1 3.0 PERFORMANCE SPECIFICATIONS 3.1 Scope of work: Work includes, but is not limited to, providing all labor, tools, equipment, test equipment, and services required to perform program management, preventative maintenance, routine repairs and emergency repairs to GPA s Facility HVAC systems located at Georgia Ports Authority s Garden City and Ocean Terminals in Savannah, Georgia, Mayor s Point, and Colonel s Island in Brunswick Georgia and other related equipment on Ship to Shore Cranes (STS) and Rubber Tired Gantry Cranes (RTGs) located at Georgia Ports Authority s Garden City and Ocean Terminals in Savannah, Georgia. 3.2 Site inspection: Prior to vendor s submittal, it is highly recommended that bidder inspect the facilities and existing HVAC equipment to ensure that all necessary items have been identified to properly maintain the equipment during the preventative maintenance phase of the work. 3.3 Schedule: Contractor shall be solely responsible for scheduling all inspections, preventive maintenance, routine repairs and emergency repairs of GPA s facility and crane / RTG HVAC equipment. All facilities activities for Garden City, Ocean Terminal, Mayor s Point and Colonel s Island shall be coordinated with the Facilities Assistant Manager at (912) All STS and RTG crane activities for Garden City, Ocean Terminal shall be coordinated with the Assistant Manager Crane and RTG Maintenance at (912) Contractor shall notify Facilities Assistant Manager or Assistant Manager Crane & RTG prior to completion of work to allow for GPA inspection of contractor s work. 3.4 License / Qualifications: The successful contractor shall be a Georgia State licensed refrigeration/air-conditioning Contractor. All technicians shall be EPA certified for handling refrigerants. The successful vendor must furnish a copy of their current State of Georgia license and EPA certifications. Facilities HVAC contractor must have working knowledge of and qualified to work on Chilled Water Systems up to 180 tons, ice machines, ice makers, Trane VVT Systems, Carrier IVU Systems and ALC Controls. Some facilities HVAC repairs will require the ability to work at high elevations. STS / RTG Cranes HVAC contractor must have working knowledge of and be qualified to work on HVAC equipment such as air handlers, condensers, ductless split systems, window units, etc. All HVAC repairs on STS cranes and RTGs will require the ability to work at high elevations, sometimes in excess of 100 feet. 3.5 GPA Inspections: All work performed shall be subject to inspection by Georgia Ports Authority. Any deficiencies caused by the Contractor s work shall be corrected by the contractor at no cost to Georgia Ports Authority. 3.6 Standards: All work and materials used shall meet or exceed the provisions of the latest applicable codes and standards of the following organizations: ANSI ASHRAE ASTM ISO IEEE NAPHCC NEC NEMA NETA NFC UL - American National Standards Institute - American Society of Heating, Refrigerating and Air Conditioning Engineers, Inc. - American Society of Testing Materials - International Standards Organization - Institute of Electrical and Electronics Engineers - National Association of Plumbing Heating Cooling Contractors - National Electric Code - National Electrical Manufacturer s Association - National Electrical Testing Association - National Fire Code - Underwriter s Lab All federal, state, county, or local codes, laws, or ordinances apply. All work shall be safely performed and shall conform to the requirements of Occupational Safety and Health Act (OSHA). GPA HVAC Maintain / Repair Section 3, Page 1

2 3.7 Changes and Alterations: Georgia Ports Authority reserves the right through its designated Facilities Assistant Manager and Assistant Manager Crane and RTG Maintenance to make such alterations in the work schedule as may be necessitated by changes to the scope of work, customer needs or conditions found during the project that in the judgment of the designated Facilities Assistant Manager or Assistant Manager Crane and RTG Maintenance appear advisable. Any alterations from the original job estimate must be submitted in writing and approved by the designated Facilities Assistant Manager or Assistant Manager Crane and RTG Maintenance. The contractor shall not claim forfeiture of contract by reasons of such changes by the designated Facilities Assistant Manager. If such changes increase or decrease the amount of the work or materials, the contractor will be paid according to the quantity of work actually done at the prices established for such work under the contract. Any alteration or changes that diminish the scope of work or materials shall not constitute a claim for damages or for the loss of anticipated profits. 3.8 Program Management and Preventative Maintenance A. Program Management 1. Contractor shall develop and submit a detailed HVAC systems preventative maintenance plan that includes inspection checklist and the estimated time to complete the preventative maintenance for each type of HVAC system specified. Preventative maintenance plan shall be submitted within 30 days after award of contract. 