3 Client: Life Space Developments Ltd Date 30/01/2015 Targeted Refurbishment Survey 1.0 Introduction Executive summary We have been advised by the clients representatives that the proposed works consist of demolition of garages located to this site and the building previously serving as the area Depot / lock up Yard. The remit of this survey was to the affected areas as discussed with the client and confirmed on site layout drawing provided by the client. No investigations of areas outside of these locations to this building were undertaken. Invasive investigations were of a restricted in that not all garages were internally accessible, it was also identified that personal items were still present within some of the accessible units. Materials POSITIVE for asbestos contamination have been identified during this investigation as follows (also see site layout and data sheets): Findings. Sample/ ref: QSS11506/ 14 & 16 Location: Site D. ALL Depot internal ceiling boards. Asbestos Insulation boards (AIB) Fully LICENSED MATERIAL, HIGH RISK PRODUCT. Works only by a LICENSED ASBESTOS REMOVAL CONTRACTOR under fully controlled conditions. 14 day notification to HSE required. Positive: Amosite & Chrysotile. (AIB). (Brown & White Asbestos) Sample/ ref: QSS11506/ 2,3,5,6,9,10,11 & 12 Location: Sites C & D. Majority of Garages, cement profile roof sheets. Although the sample for the above item returned negative on analysis it is still possible that some contaminated materials may be present within the pile of debris. Intermittent sections of replacement profile cement roof sheets have been tested which returned negative results, please note it may not be cost effective in terms of separating these works from the Positive Sheet Removals. Locked Garages / NO ACCESS, as a large proportion of the units scheduled for demolition were not internally accessible due to being locked or access restricted by parked vehicles. There may be the potential for contaminated products to be present within as either left by previous occupants or alterations from the generic construct by others. It is advised that if suspect materials are identified within garages once all doors have been opened that these items are either presumed Positive and removed accordingly or further investigations / sampling be undertaken to confirm composition. 5 Client: Life Space Developments Ltd Date 30/01/2015 Targeted Refurbishment Survey Scope and Purpose 1.1 The Client has elected to commission Qube Environmental to undertake a Pre Demolition Survey to the above named premises to the areas identified on the drawing provided. 1.2 At the time of inspection the site was deemed as occupied as garage doors were locked and personal items present 1.3 We were advised that the aim of the survey was to locate and identify the presence of ACM s or suspected ACM s to the areas of proposed disturbance which include internal elements & external elements of the premises. 1.4 This report provides a record and assessment of the extent and characteristics of ACM s identified and is based on of the existing site conditions as found at the time of survey & the information made available as of the 22 nd January A Refurbishment / Pre-Demolition survey is as described below: Refurbishment / Pre-Demolition Survey (RFD survey) - Full Access sampling and identification survey. A full-access intrusive asbestos survey, extending the standard sampling asbestos survey, to include investigations into reasonably accessible sealed voids and the fabric of the building. An asbestos register is not included with this type of survey, as it is presumed that all asbestos materials identified are to be removed to facilitate refurbishment / demolition works. Due to the nature of the types of products which have utilized Asbestos as a constituent part there is still a possibility that some asbestos containing material may not be identified if they are in sealed voids or highly inaccessible areas. These may only be found at the time of demolition. 1.6 This particular survey comprised of a Targeted Refurbishment Assessment survey, carried out in accordance with the Health and Safety Executive s guidance document HSG 264 This means that: As far as reasonably practicable, locate and describe all ACM s in all reasonably accessible areas of the building within the constrains that the property is to remain occupied. A sampling programme is undertaken to identify possible ACM s and estimates of the volumes and the surface areas of ACM made. Qube Environmental. Report No. QSS11506 Page 5 of 20

6 Client: Life Space Developments Ltd Date 30/01/2015 Targeted Refurbishment Survey A record of the ACM s or where additional asbestos debris may be expected to be present. 1.7 The purpose of the report is to: Enable the client to take appropriate precautions so that people who working at the property are not exposed to asbestos-related health risks. Provide information to assist the client in developing and implementing an action plan for the further investigation, treatment, removal and/or monitoring of ACMs. Control of Asbestos Regulations 2012 (current edition) 1.8 The Control of Asbestos Regulations 2012 (CAR) apply to most work situations involving potential risk of exposure to asbestos. Since May 2004 the CAR will require that employers: Take all reasonable steps to identify the locations of materials likely to contain asbestos. Assume that the identified materials contain asbestos, unless there is evidence to the contrary. Keep an up to date written record (an Asbestos Register) of the location of asbestos-containing materials. Monitor the condition of asbestos-containing materials. Make a written assessment of the risk of exposure