1 NSP Checklist for Initial Property Review Based on your organization s specific housing criteria REO listings can be sorted with basic MLS options. For example, most first time home buyer programs target families of 3 to 5 people. Thus a minimum home size would be 2 Bedroom/2 Bath. Additionally, HUD has set forth purchase price maximums for every targeted county. For example, $115,000 may be the maximum purchase price for acquisitions utilizing NSP funds. Furthermore, most State and Local programs do not allow for funds to be utilized for the acquisition or rehabilitation of condominiums or mobile homes. Finally, all foreclosed homes must be vacant. Keeping in mind the budgetary restraints for rehabilitation for any singular property, the following checklist will allow for a non-construction professional to complete an initial walk-through assessment of potential properties for acquisition. This is not to say a full property assessment should not be conducted by licensed general contractor, simply this checklist will allow members of your organization to conduct a quick first look before contractors are required. When ever possible, pictures should be taken of the exterior and interior areas of concern for each property accompanied by a written description of each area of concern. Providing this checklist, pictures, and a description of problem areas, a licensed general contractor can provide a ball-park estimate of rehabilitation costs. 2 Address: Neighborhood: City: County: State: Zip: Inspection completed by: Date: Exterior Review o Is there any visible damage to exterior of house examples: holes in roof, missing siding, wood rotten around soffit/fascia/windows, broken windows, cracks in brick or foundation? o Details: o Lighting- identify broken fixtures, bulbs or other damage to exterior lighting o Landscaping NSP regulations only allow $1000/property for landscaping, please indicate if heavily overgrown: o Driveway and sidewalks: indicate if there are any areas that are safety issues as well as cosmetic o Steps and handrails We must have handrails on steps that are more than three steps or higher. Steps must be stable and secure. o Windows indicate the total number of windows and if they are double or single pane o Deatials o Moisture look for any signs of mold, allege, or fungus growing on house 2 of 5

3 Interior/Exterior Doors o Check all doors to make sure they are in working order o Check appearance to see if painting is needed Walls and Ceiling o Indicate if there is any damage to walls and ceilings by number of defects o Detais o All units will be given a new coat of paint unless recently painted and in great condition, please note any paint colors other than a standard neutral or white. Electrical Components Review o Indicate amperage of homes electrical service (100, 150, or 200 amp) This can be found inside the circuit breaker/fuse box o Are all kitchen and bathroom electrical outlets GFCI rated? o Are the outlets two or three prong outlets? o Are smoke detectors in all bedrooms and hallways? HVAC System Review o Does house have HVAC or a central heating and air system? o Details: o Heating source gas or electric? o Year unit was manufactured (should be a sticker on the unit) Home Appliances Review o Refrigerator Condition o Stover & Range Condition o Dishwasher Condition o Hot water heater Condition 3 of 5

4 Cabinets/countertops Check to see if any need replacing due to appearance or damage o Kitchen Details o Bathroom Details Locate plumbing under cabinets and check for signs of water damage o Kitchen Details o Bathroom Details Plumbing fixtures o Check to see if all plumbing fixtures are present and in great working order o Kitchen Details o Tub /Shower Details o Toilets Details o Look for visible damage to fixtures and facilities Flooring o Indicate any soft areas of subfloor especially around toilets and bathtubs o If floor covering isn t visibly new we will replace, indicate type of flooring in each room and dimensions if possible Lights o Indicate if lights are missing or broken and ceiling fans must be in bedrooms and main living area. Insulation o Look in crawlspace and attic to see if insulation is present 4 of 5
