1 Safety and Health in Construction Design and Management Requirements of the Construction Regulations HSA Construction Inspector Duties of various key duty holders including: Clients, Designers, Project Supervisors for the Design Process and the Construction Stage Outline of the requirements and contents of: Health and Safety Plans and The Safety File Health and Safety Legislation Employers Employees Designers Suppliers Safety, Health and Welfare at Work Act, 2005 General Application Regulations, 2007 Construction Regulations, 2013 Control of Noise Regulations, 2006 Confined Spaces Regulations, 2001 Control of Vibration Regulations, 2006 Definition of a Client Until June 2013 the definition was: a person for whom a project is carried out in the course or furtherance of a trade or business or undertaking or who undertakes a project directly in the course or furtherance of such trade, business or undertaking. From the 1 st June 2013 the new definition is: a person for whom a project is carried out. Duties of clients Appoint in writing competent Project supervisor for design process Project supervisor for construction stage Appoint competent Designers Contractors 1
2 Duties of clients Assess health and safety resources Notify Health and Safety Authority of appointments of PSDP (and PSCS) AF1 Form Cooperate with PSDP and PSCS (Design Process) Co-ordinate activity of ALL DESIGNERS, including designers working for the main contractor during the design and construction phases of the project Prepare preliminary Safety and Health plan Prepare Safety File on completion of the project (Construction Stage) Develop safety and health plan before commencement Co-ordinate Principles of prevention Implementation of regulations Provision of information Checking of safe working procedures Authorised persons only on site (Construction Stage) Co-ordinate welfare provisions Co-ordinate monitoring of FÁS Safe Pass and CSCS Keep records relating to FÁS Safe Pass and CSCS Liaise with site safety representative 2
3 Duties of Designers Take account of: General Principles of Prevention (Document how this was done in writing) Existing safety and health plan or file Provide information in writing on: Particular risks Nature and scope of project Practical issues for Designers to consider Fragile roof lights Risk Very high risk of falling from a height with severe consequences Can the risk be avoided? Yes, by including translucent panels in the side of the building instead of the roof Actions by Designer Locate the translucent panels in the side elevation Specifying non-fragile roof lights 3
4 Safety and Health Plan Required when: Construction longer than 30 working days Or Volume greater than 500 person days Or Preliminary Safety and Health Plan MUST BE SITE SPECIFIC Must take into account principles of prevention in: Design Time Particular risks Work involves a Particular risk Safety and Health Plan Construction Project Supervisor (Construction Stage): Develops Preliminary Plan before commencement of work MUST BE SITE SPECIFIC, detail appropriate to: Risks Scale and nature of project The Safety File Information for end user Focuses on safety and health Significant safety and health risk during: Maintenance Repair Construction Progress of work Summary of Understand some of the duties of various key duty holders, particularly the duties of: Clients, Designers, Project Supervisors Design Process and Construction Stage Understand the purpose of and difference Construction Regulations 2013 Provide a framework to prevent accidents Specific responsibilities on all parties Token compliance will not reduce risk Real compliance will reduce risk significantly between: Health and Safety Plans and The Safety File 4
5 Learning Outcomes Having completed all of the learning activities associated with this lecture, you should be able to: Explain why the construction sector is such a high risk industry Identify and describe the main hazards which arise during construction work Explain the preventative measures that can be used to eliminate or minimise the risks created by these hazards Outline the main duties on those involved in the design and management of a construction project and how they can mitigate risk in this sector 5