from asbestos. Prepare and implement a management plan to control asbestosrelated health risks, including measures to ensure that: material known or presumed to create a risk of exposure to asbestos is repaired or, if necessary, removed. material known or presumed to contain asbestos, but which does not pose a risk of exposure, is maintained in a good state of repair. information about the location and condition of material known or presumed to contain asbestos is given to anyone who is likely to disturb it. Other Health & Safety Regulations 1.9 Under Section 2 of the Health and Safety at Work etc. Act 1974 (HSWA), employers have a duty of care for the health, safety and welfare of their employees whilst at work. 7 Client: Life Space Developments Ltd Date 30/01/2015 Targeted Refurbishment Survey premises have a duty of care, under Section 4 of the HSWA, towards all other people (non-employees) who use or work at their premises Other regulations embodied in the HSWA require employers to ensure that: Immediate steps are taken to reduce exposure to asbestos, in situations where the control level or action level is exceeded. Risk assessments are carried out and are used to prepare method statements for any work that is likely to involve exposure to asbestos. The number of workers exposed to asbestos is kept to a minimum. Information on the location of asbestos is made available to any person likely to be exposed to ACMs. Training is given to anyone liable to be exposed to asbestos This report can be used as a reference to assist the client in fulfilling its duties and obligations under present regulatory framework. Sources of Data Background Information 1.12 There is no current asbestos register available for these areas of this site at the time of inspection Information regarding the proposed works affecting this site were provided by Life Space Developments Ltd. Inspection, sampling and testing 1.14 After discussion with client in reference to site conditions, end client aims and the proposed works to the site. Mr A. Richardson on the 22 nd January 2015 carried out a restricted invasive inspection of the areas advised to be affected by the proposed demolition as per information supplied by the clients representative Mr Paul Preston The purpose of the inspection was to identify locations where the presence of asbestos is suspected, and to make arrangements for the recovery and testing of representative samples Based on the findings of the restricted invasive inspection carried out on the 22 nd January 2015, SIXTEEN representative bulk samples of materials were recovered from the site. During the sampling process, care was taken to verify that the recovered samples were representative of the situation and the medium in which asbestos contamination was suspected. 8 Client: Life Space Developments Ltd Date 30/01/2015 Targeted Refurbishment Survey 1.17 The recovered samples were subsequently examined in a UKAS Accredited laboratory to establish their asbestos content, in accordance with HSG248 Asbestos: The Analysts Guide, published by the Health & Safety Executive The results of the laboratory testing for all recovered samples are presented at Appendix A All areas identified as affected on the information supplied by the client and their representatives on the 22 nd January 2015 were representatively inspected where accessible and safe to do so. Areas of the buildings which have not been inspected should be presumed to contain ACM s until proved otherwise. Presentation of Findings Data Sheets 1.20 Data sheet for the sampled materials have been prepared. These data sheets are presented in Appendix A Figures where applicable are presented at the rear of this document. These include photo reports, data sheets and layout representations. Representative Sampling 1.22 Every attempt has been made to ensure that representative samples of materials suspected of containing asbestos have been recovered for testing purposes. Nevertheless, where the laboratory results of analysis (shown in Appendix A) indicate that no asbestos has been detected, caution should be exercised in extrapolating the same conclusion to the parent material. Where doubt remains, further sampling and testing should be carried out. As investigation techniques were restricted it is still possible for hidden asbestos materials to be present. During works care should be taken and any future suspect material must be Presumed to be Positive and removed accordingly or works should cease and conformation of the suspected materials composition be sort. Assessments of risk and provide recommendations concerning access restrictions that should be imposed and priorities for treatment of suspected asbestos-containing materials are not applicable to this survey. Any material identified as positive for asbestos contamination should be removed from site by competent None Licensed / Licensed contractors (the type of removal criteria required is material dependant). Report Format Text 1.24 Remaining sections of text are structured as follows: Section 2 Describes the current buildings and their uses. Section 3 Describes the survey work carried out. Section 4 Describes the procedure used to assess suspected asbestos-containing materials and provides an overview of the nature and extent of suspected asbestoscontaining materials. Section 5 Provides recommendations for action plans to address the issues identified in the report. Appendices 1.25 The following Appendices provide details of the factual data obtained during the inspection and survey work and the results of the assessments that have been made. Appendix A Contains copies of the results of laboratory analyses by the UKAS Accredited