1 TENDERNO. 9/ TECHNICAL SPECIFICATION 7.A SCOPE: This specification covers the design, manufacture, testing, packing, supply, CFR delivery to Aqaba Docks in Jordan and guarantee (maintain) the following insulators and all the fittings types to be used in Double and Quadruple Circuits 132 kv OHTL s, Three phases, Single conductor per phase, OPGW Earthwires for the following lines:- Lot1: Quadruple circuits between the existing Rashadiyah Ma'an 132 kv OHTL and Fujaij Wind Project Substation of total route length approximately 8kms. Lot2: Double circuit between the existing Hasa Rashadiyah 132 kv OHTL and Tafila Wind Project Substation of total route length approximately 1km. Lot3: Quadruple circuits between the existing Bayader Fuheis 132 kv OHTL and Amman South - Salt 132 kv OHTL of total route length approximately 7kms. Lot4: Quadruple circuits between the existing Ma'an Sheidiya 132 kv OHTL and Ma'an Solar Project Substation of total route length approximately 1.5kms. 7.B PHYSICAL CHARACTERISTICS: Tenderers are requested to fill and submit all technical and price schedules for the following, suspension, heavy suspension and tension insulator sets of total minimum creepage path of 5510 as specified in addition to other items:- 1. Cap and pin insulator The insulators shall be designed with view to service in desert pollution for Aerodynamic & normal Tension Insulators and all pins shall be equipped with zinc sleeves. 51

2 2. Long Rod insulator The insulator shall be designed with view service desert pollution for both of the a/m types: - The surface of porcelain shells shall be free from unevenness and rough particles and the entire surface that will be exposed after assembly, shall be brown glazed to give a smooth finish of uniform color. The glaze shall be of the "Compression Type" and shall be unaffected by sudden changes of temperatures, immune to the effects of zone, acids or alkaline dust which may be encountered within the normal service conditions the glaze on porcelain insulators shall have translucent finish. The surface of the toughened glass shells, also, shall be free from unevenness and rough particles as well as interior bubbles. Socket caps shall be made of malleable cast or ductile cast iron and ball pins shall be made of high tensile steel and shall be hot dip galvanized after all necessary marking. Sockets and ball pins shall be hot dip galvanized in accordance with ASTM A 153 or equivalent. Retaining pins or locking devices for the insulators units shall be of phosphor bronze or stainless steel. The composition of which shall comply with B.S.S 369. The pins and locking devices shall be such that when set under any condition of handling or service nothing but extreme deformation shall allow separation of the insulator units or fittings or shall cause any risk of the retaining pins or locking devices shall be incapable of rotating when in position. All ball and socket joints on insulator sets shall be lightly coated with an approved grease. Technical Schedules shall be filled by the Tenderer for either porcelain or toughened glass Insulators and fittings and shall include all particulars of the offered insulators and conductor, fittings as applicable. 52

3 3. Composite Insulator: Composite Insulator shall consist either of individual sheds mounted on the core, with or without an intermediate sheath, or alternatively, of a housing directly moulded or cast in one or several pieces on to the core. 3.2 Core of a composite insulator : It shall be designed to ensure the mechanical characteristics. The core usually consist of either fibers (e.g. glass) which are positioned in a resin based matrix or a homogeneous insulating material (e.g. porcelain or resin). 3.3 Core diameter : The core diameter shall be:- - The geometric diameter of a core of circular section, and to be 18 mm for insulators of SML 120.above that shall be 22 mm. 3.4 Housing and sheds of a composite insulator: It shall provide the necessary creepage distance and protect the core from the weather. An intermediate sheath made of insulating material is a part of the housing. A shed shall be a projecting part of the housing intended to increase the creepage distance. The sheds can be with or without ribs. The housing material shall be high temperature vulcanized silicon rubber (HTV). 3.5 Metal fitting of a composite insulator : The metal fittings shall be intended to connect to a supporting structure, or to a conductor, or to an item of equipment, or to another insulator. 3.6 Connecting zone : Zone where the mechanical load shall be transmitted between the rod and the metal fitting. 3.7 Coupling : The coupling shall be ball and sockets according to IEC The following shall be considered during tests and if will be found not acceptable according to IEC (Version 2.0) the insulators will be rejected:- A) Tracking: Tracking shall be an irreversible degradation by formation of paths starting and developing on the surface of an insulating material. These paths are conductive even under dry conditions. 53

4 Tracking can occur on surfaces in contact with air and also on the interfaces between different insulating materials. B) Treeing : Treeing shall be an irreversible degradation consisting of the formation of microchannels within the material which can be conducting or non- conducting. These microchannels can progressively extend through the bulk of the material until electrical failure occurs. C) Erosion : Erosion shall be an irreversible and non-conducting degradation of the surface of the insulator that occurs by loss of material. This can be uniform, localized or tree-shaped. D) Chalking (flouring): Chalking shall be the appearance of some particles of the filler of the housing material forming a rough or powdery surface. E) Crazing : Crazing shall be made of surface micro-fractures of depths approximately 0.01mm to 0.1mm. F) Crack : Any surface fracture of depths greater than 0.1mm. G) Hydrolysis phenomena: Hydrolysis phenomena, due to water penetration in liquid form or as water vapor, can take place in the materials of the composite insulator which can lead to electrical and/ or mechanical degradation. H) Specified mechanical load (SML) : The SML shall be load indicated in requirement specification which is used for mechanical tests. I) Routine test load (RTL) : The RTL shall be the load applied to all assembled composite insulators during a routine mechanical test. 7.C STANDARDS The following or equivalent standards shall be considered in the design or testing of the offered insulators. These standards shall be applied in part or whole to the offered insulators. IEC 60 - High Voltage Test Techniques IEC Ball and socket coupling of string insulator units. 54

