2 Preliminary/Final Grading Permits Required for commercial and residential projects Preliminary Grading Permit: Allows for clearing and grading to install sediment controls and other BMPs only Primary Permittee should inform contractors of requirements Final Grading Permit: Allows for full clearing and grading per the approved plan Mass grading and/or timbering should not occur until final grading permit has been issued

3 Required 3 rd Party Inspections Required for disturbance of 2 acres or more, or part of LCP which disturbs 2 acres or more Inspections should be kept onsite Should be copied to York County, upon request Provide access for YC inspector to review if locked in a box Inspectors are noting violations, but violations are not being corrected Requirement to make corrections within 7 days and before the next rain event Inspectors should not change the report to suit the Primary Permittee request

4 Construction Entrances Ensure the overall size is correct 15 x 25 for residential 24 x 100 for commercial 6 depth Ensure the stone is the proper size 2 3 washed stone Ensure all vehicles are using the stone Non-woven filter fabric should be provided under the stone Cars are parking on road rights-of-way Use a gravel pad on the lot if multiple trades onsite at once

6 Silt Fence Trenched in at least 6 Post spacing of 6 on center Wire backed where required Double rows should be spaced appropriately 10 off toe of slope Perform maintenance at 1/3 full

8 Concrete Washout Plastic kiddie pools are no longer acceptable Alternate methods need to be approved Washout should be used for other liquid wastes as well Inspectors are finding washout all over the construction site, even when a washout is provided Provide proper signage Primary Permittee should hold concrete companies accountable educate drivers Portable cement mixers should also be contained

10 Illicit Discharges Paint wash-out, concrete wash-out, oil, hydraulic fluids, fuel are all considered illicit discharges All should be contained away from stormwater conveyances If an illicit discharge is discovered, immediately take action to prevent damage

11 Sediment Basins Forebays, baffles, filter rings and skimmers Baffle Spacing Minimum of 10 but spaced according to BMP manual requirements Skimmer brands not all are created equal If plan calls out a specific brand of skimmer, an alternate has to be evaluated by engineer prior to being installed Basins should be permanently stabilized Maintain when necessary When sediment is 1/3 the design height or 50% of the overall storage volume Basin should dewater completely

13 Stockpiles Location, location, location Should not be adjacent to a waterway, in front of a trap/basin, in a diversion ditch, etc. Size Sediment control must be installed around and maintained Stabilization

15 Stabilization Temporary and Permanent Temporary stabilization within 14 days of inactivity Reseed when necessary to establish cover Must reseed when grass dies Permanent stabilization required when areas reach final grade Prior to final plat for residential subdivisions Prior to NOT for commercial sites Seeding schedule in plan must be followed Seed behind utilities to establish ground cover

17 Off-site Sedimentation Off-site is defined as outside of your approved clearing limits Off-site is an immediate concern and should be dealt with as soon as it is detected Sediment in a waterway will require additional measures and possibly additional approvals Sediment should be removed and the area disturbed should be stabilized It is not acceptable to cover the sediment with straw or mulch unless prior approval is given by the inspector

18 Updates to OS-SWPPP OS-SWPPP should be updated throughout construction Minor changes/additions should be noted on SWPPP Major revisions should be submitted for approval When temporary and/or permanent stabilization occurs on a portion of the site As new contractors begin work Complete rain logs, inspection logs, etc. Remain onsite throughout construction OR Be reasonably accessible Post the location of the SWPPP and a phone number for access to the SWPPP

19 Permanent BMPs Convert from temporary sediment control to permanent detention/water quality once approved by the inspector Dry ponds should remain dry after rain event Install channels to divert ground water early if necessary Install trash racks/guards over smaller orifices to prevent clogging

21 As-Builts Required for all permanent BMPs Submitted to York County for approval prior to filing the NOT Commercial site will not be issued a permanent CO until the as-built is approved Allow time for review of the as-built

22 Notice of Termination As-builts have been submitted and approved Send copy to our office for review of the site We will send a letter for you to send to SCDHEC with the NOT We do not mail the NOT to SCDHEC for you Many sites are not filing these 3 rd party inspections should continue until the NOT is approved by SCDHEC

23 Enforcement Response Plan Developed as part of York County s permit requirements Establishes the process for site inspection and escalated enforcement requirements Inspection, Notice of Violation, permit holds, Stop Work Order, Fines, etc. Allows more consistency between inspectors

24 Permanent Maintenance Agreements Required for all Permanent BMPs Must be transferred to new property owners i.e. transferred from Developer to HOA New owner can call for inspection of the BMP prior to transfer
