(Pinchin) to conduct an asbestos building materials assessment of St. Joseph s College Catholic Secondary School located at 74 Wellesley Street West, Toronto, Ontario. The assessment was performed on March 16, The objectives of the assessment were to document the locations of asbestos building materials, evaluate their condition and develop corrective action plans as required for the purposes of long term management. The results of this assessment are not intended for construction, renovation, demolition or project tendering purposes. The assessed area consisted of the entire building with the exception of the previous living quarters, Old Sister Bedrooms located on the 5 th, 6 th and 7 th Floors. The assessed area is outlined in the drawings in Appendix I. SUMMARY OF FINDINGS Asbestos-containing materials (ACM) were confirmed to be present as follows: Fibrous sprayed fireproofing (grey in colour), is present on structural steel beams throughout the School. Parging cement, is present on the hot water tank in the Basement Mechanical Room 120. Parging cement, is present on fitting on various pipe systems throughout the School. Perforated asbestos cement, Transite Panels, are present as a wall covering in various locations within the School. Transite panels, are present as soffits at the entrances to the School. Various 9 x 9 vinyl floor tiles and associated mastic. Mastic, associated with various non-asbestos 12 x 12 vinyl floor tiles. Interior grey window caulking. Interior grey door caulking. Exterior grey window caulking. Black tar, is present on wood strapping within the dividing walls on the 5 th Floor Pinchin Ltd. Page ii

Perform a reassessment of asbestos materials on an annual basis; 2. Perform a pre-construction assessment and remove all ACM prior to alteration or maintenance work or if ACM may be disturbed by the work; 3. Follow appropriate safe work procedures when handling or disturbing asbestos; 4. Refer to Section 4.0 of this report for detailed recommendations regarding administrative and remedial actions. (Pinchin) to conduct an asbestos building materials assessment of St. Joseph s College Catholic Secondary School, located at 74 Wellesley Street West, Toronto, Ontario. The assessment was performed by Mike Horobin, Senior Project Technologist on March 16, The surveyor was unaccompanied during the assessment. The building was vacant at the time of the assessment. The objectives of the assessment were to document the locations of asbestos building materials, evaluate their condition and develop corrective action plans as required. This assessment is only to be used for the purposes of long term management and routine maintenance. The results of this assessment are not to be used for construction, renovation, demolition or project tendering purposes. 1.1 Scope of Assessment The assessment was performed to establish the location and type of asbestos building materials incorporated in the structure(s) and its finishes. The assessed area consisted of all parts of the building with the exception of the previous living quarters Old Sister Bedrooms located on the 5 th, 6 th and 7 th Floors. Memorandum dated February 13, 2013 by Decommissioning Consulting Services Limited (Project ). 3.0 FINDINGS Previous sampling was conducted within in the building during previous assessments. Previous samples collected are labelled Lab Certificate ID #- AXXXXA-C. Samples collected during this assessment are labelled without the Lab Certificate ID AXXXXA-C Additional photos of asbestos-containing materials (ACM) and non-asbestos materials are present in the Photograph Appendix IV. 3.1 Suspect Building Materials Not Found The following types of building materials may historically contain asbestos but were not observed in the building and are not discussed in the report findings: Texture finishes (acoustic/decorative); Vinyl sheet flooring; 2017 Pinchin Ltd. 8 Asbestos Assessment April 19, 2017 St. Joseph s College Catholic Secondary School, 74 Wellesley Street West, Toronto, Ontario Pinchin File: Toronto Catholic District School Board 3.2 Spray-Applied Fireproofing and Thermal Insulation Sprayed grey (fibrous) fireproofing, containing amosite asbestos, is present on structural steel beams, in the School (previously sampled BS19A-G). The total affected floor area is approximately 50,000 square feet. Sprayed fireproofing is friable and is in good condition. Non-asbestos cementitious grey sprayed fireproofing is present on the structural steel beams throughout 1 st Floor Gymnasium within the School (previously sampled A-FP, 1B-FP & 1C-FP and samples A0009A-C). Non-asbestos fibrous green sprayed fireproofing is present on the structural steel beams throughout on top of the asbestos-containing grey fireproofing throughout the School (previously sampled BS-17A-G).Blue sprayed fireproofing is present on the structural steel beams throughout on top of the asbestos-containing grey fireproofing throughout the School. The blue fireproofing was not sampled as it is historically known to be non-asbestos. Dust or fireproofing within ducts, fan units etc. was not sampled. As per O.Reg. 278/05 (Section 12 (4) 3), ducts in a building with asbestos-containing sprayed fireproofing are considered to be asbestoscontaminated in the absence of sampling within the duct. In areas where asbestos-containing sprayed fireproofing is present, assume the ducts to have asbestos-containing fireproofing or associated dust present within the ducts. Parging cement is a friable insulation, jacketed with canvas and is in good condition. Remaining pipes are either uninsulated or insulated with non-asbestos fibreglass. Pipes insulated with friable asbestos insulations may be present in inaccessible spaces such as above solid ceilings, in chases, in column enclosures and within shafts. Parging cement is a friable insulation, jacketed with canvas and is in good condition. There is approximately 150 square feet of asbestos-containing insulation. Non-asbestos ACT-02. Refer to additional photographs in Appendix IV. 3.5 Plaster Plaster is present on walls and ceilings in the School. Plaster does not contain asbestos (previously sampled BS-15A-G and F-BS-02A-E). 