2. Analyze results from preventive maintenance data and provide written recommendations to plan future work. 3. Analyze HVAC failures and provide written recommendations to prevent recurring problems. 4. Manage and administer all approved subcontractors. 5. Provide recommendation and budget pricing for replacement of HVAC systems. Recommendations to be submitted by March 15 th of each calendar year. 6. Contractor shall submit a list of name(s) and contact number(s) of their designated contact person(s). List shall also include emergency contact phone numbers for emergency response after normal working hours. 7. Contractor shall submit a list of recommended spare parts for GPA to maintain in inventory to properly support contractor s work. B. Preventative Maintenance 1. HVAC Systems: Contractor shall, at a minimum, perform the following preventative maintenance functions to ensure air conditioning and heating systems are operating properly: a. Inspect and clean coils b. Inspect, clean and replace filters c. Check system refrigerant pressures, adding refrigerant as required d. Tighten electrical connections e. Check proper voltage and ampere draw f. Oil and grease motors, as required g. Adjust and replace belts, as required h. Adjust or replace water seals i. Check and clean drainage system within unit/treat with algaecide j. Ensure electrical controls are operating properly k. Check heating operation, including ignition sequence, safety controls, and pilot performance, if applicable l. Check clean and maintain air handling units, dampers and fans, if applicable m. Record head, suction, and oil pressure readings, if applicable n. Record chilled return and supply water temperature readings, if applicable o. Dispose of all filters, oils, refrigerants, etc. in accordance with all applicable codes and regulations p. Clean up the work area GPA HVAC Maintain / Repair Section 3, Page 2

3 All work, as a minimum, shall be in accordance with OEM requirements, guidelines, specifications, and manufacturer s O&M manuals. Preventative maintenance shall be performed in accordance with the attached equipment list. After completion of PM's, promptly submit a list of recommendations with estimated cost to repair any identified problems or potential problems with the HVAC equipment. 2. Filter Replacements Contractor shall change filters along with audio-visual check of the HVAC equipment for proper operation per the attached schedule. 3. Duct Work Contractor shall, at a minimum, perform the following preventative maintenance work: a. Inspect duct work to determine if it requires cleaning b. Clean exhaust registers 4. Ice Machines 3.9 Routine Repairs Contractor shall, at a minimum, perform the following preventative maintenance work to ensure ice machines are operating properly. a. Clean coils and trays b. Circulate ice cleaner solution c. Empty and clean ice bin d. Clean cabinet e. Replace water filters f. Ensure drain is working properly A. Any deficiencies found at the time of the preventative maintenance work shall be immediately reported to the Facilities Assistant Manager or the Assistant Manager Crane & RTG Maintenance. If minor (less than $1,000 per unit), the Facilities Assistant Manager or the Assistant Manager Crane & RTG Maintenance may authorize the Contractor to immediately proceed with the necessary correction work. B. Contractor will be required to provide a written estimate, acceptable to the Manager of Contracts and Facilities Maintenance, for all projects greater than $1,000 prior to commencement of work. All estimates are to include labor, and materials (if applicable), at rates specified in bid. Contractor must submit with each written estimate a listing showing all work to be performed by Contractor and any subcontractors Working Hours: All work for this contract shall be performed during normal daylight hours. Any exceptions will require the written approval of the Facilities Assistant Manager or the Assistant Manager Crane & RTG Maintenance and must be scheduled and coordinated in advance with all departments affected by the work. The contractor will be required to furnish safe, proper, and sufficient lighting arrangements in order to receive such approval Emergency Repair: Contractor shall be on-call 24 hours per day, 7 days per week, 365 days per year for emergency type calls. Contractor shall respond within the following parameter guidelines: GPA HVAC Maintain / Repair Section 3, Page 3

