3 PAGE 3 OF 14 INTRODUCTION City Power supplies low voltage customers up to a maximum load of 1 MVA. Any requirement exceeding 1 MVA is supplied at medium voltage. Loads between 1 and 4 MVA can be supplied via a load centre with switchgear and free standing metering equipment. However, in order to save space and reduce costs, a complete unit incorporating all the required functions into a single housing has been designed. This unit is the free-standing 11 kv metering unit which has been designed for indoor use only. 1 SCOPE This specification covers City Power s requirements for a free-standing 11 kv metering unit. 2 NORMATIVE S The following documents contain provisions that, through reference in the text, constitute requirements of this specification. At the time of publication, the editions indicated were valid. All standards and specifications are subject to revision, and parties to agreements based on this standard are encouraged to investigate the possibility of applying the most recent editions of the documents listed below. Schematic Diagram for a Free-standing 11 kv metering unit. 4 REQUIREMENTS 4.1 General Nothing in this specification shall lessen the obligation of the supplier. The supplier shall be fully responsible for the design and its satisfactory performance in service. Approval by City Power shall not relieve the supplier of the responsibility for the adequacy of the design This specification covers the requirements for free-standing 11 kv metering unit to be used in City Power s distribution networks. The metering unit shall be manufactured in accordance with CP_TSDRAW_049 sheet 1 and 2 and the specific requirements for the metering unit as specified below. 4.2 Ratings BIL The rated impulse voltage withstand level (BIL), rated short-duration power frequency withstand rms voltage (1 minute) and rated short-circuit current of the free-standing 11 kv metering unit shall be as specified in Table 1 below. The conversion shall entail the removal of the 11 kv VT and its replacement with a 6,6 kv VT (or vice versa), and the replacement of all voltage labels and the rating plate to reflect the change. Note: City Power is, in terms of a long-term phased program, currently converting its 6,6 kv networks to 11 kv. If in the future it is required to change a 6,6 kv free-standing 11 kv metering unit to 11 kv, the supplier shall provide a price, valid for 5 years, at the time of tendering, for performing such conversion Creepage The pollution level is defined as heavy to very heavy and the required creepage for all electrical components is 31 mm/kv.

5 PAGE 5 OF Design and construction The metering unit is designed for indoor use only Only dry-type metering unit shall be considered. 4.4 Cable boxes and terminations The metering unit shall be fitted with cable termination boxes Type 3 and 4 cable termination requirements are required in accordance with NRS The cable box shall be suitable for terminating 185 mm 2 3 core MV PILC or XLPE cable in accordance with NRS The design of the cable box shall comply in all respects with the requirements of NRS Phase labels shall be provided below all the bushings (primary and secondary). 4.5 Bushings and separable connectors All medium voltage bushings shall comply with EN Type C (630A tapered, boltedtype bushings) with an M16 x 2 internal thread. These bushings have an internal screen which shall be earthed. The bushing-centre spacing and distance between the outer bushing-centres and the free-standing 11 kv metering unit metal enclosure shall be as specified below for use with unscreened separable connectors (Type 3 termination in accordance with NRS 012); a) 135 mm between phase bushing centres; and b) 90 mm between phase bushing centres and earth All cable termination bushings shall be located on the same horizontal plane. 4.6 Cable clamps Provision shall be made for the support (clamping) of the incoming (supply) and outgoing (load) cable in the termination compartment. Two adjustable cable clamps, each suitable for clamping one 185mm 2 x 3 core copper cable and complying with CP_TSSPEC_029 shall be provided with the free-standing 11 kv metering unit. The minimum distance from the cable support point (clamp) to the termination (supply and load) bushing centres shall be 650 mm. 4.7 Earthing The maximum earth fault current shall be 13,1 ka for 1 second All earthing connections shall be provided with M12 nuts and bolts. 4.8 Unit The unit shall be made from mild steel and painted Dark Grey (G29 of SANS 1091) in colour The unit shall have an IP rating of at least Lifting lugs shall be attached to the unit External chromadek electrical symbolic warning signs (WW7 warning flash) with the words No Unauthorized Entry Allowed (in English, Afrikaans and Zulu) shall be permanently

