1 Marina Bay Sands Guidelines for Rigging Service 1) Rigging and hanging of points in the licensed area of the event is an exclusive service offered by MBS. 2) It is the responsibility of the Licensee to ensure that the selected or nominated contractor observes this set of guidelines and Contractor House Rules set by MBS, and the Contractor is competent to carry out the contracted work. 3) Licensee / contractor must indicate rigger booking schedule and contact person requested by the contractor to carry out the work required. MBS reserves the right to charge licensee / contractor for additional labour if work cannot commence as per schedule due to no show of the customer or delay in contractor s own setup schedule. Rescheduling will be allocated based on the next available slot if there is a no show of 30minutes or more from the stipulated schedule. On-site or overtime charges will prevail. No refund is allowed. 4) All rigging work in the licensed area must be done in compliance with MBS rules and regulations and all applicable regulations in Singapore. The nominated contractor of the Licensee is not allowed to work in areas other than the licensed area, except with the written approval of Marina Bay Sands. 5) All lifting appliances i.e. motorized chain hoist, manual chain hoist and chain block, must be registered by MOM (Ministry of Manpower) and certified for usage by authorized examiners. For all lifting gears i.e. shackles, round slings, swivel and eyebolt, it must be rated or MOM certified. For more information on registration of lifting equipment, please refer to MOM website at: 6) A signed PE (Professional Engineer) endorsement with reference to the structural plans and design calculations of the installation, must be submitted for a) ground trussing system / structure built from the ground with 4 meters and above in height (In cases where it is built on stage, the height of the stage shall be included to the total height of the built.) or b) rigging that bears any substantial load on the ceiling rigging points or c) Any LED wall build up from floor up. 7) All AV and rigging work must conform to the PE (Physical Engineer) endorsement submitted. PE must be on-site to ensure that all work done conform to the PE endorsement. 8) To ensure compliance with PE endorsement document, MBS personnel will inspect the structural work / trussing work before proceeding with the hook up to the designated rig point. Any variation of the design must be re-endorsed by the PE concerned. 9) For all structure built from ground, the ratio of the base to the height of structure must be at 1:4, with safety braces outrigger. 2 10) For all LED wall build up on MBS stage platform, the center of gravity of the LED Wall must be at the center of the stage platform. The tie back must not be tied to the stage. See Appendix E for any build up on stage and stage specifications. 11) The following Regulations & Code of Practice are applicable to govern the workmanship and quality of the work commenced for scaffolding. a) Workplace Safety and Health Act (Chapter 354A, Section 65) Workplace Safety and Health (Scaffolds) Regulations ) Licensee / contractors shall ensure that only competent operators are tasked to operate the mobile elevated work platform (MEWP). MEWP operator must have licensed by a Ministry of Manpower Accredited Training Provider and familiar with the model of MEWP they are operating. 13) While working at height in a mobile elevated work platform (MEWP), such as scissor lift and boom lift, the operator shall ensure that all persons on the MEWP use appropriate Personal Protective Equipment (PPE), including helmet and travel restraint system anchored to the manufacturers designated anchor point inside the MEWP. 14) Wire rope clips must be installed correctly. Refer to Appendix F. 15) Application for Rigging and hanging of points. MBS requires the nominated contractor to provide the following information and certification. All information and certification must be submitted at least 21 days before move-in. a) Rigging Request Checklist. See Appendix G. b) Contractor s Authorized Lifting Equipment. See Appendix H. c) Layout - Plan view of structure / truss with all dimensions. - Elevation view of structure / truss with all dimensions. - Plan of entire hall / ballroom to indicate markings of the rigging points / structure / truss. d) Date and time of setup. e) Date and time of teardown. f) Date, time and duration of Scissors / boom lift requirement. g) Date, time and duration of scissors / boom lift operator. h) Scissors / boom lift license. i) The PE endorsement must include: - Plan view of structure / truss with all dimensions and labelling. - Elevation view of structure / truss with all dimensions and labelling. - Perspective view of the design. - Plan of entire hall / ballroom to indicate markings of the rigging points / structure / truss. - A table of calculation on individual loadings of the structure / truss. See Appendix G. 16) MBS reserves the right to refuse to provide rigging services if the contractor fails to provide the information required for the rigging and hanging of points application or the hanging structure is deemed to be unsafe.
