from award. We are concerned that this is not well designated/ defined. a. The Owner s demolition efforts could affect our completion b. Architect has no commitment for speedy review/approval of submittals. Response JFHAIA: Typical Industry standards requires contractors to allow Architects (2 weeks review time) and consultant s (additional 1 week review time) total of 3 weeks maximum. But due to a tight construction schedule we are willing to expedite and commit on review and approval of submittal in 1 week from the date of receipt. Provided GC submits a list of submittals according to priorities before starting the project. c. Plan review and approval process is included in our build time and yet we don t control design/revision efforts of architect. We would like to see the completion time be tied to or related to Owner s efforts/success to clear out work area, Owner s effort/success of demolition efforts and the issuance of the permit. We hope that our list of issues are logical and will result in clarifications that Page 5

6 will enhance the probability of VA Class A Contracting meeting or exceeding Owner s expectations should we win the bid. 35) Specifications do not ask for a urinal screen in the men's bath, but the plans show one. What material and size if one is needed? Response JFHAIA: Provide and install partition at urinal as shown on drawings. The screen should be standard toilet partition made of one of these materials High pressure Laminate/Powder coated finish aluminum/stainless steel. Size 18 to 24 wide X 48 high X 1 thickness min and should be installed 12 AFF. 36) Plans do not show bathroom trash cans, towel dispensers, mirrors or soap dispensers. Are they to be included? Response JFHAIA: All bathroom accessories, like towel, soap dispensers and mirrors should be provided and included as shown on fixture schedule on sheet A1.3 37) Is the existing decking over the bathrooms going to be left and built off of, or do you require it to be removed and replaced with new metal joist and decking? Response JFHAIA: All decking and structure above the bathroom is existing to remain as shown on Mezzanine plan A1.1 38) How will the fire sprinkler system be handled since there were no drawings indicating such? This could be a lengthy process to get engineered drawings done, submissions to the fire marshal for approval and permits. Response JFHAIA: See response to question #17. 39) Drawing A0.4 state all door hardware is dark bronze except locks say 626-brushed chrome. Please clarify the finish Response JFHAIA: All door hardware finish is to be brushed chrome, except the door closer which is indicated as dark bronze. If the closer is available in brushed chrome finish that is acceptable. END OF ADDENDUM 1 Page 6
