1 ADDENDUM NO. 1 TO SOUTHERLY FIRST STAGE FINAL SETTLING IMPROVEMENTS (SSFS-1) RFP FOR THE NORTHEAST OHIO REGIONAL SEWER DISTRICT JUNE 29, 2012 PROPOSALS DUE: 4:30 P.M. (OFFICIAL LOCAL TIME) ON WEDNESDAY, JULY 11, 2012 Addendum No.1 consists of three (3) pages and the following Attachments: Attachment SFSS Attachment SFSS Attachment SFSS Pre-Proposal Meeting Attendees (3 page) Pre-Proposal Presentation Slides (23 pages) 1974 Southerly Subsurface Investigation Report (7 pages) ATTENTION BIDDERS The following, as additions to and modifications in the Request for Proposal, will be included in, and become part of the Southerly First Stage Final Settling Improvements (SFSS-1). Proposers are, therefore, instructed to take the following into account in rendering any Proposal for this work. I. PRE-PROPOSAL CONFERENCE A. A pre-proposal conference was held on May 30, 2012 at the Environmental and Maintenance Services Center of the Northeast Ohio Regional Sewer District (NEORSD) located at 4747 East 49 th St., Cuyahoga Heights, OH. A list of attendees who signed in at the meeting is included as Attachment SFSS-1-1-1, and the presentation is included as Attachment SFSS The meeting convened at 9:00 AM, with Harry Shaposka, Project Manager, introducing himself and the following individuals: Mr. Terry Bolden Mr. Stephan Janosko NEORSD, Contract Compliance Officer NEORSD, Engineering and Construction B. NEORSD began the meeting with Harry Shaposka introducing the project and the schedule of events for the proposal and interview process. Some of the key dates discussed were as follows: a. Deadline for Questions July 5 4:30pm b. Proposals Due July 11 4:30pm c. Interviews on or around July 31 d. 2 e. Approximate Board Authorization to Award September 20 C. MBE/WBE/SBE Participation The NEORSD s Business Opportunity Program is on the NEORSD web page as well as the certified list of MBE/WBE/SBE companies. The MBE/WBE/SBE goal for this contract has been set at 20%. If you have any questions or concerns, please call Mr. Terry Bolden, Contract Compliance Officer at (216) D. Harry Shaposka stated that verbal questions would be accepted at the pre-proposal meeting. After the pre-proposal meeting, all questions must be submitted to Harry Shaposka in writing by the close of business, 4:30 PM, on July 5, They may be sent by mail to 3900 Euclid Ave., Cleveland, OH 44115; by fax to (216) ; or by (preferred) to shaposkah@neorsd.org. Answers to questions will be issued via Addendum to the list of attendees from the conference if warranted. E. The meeting was opened to questions from the attendees. The following are the questions asked at the meeting and answers to those questions: No Questions were asked. II. MISCELLANEOUS COMMENTS FROM THE PRE-PROPOSAL MEETING No Comments were made. III. QUESTIONS SUBMITTED, BY Q1. Are there any soil boring logs available for the area of FST s 7-10.? A1. Yes. See Attachment SFSS of this addendum. Q2. Task 1H: Hydraulic Analysis/Modeling, Does the District have a standard that they are using and if so, can you let me know what it is? A2. The hydraulic modeling language was written with the collection system modeling in mind. The District has no designated software for in-plant hydraulics. Therefore, the Consultant needs to describe their approach to modeling the hydraulics in their proposal. Q3. Are the following pages included in the page count? 1. Front Cover of Proposal 2.
