Hart Union High School District Centre Pointe Parkway Santa Clarita, CA Re: Castaic High School HVAC Systems and Controls Commissioning (Cx) Dear Mr. Otavka: American Commissioning Group, LLC is pleased to propose our services to you for the above referenced project. American Commissioning Group proposes to fulfill the role of the Commissioning Coordinator or Commissioning Agent (CxA). General Description The project is a new High School located in Castaic, CA. This project is inclusive of Buildings 100 Admin, 200 Library/Science, 300 Gym, 400 Classroom, 500 Classroom, 600 Classroom, 700 Classroom, 800 Classroom, 900 Performing Arts, 1000 Food Service & 1100 Storage/Maintenance. The project will be phased as indicated in baseline construction schedule dated The described Commissioning (Cx) scope will comply with specification section & (as applies to HVAC systems) and the following requirements: Building Commissioning Association (BCA) New Construction Building Commissioning Best Practices for the design and construction phase of the project. The following systems are included in the Commissioning scope: HVAC Systems and Controls Bldg. 100 Administration (7 AC s, 7 PE s, 5 EF s, 1 Split System) Bldg. 200 Library/Science (37 AC s, 37 PE s, 9 SF s, 15 EF s, 9 FH s, 7 Split Systems) Bldg. 300 Gym (8 AC s, 8 PE s, 3 MAU s 19EF s, 1 Split System) Bldg. 400 Classroom (17 AC s, 17 PE s 6 EF s, 2 Split Systems) Bldg. 500 Classroom (15 AC s, 15 PE s, 6 EF s, 2 Split Systems) Bldg. 600 Classroom (13 AC s, 13PE s, 8 EF s, 2 Split Systems) Bldg. 700 Classroom (9 AC s, 9PE s, 6 EF s, 7 FE s, 2 Split Systems) Bldg. 800 Classroom (2 AC s, 2 PE s, 1 Split System) Bldg. 900 Classroom/Theater (16 AC s, 10 PE s, 9 EF s) Bldg Food Services (4 AC s, 4 PE s, 3 MAU s, 5 EF s, 2 Split Systems) Bldg Storage/Maintenance (1 Exhaust Fan) Proposed Scope of Work The following scope of work is broken down by task (this Cx scope is not intended to comply with and/ or include CALGreen requirements and documentation).

2 Page Two, Castaic High School HVAC Systems and Controls Commissioning (Cx) Design Development (DD) Phase Task 1 Project Initiation/Document Retrieval Initiate contact with appropriate members of the Project Team (Owner Representative, Design Team, Contractors). Obtain all required project documentation (Specifications, Design Drawings, OPR, BOD, schedules). Establish communications protocol for project. Task 2 - Review of Owner Project Requirements (OPR) and Basis of Design (BOD) The Owner s Project Requirements (OPR) documents the functional requirements of a project and the building use and operation as it relates to systems being commissioned. The document describes the physical and functional building characteristics desired by the owner and establishes performance and acceptance criteria. The Basis of Design (BOD) describes the building systems to be commissioned and outlines design assumptions not indicated in the design documents. The design team develops the BOD to describe how the building systems design meets the Owner s Project Requirements (OPR), and why the systems were selected. The BOD will include the Sequence of Operations (SOO) for each of the system to be commissioned. The development of the OPR and BOD are the responsibility of the Owner, Project Architect and the Design Engineer(s). American Commissioning Group will review these documents in order to comply with the applicable Cx requirements. Task 3 Preparation of Commissioning Plan American Commissioning Group will develop a commissioning plan to document how the project will be commissioned. The Commissioning Plan shall include the following: General project information Commissioning goals Commissioning team contact Information and responsibilities Commissioning communication protocols Listing of components and systems to be commissioned Description and listing of the testing Copies of Component start-up and installation check sheets Commissioning Schedule Construction Document (CD) Phase Task 4 - Preparation of Cx Specifications American Commissioning Group will review the drawings/specs where they describe commissioning measures or requirements. We will provide input to the design team to insure the following are addressed: Specific testing requirements by system Facility staff training requirements (if any) O&M manual review and approval procedures System s manual development requirements

3 Page Three, Castaic High School HVAC Systems and Controls Commissioning (Cx) Construction Phase Task 5 - Site Observation Visits Perform site observation visits to monitor the construction of the systems to be commissioned. Task 6 Review of Contractor Submittals Review manufacturer s MEP and irrigation equipment submittals. Task 7 Develop and verify Startup Verification Checklists Develop (with the assistance of the contractor and manufacturers representatives) the pre-functional checklists using manufacturer standard procedures as a starting basis. Spot check pre-commissioning check lists against system readiness and report systems not meeting readiness requirements. Review TAB Report. Task 8 - Preparation and Completion of Functional Performance Tests (FPTs) Review available trend logs. FPTs demonstrate the correct installation and operation of each component, system, and system-tosystem interface according to the Owner s Project Requirements, Basis of Design, and plans and specifications. American Commissioning Group will develop and conduct (with assistance of GC and subs) the functional performance tests, testing in conjunction with the contractor, sub-contractors and other agents as required. Representatives of the major equipment manufacturers and the installing contractor must be present for the performance of the functional testing. Note: Testing of representative samples of equipment may be used in lieu of 100% testing of all units if deemed warranted by the Commissioning Agent and the Owner. Task 9 - Preparation of Systems Manual Documentation of the operational aspects of the building shall be completed within the Systems Manual and delivered to the building owner or representative. This document is in addition to the record construction drawings, documents, and the Operation & Maintenance (O&M) Manuals supplied by the contractor. The Systems Manual is assembled during the construction phase and available during the contractors training of the facility staff. American Commissioning Group shall develop/compile a System Manual for the Building Operators to use that will contain the following information provided by various project team members: Site information, including facility description and utility providers Final version of the OPR and BOD (by design engineers) System single line drawings (by design engineers) Record Sequences of Operation and control point lists (from various subcontractors) Program listing for DDC system including parameter lists for each programmable device and VFC (control subcontractor). Operating instructions for integrated building systems (by various Original Equipment Manufacturers (OEM) and design engineers) Site equipment inventory Recommended schedule of maintenance (by OEMs) Recommended Re-Commissioning schedule and tests (by CxA) Recommended Schedule for calibration of sensors and actuators (by OEMs)

