2 The Context: Resource Efficiency Christchurch City Council Target Sustainability Services Waste reduction, energy efficiency and water efficiency consultancy to businesses - 9 years Construction and demolition waste has been a focus When building site managers are engaged, waste gets diverted when they re not, it doesn t This inconsistency is a key challenge in gaining traction to divert construction waste from landfill and cleanfill What can be done to have consistent commitment to construction waste diversion?

3 Construction Waste Engagement Project Christchurch City Council initiated a Construction Waste Engagement Project - completed in Sept 2014 (True North Consulting) Focused on the engagement and commitment of local commercial construction companies to maximising diversion of construction waste from landfill and cleanfill Involved talking to construction companies and waste collection service providers in Christchurch to figure out what had to happen to get consistent engagement to divert construction waste

4 Key Project Conclusions Required certification of waste collection service providers Growing distrust from construction companies Potential to weaken the resolve to recycle materials Required acknowledgement/endorsement of responsible construction companies Endorsement (certification) for companies meeting waste diversion criteria would create a driver for waste diversion Engaged companies want to be recognised and some considering waste diversion activities acknowledged that endorsement may encourage them

5 A Certification Framework Must Prompt behaviour change that will result in a decrease in construction waste being sent to landfill and cleanfill Be widely accepted by both construction companies and waste collection service providers, including key industry players Deliver value to participants Be financially sustainable and self-funding for the certification service provider Be seen as affordable by participants Be delivered in a high quality, consistent, independent and professional manner

6 A Certification Framework Must Require a minimum of compliance and unproductive effort Be based on clear criteria and processes with predictable outcomes Be pragmatic and grounded in industry realities Be likely to be supported as a contractual requirement for a significant number of influential organisations that procure building projects Have a nationwide impact and focus

7 Construction Waste REBRI Certification Research Project Funded by Christchurch City Council, BRANZ and WasteMINZ Deliverables: Create a certification specification for construction companies and waste collection service providers, and seek feedback on this Obtain a peer review of the specification Consider certification delivery options and ensure feasibility Identify a certification service provider Pilot certification with selected construction companies and waste collection service providers Undertake a final evaluation and plan for a service rollout

8 REBRI Certification Specification - Construction Companies Use a REBRI Certified waste collection service provider For each site, create a Site Waste Management Plan, including: 1. A waste reduction target for the site (justified, monitored and reported to senior management) 2. Weight-based reporting of all waste streams 3. Which waste streams will be diverted 4. Justification if site is seen as tight Ensure staff and sub-contractors trained to separate waste Receive feedback on waste contamination Publicise certification

9 REBRI Certification Specification - Waste Collection Service Providers Keep customers up to date on service offerings, noting what can and can t be diverted, receptacles and signage available and solutions for tight sites Notify quickly of any changes to the above Accurately weigh and track all waste streams leaving building sites and provide regular reporting Provide feedback on contamination Publicise certification

10 REBRI Certification Service Provider Industry was clear that provider had to be within the construction industry (not just a green provider) Proposals sought from a number of providers Independently evaluated by True North Consulting BRANZ chosen as provider given experience, approach and existing capacity

11 REBRI Certification Pilot Undertaken by BRANZ and evaluated by True North Consulting Two waste collection service providers (Waste Management and Envirowaste) and three construction companies (Naylor Love, Hawkins, Southbase) Confirmed the relative ease of the process, the acceptability of pricing and the intention of major companies to participate Extremely positive feedback from all participants REBRI Certification service determined to be feasible

12 REBRI Certification Service Rollout BRANZ developing their business case to confirm the viability of the service being offered nationwide based on the success of the pilot If the business case is positive, levy money would not support this service, it would be offered as a BRANZ consultancy service The cost: $1,000-$1,200 annually Larger construction companies - on-going $1,800 annually Subject to an approved business case, plan to launch in Christchurch by the end of the year, and then in Auckland in the first quarter in 2016 Other regions to follow thereafter
