Best Management Practices Inspections (Part 1) Claudia Akroyd, CHST, CISEC BOWERS + KUBOTA CONSULTING Project Inspector Speaker Responsible for conducting independent inspections of DOT-HWYS Contract Construction projects in accordance with DOT-HWYS National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Permit on Oahu. Concrete Waste Management Washout Water is considered hazardous Caustic and Corrosive Toxic Metals Waste wet concrete should NOT be placed on the ground to harden Per EPA Various methods of washouts Guard against leaking Fill only about 75% full Check daily prevent overflow with rain Good Housekeeping Measures Part 1 1

Choosing a Container Commercial or Ready Made Types Commercial or Ready Made Contractor Constructed Considerations Size Assume they may leak Contractor Constructed Inspections Check construction Check capacity Check for leaks Check for waste concrete on site Check for washout water on site Construction Problems With Construction Not a single sheet of plastic lining washout Washwater will run to ground between sheets Can result in leaking through soil Capacity Got enough washouts or space to handle the pour? Good Housekeeping Measures Part 1 2

Leaks Try containment under washouts Waste Concrete and Wash Water Clean up while wet Dispose of properly use the washout Got an over pour on a drill shaft? Line the area. Sawcutting leaves trace on the road or sidewalk Remove fines by vacuuming Vacuum have filter in vacuum Dry cut use water for dust control Contain fines and dispose of properly Inspection Sawcut Trace Check for trace of sawcutting Check for adequate clean up See dust cloud check the vacuum or water in use Trace of not vacuumed Good Housekeeping Measures Part 1 3

Dust as an Indicator Inadequate Cleanup of Fines No filter in vacuum see smoke stack No dust with dry cut water spray Hazardous materials Labeling Chemicals including concrete curing compounds Cold patch and waste asphalt Other Hazardous Material Storage Inspection Properly labeled containers per OSHA Secondary containment and appropriately sized containment Location of hazardous material storage area - should be located away from surface waters Inadequate Labeling & Correction Check for metal containers - covered or stored on an angle to prevent rain water from ponding Product placed in in secondary containers - have to be labeled Exception is for immediate use by person doing the transfer Flexalith Ready Pack 3 Part Unit - What is it? - Is it hazardous? Container has Retarder written on lid with a Sharpie pen - What is it? - Is it hazardous? Good Housekeeping Measures Part 1 4

Issues with Inadequate Containment Examples of good containment Provide secondary containment on the job site Self rising floats will not rise with containers on the float Make sure containers are fully on the containment pallet Metal containers under cover with secondary containment Contractor constructed with drip area Similar commercial devices are also available Metal containers rust if not covered Other Storage Options Other Contaminants Static structures Can be set up for hazardous material as well as construction material Metal containers must be covered or stored on an angle to prevent rusting. Types Cold patch and waste asphalt Rail road ties or old phone poles creosote is toxic Contaminated soil Protect from contact with soil and rain water Good triple protection Size of rock 3 6 Size 30 X 50 (can be adjusted to fit site stipulate in SWPPP) Fabric under the rock Fines Construction Entrance Inspection Not used for tire washing station without proper containment Compliance with manufacturer s specifications for commercial alternatives Good Housekeeping Measures Part 1 5

Rock Entrances Commercial Alternatives Per Section 209 of the DOT Specifications a construction entrance is to be included at all points that exit onto paved roads. Rock is to be 3 6 to a depth of 12 Crushed asphalt concrete is not allowed Size can be adjusted to fit site not in SWPPP Trackout plate GEOTERRA Mats Can use commercial alternatives Install per Manufacturer s specifications Include product specs in SWPPP Inspection hint: Leave fabric peeking out Tire Washing Designate area with sump to catch water Used in conjunction with construction entrance Questions? Part 2 will follow this session Construction entrances are not built with sumps Provide oil collection boom in sump Good Housekeeping Measures Part 1 6
