3 EXECUTIVE SUMMARY The City of Moore has contracted with Cabbiness Engineering, LLC to prepare construction plans and specifications to develop a ten foot wide multi-purpose pedestrian trail near the Plaza Towers Elementary School and SW 11th Street to around the Foxglove addition lake. The project length will be approximately 4,300 feet. A general location map depicting this area can be found in Appendix A. In conjunction with the trail construction, retaining walls will need to be utilized in multiple areas of the project. The retaining walls are needed to correct excessively steep cross slopes to ensure Americans with Disability Act compliance and allow for trail construction in narrow areas where construction would not otherwise be possible. It is anticipated that all of the retaining walls will be constructed out of stackable blocks, as opposed to concrete. The stackable blocks should be both more cost effective and aesthetically pleasing compared to concrete. Utility conflicts are expected to be non-existent or minor. It is also anticipated that rightof-way acquisition will very likely not be needed. The preliminary construction estimate to construct the trail, retaining walls, pedestrian bridge, and any other needed items is $674, A detailed preliminary construction cost estimate has been included in Appendix C. 6 PROJECT DESCRIPTION AND GENERAL LOCATION The City of Moore has contracted with Cabbiness Engineering, LLC to prepare construction plans and specifications to develop a ten foot wide multi-purpose pedestrian trail near the Plaza Towers Elementary School and SW 11th Street to around the Foxglove addition lake. A general location map depicting the project extents is shown below in Figure 1. The proposed trail alignment is highlighted in blue on the map. A larger location map has been included in Appendix A. Figure 1 General Location Map The following list includes design elements to be addressed by this preliminary engineering report: Conduct preliminary field research and topographical survey along the project s existing alignment and surrounding area. Conduct a detailed topographical survey. Identify potential construction issues. Develop a functional set of construction plans. Page 1

7 Provide a preliminary construction cost estimate. EXISTING CONDITIONS The project corridor s land use is currently a field to the west of the Plaza Towers Elementary School and grass embankments surrounding the lake in the Foxglove addition. The field west of the Plaza Towers Elementary School is generally open and free of obstructions. The area surrounding the trail crossing at SW 14th Street will present both design and construction challenges due to the small area of City owned right-ofway and the necessary avoidance of impacting flow into and out of the storm water structures under SW 14th Street. Additionally, many of the grass embankments around the Foxglove lake have an unacceptable steep cross slope for trail construction or are too narrow for a ten foot wide trail. A detailed location map showing the general location can be found in Appendix A. At the time of this report, a portion of the field was being used as a staging area for the roadway construction in the surrounding neighborhood. Existing Drainage Currently, storm water drainage to Foxglove lake is via overland flow from surrounding backyards in the nearby neighborhood, storm sewer systems from the surrounding neighborhood, and the upstream channel. It should also be noted that there are four 48 inch reinforced concrete pipes under SW 14th Street that feed water into Foxglove lake from the upstream channel. Additionally, Foxglove lake s water surface elevation is controlled by a large concrete weir at the lake s southern most edge. Overflow from the concrete weir flows into a series of ponds at the nearby Moore Golf and Athletic Club prior to eventually joining the Little River northeast of the interchange at I-35 and Indian Hills Road. Existing Utility Information Utility ownership was researched in conjunction with the topographic survey property research. Existing utility locations can be seen on the preliminary construction plans included in Appendix B. It appears from the research and topographic survey, the following public and private utilities are present within the project corridor: AT&T City of Moore Sanitary Sewer and Water Cox Communications Oklahoma Gas & Electric (OG&E) Oklahoma Natural Gas (ONG) Page 2

8 Existing Right-of-Way Information As part of the topographical survey, property ownership and easement research was conducted for the project s corridor. Public right-of-way, utility easements (public and private), property lines, and any other pertinent property information can be seen on the preliminary construction plans included in Appendix B. PROPOSED IMPROVEMENTS The intent of this project is to construct a multi-purpose pedestrian trail near the Plaza Towers Elementary School and SW 11th Street to around the Foxglove addition lake. The trail will be approximately 4,300 feet long, 10 foot wide, and include landscaping and supporting amenities. In addition, the trail will be compliant with the Americans with Disabilities Act. Proposed Trail Preliminary construction plans depicting the multi-purpose pedestrian trail are included in Appendix B. The proposed pedestrian trail plans include: a preliminary title sheet; preliminary trail typical section; preliminary erosion control plans; preliminary plan and profile sheets; and preliminary cross sections. The first task with any pedestrian trail project is to confirm both the horizontal and vertical alignments. The horizontal alignment was primarily developed by utilizing existing property lines as a reference. In most cases, the horizontal alignment is offset two feet from the existing property lines around the Foxglove lake. Two feet was chosen to allow room for the construction of retaining walls and avoid conflicts with property owners fences. There are instance where this offset varies. Those instances include: avoiding existing utility features; trees; or where space is available, utilizing a horizontal curve for a more varied trail. Additionally, there are some areas where a ten foot trail is not feasible; in those areas, the trail width has been narrowed. The vertical alignment was initially set by placing the preliminary trail typical section on the cross sections, adjusting the typical section s elevation, and then transferring the cross section s preliminary finish grade elevation to the proposed profile. This was done because much of the project has a very narrow construction corridor, to minimize fill needed to be brought in, and to minimize retaining wall heights. The next step involved smoothing the proposed profile s grades to more acceptable grades. Due to the excessively steep cross slopes and/or narrow construction areas, retaining wall will be required in many areas of the project. The locations of the retaining walls can be seen on the preliminary plan and profile and cross section sheets included in Appendix B. In addition to the locations of retaining walls, the cross section sheets depict the preliminary heights of the proposed retaining walls. It is anticipated that the retaining walls will be constructed out of stackable blocks. The locations and heights of Page 3