4 3.12 Critical HVAC system down 1. Return call within 5 minutes of initial contact. 2. Onsite response shall be a maximum of 30 minutes after initial contact. 3. Perform emergency repairs as necessary to get HVAC system operational Time and Material Work 1. Hourly rate is based on actual working time while on Georgia Ports Authority job site. Overtime must have prior approval from the Facilities Assistant Manager, the Assistant Manager Crane & RTG Maintenance or the Manager of Contracts and Facilities Maintenance. 2. Contractor is to attach and make a part of this bid the schedule of hourly, daily, and weekly rates for all large or unusual equipment to be used. Equipment usage is to be billed at the lowest hourly, daily, or weekly rates. All standard trade related tools and equipment shall be considered in the hourly labor rates. 3. Reasonable rentals on equipment, tools, etc., whether rented from the contractor or others, must have prior written approval from the Facilities Assistant Manager or the Manager of Contracts and Facilities Maintenance 4. Georgia Ports Authority reserves the right to obtain an outside estimate to have the work performed outside of this contract, and to provide material or equipment to the contractor when it is in the best interest of the Georgia Ports Authority Travel Time: There will be no travel time, mileage or additional fuel charges Coordination of Work and Inspection: The contractor shall be responsible for coordinating all work to be performed under this project with the designated Facilities Assistant Manager. The contractor shall notify the designated Facilities Assistant Manager or the Assistant Manager Crane & RTG Maintenance prior to completion of each job to allow for adequate time for inspection of contractor s work. The contractor s mechanic / lead person shall be on the premises at all times during working hours and in responsible charge of the work on behalf of the contractor. The contractor shall enforce strict discipline and good order among the contractor s employees. The contractor shall exercise the necessary supervision and control to prevent contractor s employees from violating any rules and regulations Protection of Property: The contractor shall continuously protect his work from damage, protect all persons from injury and protect all other property from damage, injury, or loss arising in connection with the work regardless of who the owner of said property may be. The contractor alone shall be responsible for the safety, efficiency, and adequacy of his plant, appliances, equipment, tools, and materials. The contractor shall be responsible for any damages which may result from their improper construction, maintenance or usage Billing and Payment: Contractor shall submit only itemized billings that reflect original job estimates. Any materials and third party rentals provide by the contractor must be substantiated by the vendor invoice. For jobs in excess of $3,000 the contractor will be required to submit to the designated Facilities Assistant Manager a completed and executed statutory affidavit on the form provided with each invoice upon request by the Facilities Assistant Manager. Invoice payment will not be made under this contract until the repair has been satisfactorily completed and the statutory affidavit has been received. (For reference, this form can be downloaded from the GPA Purchasing website) Payments will not be made in excess of original estimate except as provided under Changes and Alterations. 5 3.18 Parts A. Consumable Products: Contractor shall furnish all consumable products required for the preventative maintenance of the HVAC equipment. Items include but are not limited to oil, grease, cleaning products, algaecide, ice cleaner solution, packing gland material, etc. Refrigerant records shall be maintained as required and are the responsibility of the contractor. B. Renewal / Replacement Parts: Contractor to provide correct ordering information, OEM or Equivalent. When requested by the Facilities Assistant Manager or the Assistant Manager Crane & RTG Maintenance. Contractor will be required to locate, procure, acquire repair parts from vendors to repair A/C & heat systems, HVAC systems, ice machines, etc. C. Spare / Renewal Parts: GPA to provide the following items for installation by contractor: 1. Filters 2. V-belts 3. Window HVAC units 4. Ductless Split Systems (Minisplit Units) 3.19 CLEAN-UP: The successful vendor shall at all times keep the premises free from accumulations of waste materials or rubbish caused by his work, employees, or subcontractor. Upon completion of the project, the contractor shall be responsible for the removal of all unused materials, equipment, scraps, and debris resulting from the work done. The work areas shall be left clean in a manner acceptable to the Facilities Assistant Manager or the Assistant Manager Crane & RTG Maintenance. All work performed shall be subject to inspection by Georgia Ports Authority. Any deficiencies shall be corrected by the contractor at no cost to Georgia Ports Authority Supervision and Labor: The contractor shall provide a competent mechanic / lead person satisfactory to the Facilities Assistant Manager and / or the Assistant Manager Crane & RTG Maintenance, authorized to act for the contractor. The contractor shall promptly remove from the work and the Ports premises any mechanic or employee of the contractor whose work or conduct is not satisfactory to GPA.
