9 BUILDING CONDITION: EXTERIOR Building Envelope Stone Walls: Stone walls around the perimeter of the building have cracks. At entrance number 2 under the linter the stone wall is cracking. At entrance Number 6 under the lintel there is a crack on the stone wall. On entrance number 2 there is a security camera missing. Brick Walls: Walls around the building have many cracks. On the North façade between entrance 2 and 3, wall has a 6 crack. On the west façade there are several cracks and the expansion joint is has expanded to its limits. South façade has many cracks throughout the perimeter; there is a major crack that extends full height. Roof edge: The metal trim at the roof edge is has moved out of place on the west façade above the expansion joint. This is due to the ground settling. Windows: There is minor water damage on window sills throughout the south façade windows. Foundation: Ground has settled and is what is causing the cracks around the building. Joint Sealants: Joint sealant on the west façade has expanded past its limits. Site Conditions Pavement Conditions: Water collects at several areas around the perimeter of the building. On the North driveway water collects, also water does not drain out at the north walkway between entrance 2 & 3. Water does not drain and collects along the walkway and west façade. On the south façade where entrance number 5 is located water does not drain and collects along façade and walkway. On the east of building at the loading dock water does not drain properly and is collecting. At the play grounds there are several areas where water collects, especially where the swings are. The dome at the playground need to be taken out. Water does not drain properly through parking lot. There is one driveway that is heavily collecting water from edge to edge of drive way. 7

17 BUILDING CONDITION: INTERIOR Summary of Conditions Floors: The majority of the flooring is in good condition. There are several minor floor cracks on the terrazzo flooring in the hallways near the expansion joints. The gym currently has a plastic like tile flooring system that should be replaced with the typical rubberized athletic flooring. The kitchen does not currently have seamless flooring, an item that should be considered. Walls: Cracks can be found in various gypsum and concrete masonry unit walls throughout the facility. The majority and the severe cracks are located in the western side of the building. Settling on west and the north walls has pulled walls created notable cracks in the interior as well as the exterior. Gypsum walls, on various corridors have moderate cracks; some have been filled and repainted, but are beginning to come back. All ceramic tile walls inside the restrooms are in good condition. Normal wear and tear is present in all classroom walls, in some cases holes will have to be filled and painted; others may require replacement of gypsum. Regardless of damage to a wall, it is recommended that all walls throughout the campus be painted to maintain cohesiveness. Ceilings: Suspended acoustic ceilings throughout the facility are in good to fair condition. The movement of the walls is not severe enough to affect the ceiling grids, at this point. Doors and Hardware: The majority of the door hardware throughout the facility is not considered handicap accessible and should be replaced, although doors have the right type of handle, they cannot be locked from the interior of the classroom. The front entrance door currently do not have buzzer or secure vestibule to moderate access to the building. Several hollow metal door frames require new paint. Windows: Windows throughout the facility are in good condition. However several windows in the west façade are collecting water at the sill, at this point no leaks were found, but drainage should be addressed. Casework: Casework throughout the facility is plastic laminate, and in good condition. Signage: Signage throughout the facility is in good condition. 15

35 Montgomery Elementary School BUILDING CODE AND TAS Exterior Conditions Accessible Path: All paths to the building are ADA complaint. Stairs and Ramps: All ramps and curb ramps along accessible routes are ADA compliant. Changes in Level: N/A Door Landings: All landings outside of exterior doors are ADA compliant. Interior Conditions Accessible Paths: Corridors running North and South contain ramps, they are all however ADA compliant, with a slope of 1:20 dropping only 1-2 max. Protruding Objects: N/A Door Clearances: Several doors do not meet the required clear floor space on both push and pull sides, due to furniture placed in front. Most of these doors are located in the 1 st grade corridors linking the classrooms Doors Hardware: Doors throughout the school do not have the manual locking at the handle. All hardware should be replaced. Restrooms/Locker Rooms: Grab Bars throughout the building do not meet the required height that corresponds to the age group serviced. ADA toilet fixtures in several restrooms do not meet the center line to wall distance of 16-18, and also do meet the required height. Restrooms in the 1 st grade and second grade wings (100 & 200), do not meet the ADA requirements for toilet seat height, have no sinks, no mirrors, and grab bars placed too high at 29. Several urinals do not meet ADA height standards mounted too high. Some mirrors in the single user restrooms are lower than 74 AFF minimum allowed and higher than the 40 AFF max. Drinking Fountains: Drinking fountains throughout the campus are ADA complaint. Counters, Sinks and Work Surfaces: The majority of the casework with sinks incorporated, have ADA accessible knee space. Clothes/Book bag Hooks: Hooks are in good condition. Room Signage: Signage throughout the facility is in good condition. 33

37 TEA COMPLIANCE AND EDUCATIONAL ADEQUACY Required Class Sizes Classrooms: Madeley Ranch Elementary School has five classrooms that do not meet TEA square footage requirements (102, 103, 201, 214, & 401). All other class rooms do meet the requirements. TEA requires that elementary school level classrooms be a minimum of 700 square feet. Science Classrooms: Science classrooms are to be a minimum of 700 square feet; science rooms meet the requirements 790sf. Computer Labs: TEA requires that computer labs be a minimum of 900 square feet regardless of the grade level. None of the computer labs meet TEA requirements; computer labs are only 783sf. Special Needs: The special education room has been banned from use, due to the movement in the building resulting in ceiling collapsing and severe wall cracking. Library: Libraries for schools with a planned capacity of 925 students should be a minimum of 4,275 square feet. Madeley Ranch Elementary has an approximate 3,936sf (including support rooms). Gymnasiums: 1 st -4 th grade (Elementary School) gymnasiums should be a minimum of 3,000 sf. Gymnasium meets the required square footage (3850sq.ft.) Wood Shop: N/A Recommended Class Sizes Music Rooms: The Band Hall, Choir and Instrument Storage Rooms are of appropriate size and meet current design standards. Performing Arts: N/A Cafeteria: While there is no size requirement for elementary cafeterias per TEA, the cafeteria provides a square footage of 3,465 (45x77) which does not meet the recommended 15sf. per student (13,875sf). 35

43 Madely Ranch Elementary School ENGINEERING REPORT - STRUCTURAL The school structure is experiencing lot of cracking in the walls particularly the west and south walls and in the staff dining room because of foundation movement as shown in pictures 1 through 4. We understand that there has been a drought in the district for 3-4 years and it has rained extensively this year. Change in the moisture content of the underlying soil may be one of the causes of foundation movement. The scope of work and remedial measures may be defined after a detailed engineering study. The district should contact us if the cracking of walls and movement of this part of the structure worsens over time. Due to prolonged movement of the foundation slab, the ceiling tiles and/or grid may fall off and regular inspection and maintenance is recommended. 41

47 Madely Ranch Elementary School ROOFING Madeley Ranch Elementary School is a one story structure with a standing seam metal panel roof, and a single ply roof. The standing seam metal roof is bound by perimeter metal. The drainage of the metal roof system is accomplished by gutters along the north elevation of the roof and drains onto the adjoining field. The single ply roof is bound by prefinished perimeter metal. The drainage of the single ply roof system is accomplished by gutters along the south elevation of the roof and drains onto the adjoining field. Roof Composition: No cores were taken on the metal roof system. No cores were taken on the single ply roof system as it is still under warranty. Deficiencies: The roof systems appeared to be in good condition as few deficiencies were observed. 1. Large fish mouths in field membrane side laps./ 5 SF 2. Wrinkling field membrane./ 1,052 SF 3.