Laboratory. Contains Data Sheets that summarise the information obtained from the visual inspection, sampling and testing work carried out. 10 Client: Life Space Developments Ltd Date 30/01/2015 Targeted Refurbishment Survey Figures 1.26 Figure where applicable should be read in conjunction with the data sheet provided at Appendix A. 2.0 Site Description Site History 2.1 The affected areas of the site were person vacant at the time of inspection however it was advised that as all areas were not open and accessible and that those examined where open still included personal belongings and materials (cars) site would remain presumed to still be occupied post survey. Therefore restricted investigation methods were utilized. Areas showing commonality of construction were representatively inspected where safe to do so. 3.0 Investigations Inspection, Sampling and Analysis Inspection 3.1 Examination & restricted methods of inspection of the areas of proposed disturbance to the fabric of the buildings identified in the pre survey discussions with the clients representative Mr Paul Preston were carried out by Mr A Richardson on 22 nd January This involved where safe to do so, the invasive examination of the areas we have been advised will be affected by the proposed works. Sampling and Analysis 3.2 Sampling of materials was carried out on the 22 nd January 2015 in accordance with the method specified in HSG Access to the buildings was arranged via the client. 3.4 Photographs were taken to provide a record of all of the locations and materials examined. A photographic record of the inspection is incorporated in the data sheets in Appendix A 3.5 Analysis of the recovered samples was carried out by Athena Environmental Solutions Ltd in accordance with the procedure specified in HSG248 Asbestos: The Analysts Guide, published by the Health & Safety Executive. This laboratory is accredited by the United Kingdom Accreditation Service (UKAS) for the identification of asbestos in bulk samples. Qube Environmental. Report No. QSS11506 Page 10 of 20

11 Client: Life Space Developments Ltd Date 30/01/2015 Targeted Refurbishment Survey Results of Laboratory Testing 3.6 Results obtained from the analysis of the recovered samples are provided in Appendix A. Significance of Laboratory Test Results 3.7 The following are the three main types of asbestos identified by the laboratory testing procedure, and recorded on the laboratory result sheets in Appendix A: Chrysotile Amosite Crocidolite White Asbestos Brown Asbestos Blue Asbestos 3.8 The analysis of the samples can also identify the presence of nonasbestos material fibres, and the presence of these is indicated in Appendix B where appropriate, using the sub-divisions: Organic MMMF Organic fibres, such as animal hair Man Made Mineral Fibre, such as fibre glass 3.9 It is emphasised that all types of asbestos, irrespective of their mineralogical compositions and concentration levels, fall within the scope of the Control of Asbestos Regulations (see Section 1). Therefore, details of the type and quantity of asbestos materials identified by the laboratory analyses do not significantly affect the Duty Holders legal duties and obligations. However, they do influence the assessment of risk, and therefore assist in determining the priorities for remedial action. Areas surveyed /excluded from the survey 3.10 The invasive inspection and survey were to the structures of the premises which are the responsibility of the client as far as we have been advised. Any Additional areas of the site and Ground and drain investigation are outside of the remit of this survey 3.11 Representative invasive inspections were made to areas of common construction and those reflecting the overall conditions of areas affected by the proposed works No investigations were made to areas which fall outside of those identified by the client as being affected by the proposed works Where areas of no safe access exist or items are still deemed live or occupied it is recommended that when safe access is possible further investigations are undertaken. 12 Client: Life Space Developments Ltd Date 30/01/2015 Targeted Refurbishment Survey 4.0 Assessment and Overview Risk Assessment Methodology Product Type The Product Type or product debris is classified into one of the following: 1 Asbestos reinforced composites (plastics, resins, mastics, roofing felts, vinyl floor tiles, semi-rigid paints or decorative finishes, asbestos cement, etc.). 2 Asbestos insulating board, mill board, other low density insulation board, asbestos textiles, gaskets, rope and woven textiles, asbestos paper and felt. Thermal insulation (e.g. pipe and boiler lagging), sprayed 3 asbestos, loose asbestos, asbestos mattresses and packing. Material Condition (NOT APPLICABLE) any items identified as positive which will be disturbed during works are to be removed prior to refurbishment / demolition. Surface Treatment (NOT APPLICABLE) any items identified as positive are to be removed prior to refurbishment / demolition. Asbestos Type 4.1 For the purpose of the risk assessments described here, the Asbestos Type is classified as follows: 1 Chrysotile 2 Amphibole excluding Crocidolite 3 Crocidolite Qube Environmental. 13 Client: Life Space Developments Ltd Date 30/01/2015 Targeted Refurbishment Survey Data Sheets 4.2 For the purpose of a Pre-demolition/Refurbishment survey material risk and priority scoring are NOT APPLICABLE, as any materials identified will require removal as they will be disturbed by the prescribed works. 