ENGINEERING DIVISION REQUEST FOR QUOTES NORTH FRONT STREET & UPRR TREE MAINTENANCE PRUNING FILE # BACKGROUND: City of Woodburn, OR is seeking bids to prune 96 Trees (27 Bowhall Maples along the West side of Front Street, 32 Cambridge Pears on side streets, 31 Basswood & 5 Plum trees that are along the east side of Front Street within the Union Pacific Railroad Right-of-Way, and one (1) Black Walnut tree at the SW quadrant of Oak Street and Front Street). Tree Pruning along the east side of Front Street in Railroad Right-of-Way shall conform to UPRR guidelines. Please see Figure A Union Pacific Railroad Tree Trimming Guidelines at the end of this request for quotes. Street Trees are in need of some crown and canopy thinning for aesthetics. Crown canopy raising will need to be done because branches are growing into business awnings and canopies, the lower limbs are being used as handles and are accessible for vandalism, therefore the crown should be raised to be at least 10ft above the sidewalk and 15ft above the street. All work SHALL be completed 35 calendar days from the dated notice to proceed. SCOPE: Contractor(s) wishing to offer a bid for this project shall: Make a visit to the project site to assess all 96 trees at locations described above. Make a written cost offer (attached From of Proposal) based on unit price for work outlined in the bid schedule and further clarified in the Special Provisions. All work shall be performed in accordance with Woodburn Engineering Division standard details and specifications. All work under this project shall be under the supervision of a Certified Arborist. Provide $1,000, of liability insurance, with City of Woodburn, OR employees also covered for the contract. Liability Insurance is incidental to the project for which no direct compensation will be made. INSTRUCTIONS TO BIDDERS: 1. 3 SPECIAL PROVISIONS Bidders shall modify the Technical Specifications as follows: 1. Delete Measurement & Payment Sections in the Technical Specifications and replace with the following: A. Mobilization & Bonding: Measurement for this bid item will be on a percent complete basis. Payment of this bid item will be made on the lump sum price amount listed in the Bid Proposal Form and will be payment in full for all costs associated with mobilization/demobilization activities and bonding per local, state, and federal requirements, as applicable. B. Temporary Traffic Control: Measurement for this bid item will be on a percent complete basis. Payment of this bid item will be made on the lump sum price amount listed in the Bid Proposal Form and will be payment in full for all costs associated with temporary traffic control activities and requirements through the entire duration of the project per local, state, and federal requirements, as applicable. C. Tree Crown and Canopy Thinning/Raising: Measurement for this bid item will be on the each basis. Payment of this bid item will made on the each price amount listed in the Bid Proposal form and will be payment in full for all crown and canopy thinning/raising activities and requirements as described herein. Remove dead, dying, diseased and broken branches. Reduce density by selectively removing interfering, crossing or parallel branches, objectional obstructing or weak branches, and water/sucker branches. Select the strongest leader and remove competing branches to prevent the development of codominant stems. This service is to be done with emphasis on aesthetic considerations, in addition to structural integrity. Remove branches from the bottom of the crown of a tree to provide clearance for pedestrians (min. 10ft above sidewalk), vehicles (min. 15ft from street surface), buildings and building awning and canopies, as applicable. This item includes the cleaning of all paved surfaces and appurtenances of debris resulting from this work.