5 IEC Characteristics of string insulators of cap and pin. IEC Locking devices for ball and socket couplings of string insulator units. IEC Tests on insulators IEC Radio interference test on high Voltage insulators. IEC Thermal - mechanical performance test and mechanical performance test on string insulator unit. IEC Sampling rules and acceptance criteria when applying statistical control methods of mechanical and electromechanical tests. IEC (Edition 2.0) - Composite insulator for a.c overhead voltage greater than 1000 V. BS 309) 310) - Malleable Iron-Castings. 333) BS BS Hot dip galvanized coatings on iron and steel articles Forged Steel. BS Iron castings with spheroidal or modular graphite (ductile). BS Copper and copper Alloys (Table 8 for chemical composition and mechanical properties of phosphor bronze for pins or locking devices). 7. D TESTING Every facility is to be provided by the Contractor to enable the Employer s representatives to carry out the necessary inspection and testing of the purchased materials. The costs of all tests during manufacturing and preparation of test records shall be borne by the Contractor. 55

6 Insulator set tests will be witnessed by the Employer's staff (Two inspectors) and all costs associated with this shall be filled in by the Tenderers in the relevant item of detailed price schedules. Payment will be for the successful test only. These costs shall include visas, hotel accommodation in Five stars or equivalent hotel, transport, all meals and other expenses, airtickets of economic class for flights less than 5 hours without connection flight (station) out of that the airticket shall be busniss class and out of pocket expenses. Instruments shall be approved and shall, if required by the Employer's representative, be calibrated by the National physical Laboratory or such other body as may be approved at the expense of the contractor. The following test shall be carried out at the manufacturer's works. I. Type Test: One suspension, one heavy suspension and one tension string of each shall be subject to the following tests in accordance with the provisions of IEC publications 383,437, IEC1467 and (Edition 2.0) or such other standards as may be approved -: 1) Verification of the dimensions. 2 ) Radio interference tests. For these tests, single unit RIV test will be required on the complete insulator unit which are used to make up with fittings. The maximum value for acceptable noise should be not more than 25 db. 3) Dry Lightning Impulse withstand test : Dry withstand positive and negative polarity. 4) Wet switching Impulse withstand test : Wet withstand positive and negative polarity 5) Wet Power frequency withstand tests : Wet withstand tests shall be on complete insulator strings including string fittings and dampers and any other fittings attached to the conductors in service and shall be made with and without arc horns. To achieve this a set of fittings for each insulator string will be forwarded to the insulator manufacturer by NEPCO or his selected fittings manufacturer for assembly into complete strings. 6) Electro-mechanical failing load test (Porcelain only). 7) Mechanical failing load test (Composite & glass only). 56

7 8) Thermal-Mechanical performance test. 9) Test of housing -: Tracking and erosion test (composite only) 10) Test for the core material (composite only). 11) AC Power arc test (for glass and porcelain only). 12) Aging Test :- For composite insulators only, the report of this tests shall be submitted from an approved international independent laboratory,and the date of this tests shall be not before ten years,out of that this tests shall carried out without any extra costs and time extensions. All a/m tests or part of them should be carried out and witnessed by NEPCO s Representative depending on NEPCO decision. II. Additionally the following sample and routine tests shall be carried out on every shipment of suspension, heavy suspension and tension insulator sets /discs:- SAMPLE ROUTINE (IEC 383 Section 4) (IEC 383 Section 5 ) Verification of dimensions Visual examination Temperature cycle test Mechanical test. Electromechanical failing Load test (Porcelain only) Electrical test. Thermal shock test (glass only) Thermal shock test Puncture test Porosity test (porcelain only) Verification of the displacement Galvanizing test. Verification of the locking system Mechanical failing load test(glass only) III. for composite insulator all tests mentioned in IEC 1109 should be carried out on every shipment. In case that Testing by third Party is decided by the Employer in the place of manufacture, the Contractor will conduct on his own expense all the tests required by the Employer. 57

8 7.E MARKING Every insulator body shall have a durable and legible trade mark and year of manufacture as well as the rated combined M & E strength in Kilo Newton & Kilo Volt. 7.F PACKING The whole of the insulators shall be packed in non-returnable cases. The cases shall be convenient for ocean and overland transportation. Packing cases shall be strongly constructed and in no case timber less than 25mm in thickness is to be used. The contents of the packing cases shall be securely fastened in position with struts or cross battens. Aluminum, Plastic or PVC, name plate shall be fixed to each case and clearly marked with the following -: - Contract No. - Number and size of insulators. All packing will be inspected before shipment. 7.G SHIPPING MARK FORM : IS ATTACHED 7.H INSULATOR AND CONDUCTOR FITTINGS Routine and sample mechanical tests shall be carried out on fittings in accordance with the appropriate section of BS.3288 part 1 or such other standard as may be approved. 7.I TENSION CLAMPS AND JOINTS Two samples each of tension clamps and tension and nontension joints shall be submitted to mechanical and electrical type tests, galvanizing and mechanical routine tests in accordance with the appropriate section of BS.3288 part 1 or such other standard as may be approved. The Employer from time to time, shall make further similar tests as may be required to ensure, that the quality of the product is being maintained throughout the Contract. 7.J SCHEDULES The following schedules must be filled in by the Tenderer as applicable. 58

No manufacturing, testing or shipping of materials is allowed before written approval of the Employer. Partial shipments can be approved. 59