4.3 The reader is reminded of the significance of the colour coding that is adopted on the Data Sheets, as follows: Green Laboratory analysis shows that asbestos is not present in the recovered sample. Red Laboratory analysis shows that asbestos is present in the recovered sample. Yellow No laboratory analysis has been carried out because it was not possible to recover a sample at this location and it is considered likely that asbestos is present. Qube Environmental. 16 Client: Life Space Developments Ltd Date 30/01/2015 Targeted Refurbishment Survey 4.17 Site Summary Investigations to this site showed: Garage Blocks Site C & D Conventional half brick wall construction to sides and open rear ends of garage blocks. No evident DPM to low level brick works. Half Brick walls forming a cavity to the concrete sectional constructed garage walls which are steel reinforced. Concrete slab bases Front Gutters lines in cast concrete forming section of the steel reinforced concrete front frame works. Metal up & over garage doors, where internal inspection possible no insulated liners were evident. Concrete steel reinforced roof joists In the majority Asbestos cement profile roof sheeting forming garage roofs. Sections (individual garage units) with plywood board and bitumen felt over roofing (profile cement sheets still evident below) Alloy verge edges to descending elevations to garages. Modern Bitumen & Alloy adhesive flashings. Cement product debris within garage 199 Contents: Personal belongings including suit cases, ladders, fire extinguishers and documents etc were present within accessible units. The majority of garage units were locked or obstructed, layout diagram show N/A indicating no internal access to garage. Site D Depot building / yard. Bitumen Felt & plywood roof with timber fascia s Brick wall construct over concrete slab, timber doors and frames with no evident packers and concrete lintels over doorways. Asbestos Insulation Board ceiling boards through all rooms of the depot building. This is a fully LICENSED MATERIAL requiring removal under fully controlled conditions. 17 Client: Life Space Developments Ltd Date 30/01/2015 Targeted Refurbishment Survey 4.18 Throughout the identified areas as of the site, representative restricted invasive examinations were undertaken to the safely accessible locations. See layout diagram Although the presence of asbestos in a number of areas has not been confirmed, caution should be exercised if any works are carried out. If any suspect materials are encountered in these areas, it is recommended that all works are stopped and the area evacuated until such time that the material can be sampled, analysed and confirmed to be free of any asbestos. 5.0 Conclusions & Recommendations Additional Inspection, Sampling and Testing 5.1 We recommend that further inspection, sampling and testing is carried out in areas that are not covered by the inspection work described in Sections 1 and 4 above. These fall into the following categories: (a) (b) Building/s and areas which do not fall under the remit of this survey. Garages to which no internal access was possible. 5.2 Recommendations: Building All Garages and materials identified internal which are potential asbestos contaminated products should be either presumed and removed as such or samples taken and there composition confirmed. If scope of works is altered, additional areas not covered by this report will require examination. If further concealed potentially suspect materials become evident during demolition works these should be sampled to confirm composition Area All Qube Environmental. 18 Client: Life Space Developments Ltd Date 30/01/2015 Targeted Refurbishment Survey Areas Excluded from the Survey 5.3 During the survey the following areas were excluded from the survey because they were found to be either inaccessible due to the physical nature of the premises; the extraction of samples would have affected the functional integrity of the article or where access could have endangered the surveyor or the general public as units (Garages) are not sectioned off at the time of inspection: Hidden / concealed Areas / voids beyond the scope of this survey which exceeds the areas of proposed alterations as advised by the client and their representatives which would require substantial demolition to be undertaken to expose their position. 5.4 Although the presence of asbestos in these areas has not been confirmed, caution should be exercised if any works are carried out there in the future. If any suspect materials are encountered in these areas, it is recommended that all works are stopped and the area evacuated until such time that the material can be sampled, analysed and confirmed to be free of any asbestos. 6.0 Caveats 6.1 All reasonable steps have been taken to ensure that the contents and findings of this report are true and accurate based on the restriction imposed by the nature of the works contract. Though as stated below, further undetected ACM s may still be present within the premises. The client should therefore be aware of his responsibilities for identifying, locating, removing and/or managing all ACM s within the premises, and for notifying the appropriate authorities where necessary. Pre-demolition / refurbishment survey. 6.2 This type of survey employs the use of destructive sampling techniques of an unfamiliar site. Although every effort is made to locate all asbestos containing materials, it is impossible to rule out the possibility that undiscovered asbestos materials may be present. If the building is to undergo further major refurbishment or demolition, it is recommended that the persons carrying out the work are made aware of this and take sufficient precautions, as may be appropriate, to ensure the health and safety of their own employees and any other parties who may be affected by the works.