6 PAGE 6 OF 14 attached to all termination cable boxes and current transformer (CT) compartment. If poprivets are to be used to attach these signs to the unit, only aircraft rivets will be acceptable. Normal pop-rivets will not be accepted The CT compartment shall be secured by means of M10 bolts. 4.9 Current and Voltage Transformer The three phase voltage transformer shall be of the withdrawable type and be rated for 6,6 or 11 kv (the voltage required will be specified at the time of order) and shall comply with CP_TSSPEC_066. Note: The required voltage factor of the VT is 1,9 for use in effective and non-effectively earthed systems. Only resininsulated/encapsulated VTs shall be accepted. Oil-insulated VTs shall not be accepted. Designs incorporating fixed-type VTs shall also be considered, provided full details are submitted with the tender The medium voltage current transformers (CTs) shall be of the multi-ratio type, with ratios of 50/100/150/200:5 and shall comply with CP_TSSPEC_064. The rated burden shall be 15 VA and the accuracy class shall be 0,5. Note: Only resin-insulated/encapsulated CTs shall be accepted. Oil-insulated CTs shall not be accepted Labels Each incoming and outgoing circuit as well as the metering compartment shall be provided with a designation label The MV metering compartment shall be labelled as METERING COMPARTMENT The label shall be 75 mm x 50 mm and shall be constructed of insulating material The label shall be mounted on the side of the cable box that would be facing the front when the unit is installed and shall screw into position Labels shall be suitable for engraving, preferably sandwich board showing black letters on a white background Rating plate An external rating plate detailing the following information shall be fixed to each unit: a) Serial number; b) Year of manufacture; c) Rated voltage; d) Gross weight, when fully equipped (kg); e) Manufacturer s name and reference number; and f) City Power SAP number. 5 MARKING, LABELING AND PACKAGING 5.1 Packaging shall prevent damage or deterioration of the product during transport, handling and storage. The unit may be handled by forklift or crane, and packaging in a wooden crate would therefore be advisable.

7 PAGE 7 OF The unit shall be labelled with the contract number, City Power SAP number, and supplier name. 6 DOCUMENTATION 6.1 Technical product catalogue and operating and installation manuals shall be provided. 6.2 Full detailed dimensions drawings shall be provided. 6.3 Full detailed electrical circuit diagrams. 6.4 A certified copy of all type test reports shall be provided. 6.5 A certified copy of the proposed factory routine test report shall be provided. 6.6 The free-standing 11 kv metering unit will not be accepted unless the following is provided with every unit; a) Factory routine test report, b) Operating manual; and c) Installation manual. 7 TRAINING 7.1 The following certified training courses shall be offered for City Power s staff: a) Safe and correct handling, storage, transport, installation and operation of the BMK. 7.2 The associated costs for the certified training course in 8.1 shall be given per person and shall be fixed for the period of the contract. 8 QUALITY ASSURANCE A quality management system shall be set up in order to assure the quality of the free standing 11 kv metering units during design, development, production, installation and maintenance. Guidance on the requirements for a quality management system may be found in the following standards: SANS (or SABS ISO) 9000, 9001 and The details shall be subject to agreement between the purchaser and supplier. 9 ENVIRONMENTAL MANAGEMENT The environmental management system shall be set up in order to assure the environmental compliance of the free-standing 11 kv metering units throughout its entire life cycle (i.e. during design, development, production, installation, operation and maintenance, decommissioning and disposal phases). Guidance on the requirements for an environmental management system may be found in SANS The details shall be subject to agreement between the purchaser and supplier. This is to ensure that the asset created conforms to environmental standards required by SANS and City Power Environmental Policy.
