4 Project Executive Summary Home Producers, Inc. has purchased a 30 acre tract of land situated in Northeast Georgia with the intention of developing a subdivision in three phases. Prior to the development of this subdivision conceptual infrastructure analysis of the property is required to create a master plan. This master plan will contain an evaluation of the infrastructure requirements, a land planning site map to support all three phases and high-level estimates of construction and associated costs. It will be used to determine feasibility of the development and provide a basis for a phased development. Home Producers, Inc. has entered into a contractual agreement with Land Planning and Building, LLC to perform the onsite survey and land analysis for Tranquil Park. Project Overview The development of the Tranquil Park subdivision requires preliminary study and analysis prior to any subdivision development phase. Ultimately, a master plan must be completed to support all of the subdivision requirements. The studies in the master plan address all infrastructure service requirements and are expected to take 3 months. The studies will require an evaluation of the requirements associated with the development of all three phases of Tranquil Park. This will allow the project team and the developers to identify infrastructure service needed to serve an area larger than Phase I. It is expected that infrastructure improvements will be needed for the entire development but detailed requirements for these improvements are only needed for Phase I at this time. High-level cost estimates for construction and soft costs associated with the development will also be included. A land planning site map for population densities, land use and tract boundaries are to be developed for the grading and drainage, water, wastewater and transportation studies. Once these initial studies are completed, detailed engineering will be developed to document the design criteria and details necessary for the actual development of all phases including any potential infrastructure improvements for Phase I. The engineering elements to be evaluated are: Drainage and Grading Water Supply infrastructure Wastewater infrastructure Transportation impacts and facilities 4

5 Project Objectives This project will meet the following objectives: Create conceptual infrastructure analysis reports to support the master planning for Tranquil Park Development for $150,000 and within three months of the project starting Analyze the infrastructure requirements for Tranquil Park Development Evaluate the elements associated with Drainage and Grading, Water Supply Infrastructure, Wastewater Infrastructure and Transportation impacts and facilities Document conceptual-level cost estimates for construction and soft costs associated with the developing the land and structures for Tranquil Park Development Analyze grading and drainage for Tranquil Park Development Create land planning site map for land usage as a basis for the grading, drainage, transportation, water and wastewater and analyses for Tranquil Park Development Determine infrastructure improvements for Phase I of Tranquil Park development Document a set of project management best practices to be utilized on later phases of the Tranquil Park Development Create infrastructure analysis reports for later phases of Tranquil Park development Project Scope The scope of this project includes and excludes the following items: In Scope: Infrastructure requirements for Drainage and Grading, Water Supply infrastructure, Wastewater infrastructure, Transportation impacts and facilities for the Tranquil Park Development Infrastructure improvements for the development of Phase I of the Tranquil Park Development Conceptual analysis of portions of the Tranquil Park Development as required for studies that would have impacts to later phases of development. 5

8 Project Assumptions Certain assumptions and premises need to be made to identify and estimate the required tasks and timing for the project. Based on the current knowledge today, the project assumptions are listed below. If an assumption is invalidated at a later date, then the activities and estimates in the project plan should be adjusted accordingly. The resources required to complete the project will be available as needed The project team has the discretion to determine which studies will need further study to conceptually address the ultimate development of all of Tranquil Park Development to determine infrastructure service requirements. Tranquil Park Development is not significantly larger than approximately 30 acres. The sponsor will be available for quick decisions and quick approvals when needed. Tranquil Park Development is viable for development and construction. 8

9 Project Risks Project risks are characteristics, circumstances, or features of the project environment that may have an adverse effect on the project or the quality of its deliverables. Known risks identified with this project have been included below. A plan will be put into place to minimize or eliminate the impact of each risk to the project. Risk Area The high-level of the original estimate makes it very likely that the project will go over budget. The project manager has never managed a project this size Water Utility Authority requires full system analysis and must connect to city supply rather than utilizing wells DOT requires a four lane divided road Level Risk Plan (H/M/L) H Communicate the estimating confidence factor to all stakeholders. Spend time to re-estimate the project after the initial analysis of required work is completed. Try to get a financial reserve for the project in case additional funding is needed this year. M Provide initial training to the project manager Find another, more experienced, project manager who can serve as a mentor. Assign a part-time, temporary, project administrator to help with the initial schedule creation. None identified at this time Project Dependencies Project Date Due Deliverable Dependency None identified at this time Project Approach The project team will perform the Land Use Studies first to clearly understand land elevations, slope, floodplain and soil conditions. This will provide a basis for drainage analysis and determine grading required for all phases of the Tranquil Park subdivision. In concert with these studies, the water and wastewater infrastructure requirements will be determined taking into account any unusual or atypical land analysis discoveries. This will allow two separate teams to work in parallel to satisfy the expected three month target date. At the conclusion of the Land Use studies, data and land use impacts can be incorporated into the Transportation studies which will take into account traffic volumes resulting from the completion of all phases of the Tranquil Park subdivision; local and state requirements for off-road and merge lanes and any roadway improvements. Once all of these studies are completed, cost estimates for construction, mass grading and infrastructure improvements will be incorporated into an Infrastructure Analysis and Cost Estimate Report. These studies along with the Land Planning Site Map will then be incorporated into the Master Plan report. Any subsequent project management processes, procedures and templates will finalized and approved by Home Producers, Inc. All major deliverables will be reviewed and approved by Amy Sanchez, Home Producers, Inc. and Mike Armstrong, Land Use and Planning, LLC. 10
