3 The Architectural Review Committee members are dedicated to establish and preserve the visual impression of Forest Hills 4 th Addition as a distinctive and desirable place in which to live. The Committee's primary focus is to protect and enhance each property owner's investment in their home site. As such, the Architectural Review Committee establishes Rules to provide standards of quality and design that can be modified as circumstances change and as the development matures. The Architectural Committee Design Review and Approval process is not intended to enforce unreasonable or excessively expensive controls. It is meant to coordinate the design and construction of residential dwellings to achieve a continuity of continuous quality and identity.

4 A. County of Spokane Requirements. The County of Spokane has adopted the uniform Building Code with State of Washington modifications. The County requires that a building permit be obtained prior to beginning construction of any improvement or making any additions or changes to an existing structure. B. New Construction. All plans for new homes must be submitted to the Architectural Review Committee for approval. Refer to Article 9 of the Declaration of Covenants of Forest Hills 4 th Addition. C. Walls. All plans for walls must be submitted to the Architectural Review Committee for approval. Refer to Article 9 of the Declaration of Covenants of Forest Hills 4 th Addition. D. Out Buildings. Out buildings such as storage sheds will be allowed provided siding and roofing conforms to same standards as residence. Size restrictions of such storage sheds are specified in the Spokane County building codes. E. Signs. No sign of any kind shall be displayed to the public view on any Lot except one professional sign of not more than one square foot or one sign of not more than five square feet advertising the property for sale or rent or signs used by a builder to advertise the property during construction and sales period. (Section 8.8 of Covenants). F. Fences. No fence or wall shall be erected or maintained on a Lot without the prior written approval of the Architectural Committee as to locations, style, and materials used. (Section 9.11 of Covenants). Black Chain Link Vinyl - Picket style, not solid panel Wood - The style of wood fence must be submitted for approval. Homeowners are responsible for maintaining the appearance of their wood fence. 5 Other - Other types and styles of fencing will be considered for approval as submitted by homeowners. G. Front Yard Landscaping. All portions of lots that border a street must be landscaped to ensure continuity of the neighborhood and are subject to the same landscaping requirements and deadlines stated in Section 9.13 Front Yard Landscaping in the Declaration of Covenants of Forest Hills 4 th Addition. "9.13 FRONT YARD LANDSCAPING. Front yard landscaping must be completed within 60 days of occupancy on all homes occupied from April 1 st through September 1 st ; homes occupied from September 2 nd through March 31 st will have until the following June 1 st to complete the front landscaping as required hereunder. Unoccupied homes will have the same restrictions, only dates would start at time of completion and final inspection by Spokane County Building Department. lj Underground irrigation should be used in Front Yards to ensure plant life is sustained and healthy. All landscaping materials shall be maintained and neat in appearance at all times. H. Rear Yards. A rear yard is defined as all areas that are not visible from the I. Driveways. Paint or stain color chip samples intended to be used on the exteriors of homes need to be submitted for approval by the Architectural Review Committee. Color changes on home exteriors also need to be

6 approved. Exterior home colors should be earth tone based and compatible with the surrounding neighbor's homes but not duplicate in color of adjacent homes. III. Architectural Committee Design Review Process A. Application (see next page for application)

For Structural additions/changes and fences: Attach map of lot showing improvement location & dimensions.
