Ref: This Directorate rate contract circulars 1047 (200)/EPM, dt , 3905 (200)/EPM, dt , 4457 (200)/EPM, dt , 4906 (200)/EPM, dt (200)/EPM, dt & 6177 (200)/EPM,dt ,No7155/EPM dt , No7430(200)/EPM dt ,no8585(200)/epmdt ,no9315(200)/epm dt No10281/(200)/EPM dt No11136/(200)/EPM dt No377/(200)/EPM dt No789/(200)/EPM dt No1792/(200)/EPM dt No3200/(200)/EPM dt The undersigned is to invite reference to this office rate contract circular cited above on the noted subject and to say that consequent upon increase in the cost of raw materials, this Directorate after careful consideration has revised (Upward) the rate of ISI marked UPVC Casing Pipes as per I.S /2010 under EP&M rate contract with effect from the date of issue of the circular upto dt The name of the rate contract holding SSI units, period of validity of rate contract against each SSI unit, description of the store item and the revised rate have been indicated in Annexure-'A' & Annexure-'B' respectively which are enclosed for your reference. The revised rate as indicated in Annexure-'A' & Annexure-'B' is ex-factory, exclusive of Excise duty, Cess on Excise duty, Value Added Tax (VAT) and Entry tax, which may be charged extra, as admissible, if any. 3. The Indenting Department should ensure submission of valid EP&M registration certificate, VAT clearance certificate and BIS license for the above store item at the time of purchase of store item. 4. The specification of UPVC Casing Pipes as per I.S /2010, terms of delivery and all other terms and condition of the rate contract as communicated earlier in the aforesaid rate contract circulars will remain unaltered and also be applicable to the rate contract holding SSI units as indicated in Statement-A. The pre-delivery inspection, if required, by the purchasing organizations shall be conducted by the Directorate of EP&M, Odisha, Bhubaneswar on payment of inspection 0.5% of the order value along with the service tax etc. as applicable from time to time. The inspection fees will be paid by the unit at the first instance in shape of uncrossed Demand Draft payable to Director, Export Promotion & Marketing, Odisha, Bhubaneswar before conducting pre-delivery inspection. The fees so paid will be reimbursed to the unit by the indenting Department / Offices latter on. 5. All supplies shall be on F.O.R. basis. Mode of transport, cost of transport, loading and unloading charges etc. shall be mutually decided by the Contractor and Indentor. In case of any dispute, the matter shall be referred to the Director and the decision of Director shall be final.

Purchasing Departments should obtain an undertaking from the rate contract holders to the effect that after execution of purchase order of the concerned Department the unit shall not exceeds its annual production capacity. 7. This may please be brought to the notice of all sub-ordinate offices for information and necessary action at their level. 8. Receipt of the communication may please be acknowledged. Description of store item 01 ISI Marked UPVC Casing Pipe for Bore / Tube Well conforming to IS : 12818/2010 with latest amendment as per detail specification enclosed in statement - "A" Rate per Kg. (Rs.) Rs (Rupees Eighty seven and paise eighty six) only. STATEMENT- A. Technical specification of ISI Marked Un-plasticized PVC Casing Pipes for Bore/Tube Well conforming to IS:12818/2010,. 1. Description : Solid wall plain surface Un-plasticized PVC Casing Pipes for Bore/Tube Well classified under. (i)cs Pipe. : Casing Pipes suitable for shallow wells with depths up to 80 m. Sl Nominal size (DN) in mm (ii) CM Pipe. : Casing Pipes suitable for medium wells with depths above 80 m and up to 250 m. Sl Nominal size (DN) in mm.

6 Contd.P-6 iii) CD Pipe. : Casing Pipes suitable for Deep wells with depths above 250 m and up to 450 m. Sl Nominal size (DN) in mm Composition/material: The pipes shall be produced from material consisting substantially polyvinyl chloride conforming to IS: and other materials as per Cl. 4.1 and Cl. 4.2 of IS: 12818/2010 complying to the standard. 3. Dimensions. :(i) The diameter and wall thickness for CM casing pipes shall be as per Table-5. (ii) The diameter and wall thickness for CS casing pipes shall be as per Table-6. (ii) The diameter and wall thickness for CD casing pipes shall be as per Table-7.

7 (iv) Effective and segmental length of the casing pipes shall be as per Table Weight. : The weight per running meter shall be indicative of different classes ( CS, CM & CD ) and sizes of UPVC pipes on the basis of average density ( 1.43 g/cm2) as per IS. 5. Colour. : The pipe shall be of regular blue colour throughout. 6. Threading. : (i) The casing pipes shall have male threads at spigot end and female threads at the socket end. (ii) Casing pipe of nominal diameter from 40 to 80 mm shall have threads in accordance with IS: 554. (iii) The casing pipes of nominal diameter 100 to 200 and 250 to 400 mm shall have threads in accordance with basic profile for matric trapezoidal threads as specified in Table 11 & Table-12 respectively.. Contd.P-7/ (iv) Sealing ring shall be supplied with the pipe with trapezoidal thread for nominal diameter 100 to 400 mm and shall be of elastometric material such as EPDM having shore hardness Dimension of the sealing ring shall be as per table-13. (v) Thread protector is to be provided to each pipe on male thread at spigot end to avoid transit damage. 7. Tests. : Casing pipe shall meet the requirement of tests prescribed in Cl. 9 of IS: 12818/ Marking. : Each pipe shall be clearly and indelibly marked in red colour for CS pipe, yellow colour for CM pipe and green colour for CD pipe with the following:- (i) Manufacturer name and trade mark. (ii) Letter CM or CS or CD as applicable. (iii) Nominal diameter in mm. (iv) Effective length of pipe in mm. (v) Standard mark (ISI), (vi) Batch/Lot

8 The rates recommended for revision of rate contract of ISI marked UPVC Casing Pipes as per IS : 12818/2010 for different sizes of pipes along with their respective weight per meter is at Annexure-A. The threading charges and cost of thread protector per each pipe is at Annexure-B. The rates for revision of rate contract are Ex-factory, exclusive of Excise Duty, Cess on Excise Duty, OdishaValue Added Tax and Entry Tax, which may be charged extra as admissible, if any. Terms of delivery : a) The store item shall be ISI marked. b) Only ISI marked stores shall be supplied, BIS Licence would be valid at the time of supply of stores. c) Rate Contract of the SSI units will be automatically suspended/cancelled in case of the BIS Licence is suspended/cancelled. d) The ISI Certification mark, the name of the manufacturers or trademark only with Batch, type of Pipes effectively and Nominal diameter of Pipes shall be Stencilised legible on each pipe with colour as specified. e) Pre-delivery Inspection for all supplies of PVC Pipes shall be conducted jointly by the Technical Officer of the Directorate of EP&M and CIPET, Bhubaneswar. f) Any suspension/cancellation of BIS Licence shall be intimated to this Directorate/ Indentors by the contractor. Contd.P-8 Time allowed for delivery of Pipes: Minimum time for supply of goods and delivery schedule may be mutually decided between the Rate Contract Holder and the Indenting Officer. Payment : The buyer (Indenting Officer) shall make immediate payment of the dues payable to the suppliers against the supplies made under the rate contract. Payment should be made within 45 days from the receipt of the store failing which the buyer (Indenting Officer) shall be liable to pay the amount with interest thereon as per Section-15 & Section-16 of delayed payment to Micro and Small Enterprises under MSMED Act, 2006.
