1 NOTICE TO BIDDERS Drainage Ditch Maintenance Project Jacksonville Rd/Airport The Somerset County Commissioners are currently seeking sealed bids to maintenance dredge 4,765 feet of lead ditch off of Jacksonville Road in the vicinity of the Crisfield Airport. Bid specifications are available at the Office of the Somerset County Commissioners, Somerset Avenue, Princess Anne, Maryland from 8:30 a.m. to 4:30 p.m., Monday through Friday or the County website at Sealed bids will be accepted until 2:00 p.m. Tuesday May 7, 2013, at which time they will be opened and read aloud at the regular Somerset County Commissioners meeting. 2 Jacksonville Road/Airport Lead Ditch Maintenance General Information Section I. General These specifications establish minimum and maximum requirements. When the responding bid differs from the requirements set forth herein, each variation must be described and reference made to each paragraph to which the variation will apply or exceptions must be listed on a separate sheet of paper attached to the bid. The Board of Somerset County Commissioners reserves the right to reject any and all bids. The project includes 4,765 feet of lead ditch off of Jacksonville Road, in the vicinity of the Crisfield Airport. A portion of the ditch runs alongside of the Airport grass runway and a private road, and the remaining portion is located on land off of Jacksonville Road. Ditch bottom spoil will be spread on site and all removed trees, and debris from the excavation will be windrowed on site. The Somerset County Solid Waste and Drainage Department has obtained all property owner easements and MDE permits. Section II. Bid Requirements Bidders should call Charles Cavanaugh with any questions regarding the scope of work or the location of the drainage ditch. BIDDERS MUST SUBMIT THE SPECIFIED INSURANCE INFORMATION WITH THE BID PACKET. ANY BID SUBMITTED WITHOUT THE INSURANCE INFORMATION WILL NOT BE CONSIDERED. Bids should be submitted in a sealed envelope, and marked in the lower right corner, Jacksonville Road/Airport drainage. 3 Jacksonville Road/Airport Lead Ditch Maintenance Scope of Work Scope of Work: The following are the specifications for maintenance dredging of approximately 4,765 feet of lead ditch located off of Jacksonville Road in Crisfield as per the maps included in the bid packet. Section I. This project includes reconstruction of an existing lead ditch system that begins off of Jacksonville Road. The work will include removal of ditch bottom spoil, hedgerow, small trees, stumps, bushes, and other material along the ditch. The spoil material from the ditch alongside of the grass runway will be placed on site and spread to a depth of 6 to 8 inches. All spoil material and debris removed from the ditch alongside of the private road will be removed to the Laird farm. Remove the pipe located at the end of the grass runway. The pipe runs under the dirt right-of-way road and is indicated on the attached map. The pipe will not be replaced. After removing the pipe the void shall be backfilled, tamped, and the road surface restored to original condition. The contactor will notify Charles Laird and Marlene Dryden prior to closing the road to remove the pipe. All spoil material removed from the farm field ditches near the airport will be placed on site and graded to a depth of 4 to 6 inches. All spoil material placed on the farm fields will be root raked to remove debris. All root raked material will be removed from the site and disposed of at the County landfill. The contractor will follow the existing lead ditch. The contractor must maintain the ditch bottom along the Airport grass runway on a grade that is capable of allowing the water to flow to the outlet on Jacksonville Road. The ditches along the farm fields will be graded to allow stormwater to run to the outlet on the Airport property. All surveying, installation of grade stakes, and any

4 other work associated with maintaining proper drainage will be the responsibility of the contractor. The ditch will be constructed to its original depth of approximately 3 to 5 feet deep with a width across the top of approximately 6 to 8 feet. Side slopes must be no less than 1:1. The Somerset County Department of Solid Waste and Drainage makes no representation as to the existence or nonexistence of any utilities, private or public, at the construction site. It is the responsibility of the contractor to assure themselves that no hazard exists or that no damage will occur to utilities, public or private. Please contact Miss Utility at regarding public utilities. During construction the contractor will take whatever action is necessary to prevent off-site runoff of sediment. The Contractor is also responsible for providing and maintaining all equipment used to complete the project. The Somerset County Department of Solid Waste and Drainage will make payment upon satisfactory completion of the job. Contractor will begin work no later than 30 working days after being awarded the contract, and be completed within 20 working days. For the purpose of this bid, a working day is specified as being Monday through Friday. This is contingent upon inclement weather, or unsuitable ground conditions at the project site (determination to be made by the contractor and Charles Cavanaugh) A penalty of $ per day will be assessed the contractor for every day the project runs over the allotted schedule. The Maryland Department of the Environment Non-Tidal Waterways Division has inspected the project and issued a Non-Tidal permit. (# 06-NT-2051) Section II. Insurance The Contractor will maintain insurance as listed in the attachment. INSURANCE CERTIFICATE MUST BE SUBMITTED WITH THE BID PACKET. ANY BID SUBMITTED WITHOUT THE INSURANCE INFORMATION WILL NOT BE CONSIDERED.