4 Page Four, Castaic High School HVAC Systems and Controls Commissioning (Cx) Task 10 - Development, Coordination and Verification of System Training Requirements The systems operations training program is specified in the project specifications for the major systems listed. The System Manual, Operation and Maintenance (O&M) documentation, and record drawings are to be prepared and available to the maintenance staff prior to implementation of any training or the development of a written training program. American Commissioning Group shall document the training of the maintenance staff in the commissioning report. Task 11 - Preparation of Final Commissioning Report A complete report of commissioning activities performed through the design, construction and testing of the building shall be completed and provided to the Owner. American Commissioning Group shall prepare the Commissioning Report which will include the following: Executive summary of process and results of commissioning program (including any deficiencies/discrepancies) A Master Commissioning Issues Log documenting Cx activities, observations, system deficiencies and how resolved Completed System performance test results (including installation checklists and FPT forms) Summary of required training activities Commissioning Plan Final Owners Project Requirements (OPR) Final Basis of Design (BOD) Task 12 - Post Occupancy Coordinate deferred and seasonal Functional Tests; Verify correction of deficiencies 5 days are assumed for this task. Coordinate with the District and O&M staff to review the facility systems operation with O&M staff and occupants 10 months after substantial completion of the facility. This review is to verify that the systems are continuing to work per specifications and warranty. Four days are assumed for this task. Meetings and site visits It is assumed we will participate in up to (10) meetings with the owner, design team or contractor (via teleconference). It is assumed we will participate in one (1) Cx kick-off meeting with contractor and his subs to discuss Cx roles and responsibilities. It is assumed we will perform up to (20) visits to the site during construction to observe the construction of the systems to be commissioned. It is assumed we will participate in up to (27) days of Functional Testing on the site with the contractor and their subs. These meetings/site visits are included in our base price. Additional meetings (if requested) will be billed at a T&M rate IAW our standard rate schedule.

5 Page Five, Castaic High School HVAC Systems and Controls Commissioning (Cx) Assumptions and Exclusions Following are assumption and exclusion items that American Commissioning Group, LLC used in the development of the scope and fee for this proposal: 1. The following are excluded from the scope/cost: Overtime/Off-hours. Liquidated Damages. Performance and/or Payment Bond. Plumbing Systems. Electrical Systems. Safety & Security Systems. Communication Systems. IAQ Procedures. 2. This proposal only relates to the Commissioning Activities of the District Commissioning Agent (CxA). Commissioning activities assigned to the General or sub-contractor are NOT included in this scope. 3. Certificates of Acceptance Testing: Completion and documentation of California Energy Commission Title 24 Section 6 Energy Compliance Certificates of Acceptance Forms are not included in this scope of work. 4. Payment of Plan Check fees or progressing of the Plan Check process is not included in this scope of work. 5. Scheduling and making sure all needed members of the Commissioning Team are present is the responsibility of the General Contractor. Additional costs for site visits which result in canceled or rescheduled testing will apply. 6. Continuity checks, point-to-point checks, system flushing, and control programming will be completed and operable by the installing contractor prior to the start of the commissioning process. 7. Representatives of the major equipment manufacturers and the installing contractor will be present for the performance of the functional testing and training sessions. 8. Test and measurement equipment required for the commissioning process will be provided by the installing contractor. Current calibration certificates for instruments and test equipment are the responsibility of the contractor. 9. Commissioning costs for re-testing systems after an initial failure are considered a Change Order and will be the responsibility of the contractor. 10. We assume the construction schedule to be no more than 24 months. Protracted project schedules will increase the cost of the commissioning services quoted. 11. Compliance with State and Federal Certified Payroll requirements are not part of this scope, but can be included in the contract for an additional fee. 12. Additional insurance coverage (AI) endorsement, changes to our policy limits, pollution liability, environmental impairment liability, and extended overhead costs related to OCIP and/or waiver of subrogation can be included in the contract for an additional fee.

6 Page Six, Castaic High School HVAC Systems and Controls Commissioning (Cx) Summary of Proposed Engineering Fees ACG, LLC proposes to perform the described tasks for the lump sum amount of $129, Upon award, an invoice for 10% of the contract fee will be issued to cover document retrieval and project initiation costs. Invoicing will occur in accordance with an agreed upon Schedule of Values. This proposal will remain in effect for 90 days. Should you have any questions, please feel free to contact our office. Payments made by credit cards are subject to a service charge of 3%. We accept Visa, MasterCard & American Express This agreement represents the entire understanding and agreement, and shall be binding upon and for the benefit of both parties, their successors and assigns, unless a subsequent written agreement is properly executed.
