(S) JULY 25, 2018 On Maintenance of Traffic Details Sheet No. 46 there is a note that states I-49 Stage Construction is to be Completed Prior to Beginning Work on Hwy. 71B There is no mention of this staging in the SP s or other plan sheets. Can you please explain the intent of this statement? Does this mean that absolutely NO work can be performed on Hwy 71B until ALL Bridge and Asphalt Pavement work is completed on I-49? Can work can be done on Hwy 71B during the times listed in the SP s simultaneously as long as lanes are open per the SP requirements? If this is not permitted it will make the project duration about double what we had originally envisioned. Further explanation of these scheduling requirements would be appreciated. The MOT Details will be revised to clarify the intent that the work on I-49 may begin simultaneously with but not subsequent to the work on Highway 71B, or as directed by the Engineer. An addendum will be issued. Are there plans to move any existing utilities running parallel to I-49 that could conflict with temporary shoring required at bridge number / A&B5977 (in shoulders or median)? There are no known utilities that parallel I-49 along the existing bridges. There is a gas line crossing at approximately Sta: of I-49 that crews are currently onsite adjusting that should be completed by July 31, The Utility Adjustment Special Provision lists various utilities running parallel to and perpendicular to the proposed drainage and grading work that are estimated to be complete as late as April of Is it the expectation that utilities be relocated in each area prior to beginning work so that delays and conflicts are not encountered on HWY 71B or I-49? 2 As stated in the Utility Adjustments Special Provision, utility adjustments may be underway concurrently with the work under this contract. Also, the Maintenance of Traffic Plans will be revised to clarify the intent that the work on I-49 can begin simultaneously with but not subsequent to the work on Highway 71B. Therefore, the utility work along Highway 71B should not cause any delays to the work on I-49. The special provision for flexible beginning of work-calendar day contract is referenced throughout but the actual special provision is not included. Will this special provision be added? The Special Provision Flexible Beginning of Work Calendar Day Contract has been added. An addendum has been issued. Reference is made to the first question and answer posted. The following note is still included in the plans, The removal of the existing bridge structures and embankment on I-49 are to be completed prior to the beginning of work on Highway 71B. Will this note be modified? The entirety of the work on I-49 does not need to be completed prior to the beginning of the work on Highway 71B, but the work to remove the existing bridges and embankment from the I-49 bridge structures over Highway 71B DOES need to be completed prior to the beginning of work on Highway 71B. The note will not be modified. Please confirm the Department will be responsible for unloading materials salvaged from Bridge A5977 in Little Rock. Yes the Department will be responsible for unloading the materials. The Contractor will be responsible for coordinating the delivery date and time with the Engineer. The delivery should be scheduled during normal business hours. The Contractor should give two weeks prior notice when scheduling a delivery date. Page 2 of 5

3 What is the typical paving section for MOT asphalt paving? (example would be for stage 1 temp paving in median of I-49). The plans are being revised to show an addition typical section for the temporary pavement that will be used for Stages 2 and 3 of the Maintenance of Traffic. The Maintenance of Traffic Details are also being revised to show eight feet of additional paving for the temporary pavement shown for stages 2 and 3 (two feet for the PCCB walls and two feet shy-distance for a total of four feet on each side of the roadway), bringing the total roadway width for each of these stages to 28 feet. The quantities for the Asphalt Binder and Mineral Aggregate used in the temporary pavement will be revised to reflect this additional pavement width. The Maintenance of Traffic Details will also be revised to reflect this additional width in the stages of construction. At this time, the cross sections still reflect the previous typical section of improvement for the traffic utilizing the temporary pavement in stages 2 and 3, which consisted of 2-12 foot lanes with no shy distance between the outside lane edges and the precast concrete barrier walls. Revised cross sections will be included upon award of the Contract, via Change Order, to reflect the typical sections of improvement that are currently shown in the Maintenance of Traffic Details. Please note that the change order to include the revised cross sections, will not modify the typical sections or the total earthwork volumes provided in the bid proposal. The typical sections and quantities provided in the bid proposal are correct and consistent with the ultimate design, however until the revised cross sections are supplied via the afore mentioned change order, the staged earthwork areas and volumes shown in the cross sections will not reflect the actual volumes necessary to accomplish the staged construction called for in the revised Maintenance of Traffic Details. There appear to be at least seven locations on the plan and profile sheets for drainage culverts that call for Class 4 RCP Culverts totaling approximately 375 LF. Will there be a pay item added for the Class 4 Culverts? ~ 22 LF 36 Class IV RCP Culvert ~ 19 LF 54 Class IV RCP Culvert ~ 334 LF 65 x40 Class IV Arch Pipe Page 3 of 5

