2 INVITATION FOR BIDS Sealed bids for the Municipal Center/Fire House Building Renovations will be received by the City Clerk for City of Town and Country, 1011 Municipal Center Drive, Town and Country, Missouri, 63131, until 10:00 AM CDT, Wednesday, May 30, 2018 in the Community Room at which time the bids will be publicly opened and read aloud. A mandatory pre-submittal site visit is required by all firms submitting proposals. It will be held at 10:00 AM on Wednesday, May 16, 2018 at 1011 Municipal Center Drive. The Scope of Work includes the remodel of the public restrooms, painting of the exterior metal, and refinish of the Terrazzo flooring at the Municipal Center. Also included is replacement of all guttering and downspouts and replacement of the irrigation system at the Fire House in accordance with the specifications. Bid packages are available from Drexel Technologies at: The City of Town and Country is a tax exempt entity. A project exemption certificate will be supplied to the successful contractor. A bid security in the amount of five percent (5%) of the bid amount must accompany each bid in accordance with the Instructions to Bidders. The City of Town and Country shall award any contract based on the proposal that, in its sole discretion, best meets the interests and requirements of the City. The City of Town and Country reserves the right in its sole discretion to reject any and all proposals, to waive technicalities or deficiencies in any or all the proposals, to negotiate with any or all bidders or others for other or more favorable terms or prices, and/or to award the contract to other than the bidder submitting the lowest cost proposal, with or without negotiation.

3 CITY OF TOWN AND COUNTRY MUNICIPAL CENTER/FIRE HOUSE BUILDING RENOVATIONS Request for Proposals for: Build Services 1.0 GENERAL The City of Town & Country, MO is soliciting proposals for build services for facility renovations at our Municipal Center at 1011 Municipal Center Drive and Fire House Clayton Rd. They are a 24 hour a day / 7 day a week facility and will continue to operate as such. 2.0 SCOPE OF WORK See the attached design basis and plan sheets for more detailed information. 3.0 SUBMITTAL REQUIREMENTS Each submitting party shall include three (3) copies of the following: Provide the name and contact information of site superintendent which shall have direct control over all workers on the project. This individual shall be available in person or via telephone and shall have direct access to the crews at all times. Subcontractor utilization list shall be provided including the contact name, address, phone number and address of the project manager for each subcontracted party. Schedule of fees shall include the following: o Lump sum project cost o Summary breakdown of the work and its associated cost for each subcontractor for o the project Percentage of the project by cost to be performed by the prime contractor and each subcontractor Insurance certificate showing current liability coverage of the prime contractor Surety in the amount of 5% of the lump sum project cost A minimum of three references shall be provided for similar service applications Pursuant to RSMo, the bidder must affirm its enrollment and participation in a Federal Work Authorization Program with respect to the employees proposed to work in connection with the services requested herein by o o o submitting a completed, notarized copy of the attached AFFIDAVIT OF WORK AUTHORIZATION and Providing documentation affirming the bidder s enrollment and participation in a Federal Work Authorization Program (see below) with respect to the employees proposed to work in connection with the services requested herein. E-Verify is an example of a Federal Work Authorization Program. Acceptable enrollment and participation documentation consists of the following two pages of the E-Verify Memorandum of Understanding (MOU): 1) a valid, completed copy of the first page identifying the bidder and 2) a valid copy of the signature page completed and signed by the bidder, the Social Security Administration, and the Department of Homeland Security Verification Division. 4.0 SITE VISIT / SUBMITTAL DEADLINE RFP-1

It will be held at 10:00 AM on Wednesday, May 16, 2018 at the Town & Country Municipal Center at the address below. Response to this Request for Proposals should be submitted by 10:00 AM, Wednesday, May 30, 2018 to: 5.1 CONTRACT APPROVALS / AWARD Tim Randick City of Town & Country 1011 Municipal Center Drive Town & Country, MO The City of Town & Country will evaluate and rank responses to the Request for Proposals based on the proposal which best suits the service and/or financial needs of the City. Finalists may be invited to interview prior to a recommendation for selection. Recommendation for contract award will be contingent on successful negotiation of contract terms. The City of Town & Country will require that the prime contractor and all subcontractors will pay prevailing wage as required by RSMo This project is tax exempt. A copy of a project exemption certificate will be provided to the successful service provider. Approval of a final contract between the City and the service provider, pursuant to this Request for Proposals and the firm s response, is subject to the approval of the Town & Country Board of Aldermen. The City of Town & Country reserves the right to award a contract to the firm or firms that, in the opinion of the City, is most responsive to this Request for Proposals and best meets the City s requirements. The City also reserves the right to reject any and all proposals and to waive any irregularity. If a fee cannot be successfully negotiated with the selected firm, the City reserves the right to negotiate with the next firm listed in the qualifications rankings. RFP-2

6 City of Town & Country, MO Interior Renovations Design Basis General A. This shall include the renovation of the following areas: a. Public Restroom 1011 Municipal Center b. Refinish Terrazzo flooring 1011 Municipal Center c. Paint exterior metal 1011 Municipal Center d. Replace irrigation system Clayton Rd e. Replace guttering & downspouts Clayton Rd B. Codes: Current City of Town & Country Codes. Contractor shall check for any city amendments to the individual codes enforced. a. International Mechanical Code (IMC) 2015 b. National Electrical Code (NEC) 2008 c. International Building Code (IBC) 2015 d. International Plumbing Code (IPC) 2009 e. International Fire Code (IFC) 2015 Public Restroom A. Include all items per plans attached B. Rental of temporary climate controlled facility to be used during the duration of the project Terrazzo Refinishing Scope: *Lobby, Hallways, Men s & Women s Restrooms(Missouri Terrazzo preferred vendor) A. Repair cracks in terrazzo flooring utilizing epoxy matrix and aggregate (where possible). B. Repair fastener holes in restrooms where toilet partitions are removed by others. C. Grind patches and grout and polish. D. Refinish existing terrazzo floor (approx. 1,900 sqft total) utilizing diamond honing process. E. Apply 3-4 coats of terrazzo sealer/finish and buff to a high luster finish. F. Work to be performed during the evening. G. Wood base boards to be refinished as needed upon completion (touch up stain). Exterior Metal A. All doors, sally port, car port, and front railings a. Prior to painting all areas are to be cleaned, deglossed, and if rust is RFP-4

7 present treated. Latex Enamel. b. Interior of sally port to be painted with a latex enamel Fire House Irrigation A. Install new irrigation system to replace existing a. Existing water tap and backflow to be used for new system b. Include controller, rain sensor, zone valves, all piping turf & landscape heads need to cover all areas outlined. c. 110 power for controller to be included. d. All items to be warranted for 1 year. e. To include 2018 activation and winterization of system. Guttering & Down Spouts A. All guttering & down spouts to be removed and replaced with 6 aluminum gutters and 4 down spouts. Approximate lengths are 600 of guttering and 210 of down spouts. Color to be determined. RFP-5
