1 Promoting Geothermal Retrofits through Illinois Home Performance with ENERGY STAR and BPI Will Baker Brian Kumer Geothermal Alliance Conference 12 March 2013 (866)

2 Midwest Energy Efficiency Alliance MEEA is a collaborative network whose purpose is to advance energy efficiency to support sustainable economic development and environmental preservation.

3 Basics Illinois version of national Home Performance with ENERGY STAR program - currently 50 sponsors in 34 states A statewide platform for whole home retrofit programs throughout Illinois based on quality Existing, 1-4 unit homes throughout Illinois with no income eligibility criteria Provide support for existing whole home work Results in Illinois Home Performance with ENERGY STAR Silver and Gold certifications Funded through DCEO BITE grants and an SEP grant to cover non-iou territories

4 Make sure the envelope retains the conditioned air, while bringing in the correct amount of ventilation. Make tight, ventilate right. Know what that correct amount is. Contractors- Add service lines and products. Address homeowners issues. Geothermal? Work with home performance contractors. Make sure they know about geothermal, and better yet, that they know they can recommend you when a customer asks. Coordinate messages! Utilities- consider a whole home approach Illinois Home Performance Gold Certificate- Heating and Cooling equipment is ENERGY STAR at time of install Similar issues- first cost barrier, last house message?

5 Opportunity in Illinois 3,492,721 single family owner occupied homes in Illinois (DOE s goal = retrofitting 1,000,000 homes by end of 2013) Projected workforce needs of 1,000 energy auditors and 3,500 envelope specialists by 2015

6 Program Objectives Acknowledge programs, contractors, and homeowners that take the next step in increasing the safety, comfort, value and efficiency of Illinois homes Enable consistent messaging to homeowners and contractors throughout the state in whole home retrofit programs Provide resources to build demand for existing home energy upgrades Position Illinois as a leader in the whole home retrofit program field Leverage existing regional, local, and statewide resources to the greatest extent possible Encourage and facilitate careers in the high growth green sector- TIF

17 In all instances, homeowners must follow the process outlined below: 1) Home energy assessment (aka energy audit) a. Completed by a BPI BA+E certified individual employed by an IHP Participating Contractor b. Follows BPI Building Analyst and Envelope standards c. Homeowner receives copy of HEA summary report 2) Home energy upgrade (aka retrofit) a. Overseen by a BPI BA+E certified individual employed by an IHP Participating Contractor b. In all applicable instances, follows BPI BA+E standards c. Results in Silver or Gold IHP Certificate d. In each instance, air sealing is performed prior to installing insulation 3) Verification of work (aka test-out) Basic Requirements a. Completed by a BPI BA+E certified individual overseen by an IHP Participating Contractor b. Includes blower door and combustion safety testing and visual inspection of completed work; findings/results are documented c. Homeowner receives copy of performance improvement report, which is also used by the program to determine which Certificate may be issued

18 Quality Assurance 4) Homeowner agrees to participate in third-party quality assurance inspection program a. Completed by BPI BA+E certified program representative b. Serves as an additional verification point and added (free) benefit to the homeowner c. Only a specified percentage of homes will receive the QA inspection; Participating Contractor s level of experience and history in the program will determine whether inspection is required, based upon a transparent QA Tier system. 22 Silver Certification Retrofit achieves a minimum of 15% modeled total energy savings reduction from baseline, as determined during home energy assessment. -OR- Retrofit includes the following two components, at a minimum: a. Building infiltration rate: 4 ACH50 OR 30% reduction below baseline. Must follow BPI Building Airflow Standard requirements and b. Attic insulation: R-value increased to the level specified in the current state or local code, whichever is higher.

23 Gold Certification Both of the following: Ventilation - Meets requirements set forth in ASHRAE Building infiltration rate - 4 ACH50 OR 30% reduction And, four out of five of the following: Duct leakage rate - Supply + return leakage to outside/fan flow 10% -OR- ducts are completely within conditioned space Wall insulation -R 13 Attic insulation - R 49 Basement/crawlspace insulation - If unconditioned, floor insulation R 30 If conditioned, wall insulation R 10 continuous or R 13 cavity Heating and cooling equipment - ENERGY STAR qualified at time of install

37 IL Code Diagnostic Testers Website On January 1 st, 2013, the State of Illinois implemented the 2012 Illinois Energy Conservation Code (based on the 2012 International Energy Conservation Code with Illinois amendments). As part of the new energy code, blower door testing is required to demonstrate a building infiltration rate of no more than 5 ACH50. Duct tightness testing is required where the air-handler or any portion of the ducts are located outside of the building thermal envelope or pressure boundary. The Illinois Department of Commerce and Economic Opportunity (DCEO) and the Midwest Energy Efficiency Alliance (MEEA) are providing a list of individuals who have taken training or hold certifications related to using building diagnostic equipment including, but not limited to, blower door and duct pressurization equipment.

We re very happy to have had this work done and even more thrilled to learn that we are the first family in Berwyn to be honored for it. -Jennifer Chhatlani.

43 With all the gloom about housing prices these days, it is great to do something inexpensive that will improve the value of my house. A buyer will pay more for a home that costs less to live in. This was well worth the investment. And when I decide to sell my home, it will be listed as green on the MLS. And, from watching these home shows, more and more people are looking at buying and rehabbing green, Janet Jaback.