4 The plans will be revised to include pay items for the quantities of 30, 42, and 65 X40 RC Pipe Class IV On plan and profile sheets, Inlets are called out as both Type MO and Type C. The standard drawing for Type C inlets, page 385 of 434 note 10, states that Type C inlets may be substituted for Type MO inlets but will be paid as Type MO. By calling out both inlet types on the plan sheets, is the intent that type MO inlets may be used and will be paid under the existing Type C pay item? There will be a revision to show a Type MO pay item in the Summary of Quantities for each drop inlet in the project that can be constructed using either the Type MO or Type C drop inlet alternate as denoted in the plan notes. Job Special Provision Site Use (A+B+C Method) Calendar Day Contract, Section 5. Assessment of Site Use Time states that Site Use Time will be assessed on all calendar days for each calendar or portion thereof beginning on the effective date of the Work Order The Job Special Provision Flexible Beginning of Work Calendar Day Contract states that the Work Order shall become effective on the fifteenth calendar day following the execution of the Contract by the Department. The last sentence states that The assessment of contract time will commence when the Contractor begins work or no later than 90 calendar days after the issuance of the work order if the contractor has not commenced work. For the purpose of determining the number of days for the Site Use Time, Part C, will you begin the assessment of days on the 15th day following execution of the contract by the Department or will you begin the assessment of days when the contractor begins work or no later than 90 calendar days after issuance of Work Order? The Site Use (A+B+C Method) Calendar Day Contract has been revised and the sentence within Section 5 mentioned in the question has been removed. Also, the Flexible Beginning of Work Calendar Day Contact has been revised to state the following, The assessment of contract time will commence when the Contractor begins work or no later than 30 calendar days after the issuance of the work order if the contractor has not commenced work. The assessment of days will begin when the Contractor begins work or 30 calendar days after the issuance of the work order if the Contractor has not commenced Page 4 of 5

5 work per the Flexible Beginning of Work Special Provision. Also, the issuance of the work order will be on the fifteenth calendar day following the execution of the Contract by the Department per the Flexible Beginning of Work Special Provision. Will stages of work with less than 1,000 tons require a Material Transfer Device (MTA)? The Contractor should bid expecting to use the vehicle. Any waiver of the use of the vehicle will be based on field conditions as they arise. The Standard Specifications state; Exemptions will not be made prior to the beginning of paving operations and initial use of the MTD/MTV. Will the Department require that the painting of the structural steel be completed prior to considering Part B to be substantially complete? No. Part B will be considered substantially complete when all lanes on I-49 are open in both directions, including the additional lanes being constructed on I-49 but not including ramps. The Class 2 Protective Surface Treatment for the bridge deck requires a 28 day cure period once the deck is placed before the surface treatment can be applied. Since the deck is constructed in stages, will the Department require the surface treatment to be applied prior to putting traffic on the deck during the stage construction, or can the treatment be placed during the final stage once the entire deck has been completed? Class 2 should be applied after each stage prior to placing traffic on that portion of the deck. The sealer shall be allowed to penetrate completely and be surface dry prior to traffic. Page 5 of 5