9 the retaining walls will be further optimized after the City has a chance to review this preliminary report and plans. Proposed Drainage Improvements Efforts have been made to maintain existing drainage as much as possible. Currently, it is anticipated that up to three existing structures will need to be modified via extension. It is also anticipated that a short segment of storm sewer will be needed at the trail crossing of SW 14th Street to ensure storm water continues to flow into the drainage channel that feeds Foxglove lake. Proposed Utility Relocations The intent of this project is to avoid/minimize conflicts with utilities wherever possible. Steps have been taken in the preliminary design process to avoid/minimize any potential conflicts with existing utilities. Following the approval of this Preliminary Engineering Report and revisions to the preliminary construction plans, public and private utility owners will be contacted and plans provided for review of the proposed improvements. Following the utility company reviews, a utility conference will be scheduled. At this conference, the project scope and potential impacts to the existing utilities will be discussed in addition to a review of any existing private utility easements. This additional step is an attempt to ensure that the utility information shown on the plans is accurate and possible conflicts can be avoided. At this time, it is anticipated that only minor utility relocations may be needed. The following list notes potential identified areas where a conflict may occur: On the north side of SW 14th Street, there is currently a water line and on the south side of SW 14th Street, there is a gas line. Both are likely located under the reinforced concrete pipes that cross under SW 14th Street. However, since new pedestrian ramps and a short segment of storm sewer will be constructed in that area, it would be prudent to pothole and more accurately locate both lines. Also near SW 14th Street, but approximately 300 feet to the south of the cross drains, a gas meter, as currently located, would be directly in the middle of the proposed trail. This meter may need to be relocated if the trail alignment cannot be altered. Changes to the trail alignment in this location will be further investigated after approval of this report. In the same location as the gas meter, there is a nearby communication line. This line is likely buried deep enough to not be impacted, but potholing of the line and confirming the depth with the utility owner would be prudent. Page 4

10 Approximately 150 feet north of SW 14th Street, there is another buried communication line. Again, it is likely deep enough to not be impacted, but confirming the depth would be prudent. Proposed Right-of-Way Acquisitions There are currently no anticipated right-of-way acquisitions. However, this will be further investigated after approval of this preliminary report and construction plans to ensure this continues to be the case. Proposed Bridge Since there is not a crossing at the south end of the Foxglove lake, a bridge will be needed to cross the weir that controls the water level of Foxglove lake. It is currently anticipated that a ten foot wide and 70 foot long pedestrian bridge will be constructed. The location of the bridge can be seen on Sheet 9 of the preliminary construction plans included in Appendix B. The exact design of the bridge, both structurally and aesthetically, will be developed after the approval of this report. Aesthetically, the bridge is expected to look similar to recently constructed pedestrian bridges in other City parks. PRELIMINARY CONSTRUCTION COST ESTIMATE A preliminary construction cost estimate was developed for this project in addition to the preliminary construction plans. A detailed construction cost estimate can be found in Appendix C. The estimated cost is shown below in Table 1. Table 1 Preliminary Construction Cost Estimate Estimated Cost Trail $389, Bridge $150, Contigency (25%) $134, Total Cost $674, CONCLUSIONS AND RECOMMENDATIONS The City of Moore has requested Cabbiness Engineering, LLC to develop plans and specifications for the construction of a ten foot wide multi-purpose pedestrian trail near the Plaza Towers Elementary School and SW 11th Street to around the Foxglove addition lake. Based upon the findings and design conclusions of this preliminary engineering report, Cabbiness Engineering, LLC has the following recommendations: Page 5

11 Approve the preliminary engineering report and schedule a field review meeting with the City of Moore to discuss any changes to the scope of the project or any special aspects not covered by this report. Refine the proposed trail design: Confirm trail alignment. Confirm retaining wall locations and heights. Confirm pedestrian bridge design. Confirm small storm sewer size and location. Authorize Cabbiness Engineering, LLC to proceed with the project s design. Authorize Cabbiness Engineering, LLC to hold a utility conference to discuss and if possible, eliminate any conflicts with the proposed trail construction. Authorize Cabbiness Engineering, LLC to prepare final construction plans and documents. Page 6