3.6 Drywall Joint Compound Drywall (gypsum board) and drywall joint compound is present as a wall finish on the 5 th Floor. A total of three samples of drywall joint compound were collected (samples A0005A-C) and five samples were previously collected (samples F-BS-05A-E) and it was found that all samples do not contain asbestos. Therefore, drywall joint compound present on drywall finishes should be considered to be nonasbestos. 3.7 Asbestos Cement Products (Transite) Perforated Transite board, containing amosite asbestos, (previously sampled BS-22A-C) is present as a wall covering in Corridor Storage Closets on the 3 rd and 4 th Floors, the old Telephone nook on the 2 nd Floor, and on cabinets in Room 413 and 415. There is approximately 25 square feet of perforated Transite board present in each location. Transite boards, visually identified to contain asbestos, are present in the fume hoods in Room 416. There is approximately 25 square feet of Transite sheets present. Transite board, containing chrysotile asbestos (previously sampled nd Stair A-CB-1A) is present as a soffit board at the entrances to the school. There is approximately 25 square feet of Transite board present at the four Entrances to the building. Vinyl floor tiles which were presumed to be non-asbestos were done so based on historical knowledge of the date of installation as described by the client. If either the vinyl floor tile or the mastic contains asbestos, the composite of the materials are considered an asbestos-containing material. In areas of the building where mastic was not sampled and analyzed, it is presumed to contain asbestos unless further sampling proves otherwise. Non-asbestos VFT-01. Non-asbestos VFT-02. Refer to additional photographs in Appendix IV. 3.9 Levelling Compound Two samples of levelling compound were found in the vinyl floor tiles samples collected during the assessment. Both samples were found to be non-asbestos. Additional samples of levelling compound are required to prove that the material is non-asbestos Pinchin Ltd. Page 11 of 14

Caulking is non-friable and is in good condition. Grey caulking along door contains chrysotile asbestos (previously sampled nd Stair B-CLK- 2A). Caulking is non-friable and is in good condition. Exterior grey caulking along windows contains chrysotile asbestos (previously sampled CLK-8A). Caulking is non-friable and is in good condition. Remaining exterior and interior caulking is presumed to contain asbestos until further sampling proves otherwise Presumed Asbestos Materials A number of materials which might contain asbestos were not sampled during our assessment due to limitations in scope and methodology. Where present, these materials must be presumed to be an asbestos material and are best sampled during project planning and preparation of contract documents for their removal. Materials presumed to contain asbestos include: roofing, felts and tar concrete floor levelling compound vinyl floor tiles mastic elevator and lift brakes electrical components or wiring within control centers, breakers, motors or lights, insulation on wiring moulded plastic components (laboratory bench tops) vermiculite in concrete block wall cavities adhesives and duct mastics caulking fibre reinforced paints and coatings paper products under wood flooring or metal or slate roofing mechanical packing, ropes and gaskets 2017 Pinchin Ltd. The assessment should include destructive testing (i.e. coring and/or removal of building finishes and components), and sampling of other hazardous materials (lead, mercury, PCBs, mould, etc.) and materials not tested in this study (e.g. roofing materials, caulking, mastics). 4.2 On-going Management and Maintenance The following recommendations are made regarding on-going management and maintenance work involving the asbestos materials identified Asbestos Perform a reassessment of asbestos materials on an annual basis. The next re-assessment of ACM should be performed prior to March 2018 to remain in compliance. Remove all ACM prior to alteration or maintenance work or if ACM may be disturbed by the work. Follow appropriate asbestos precautions for the classification of work being performed. Update the asbestos inventory report upon completion of any abatement and removal of ACM. 5.0 TERMS AND LIMITATIONS This work was performed subject to the Terms and Limitations presented or referenced in the proposal for this project. 42 Asbestos Assessment Methodology April 19, 2017 Methodology Appendix Pinchin File: GENERAL Pinchin conducts a room-by-room survey (rooms, corridors, service areas, exterior, etc.) to identify the asbestos building materials defined by the scope of the work. All work is conducted in accordance with our own internal Standard Operating Procedures. Information regarding the location and condition of asbestos building materials encountered and visually estimated quantities are recorded. The locations of any samples collected are recorded on small-scale plans. As-built drawings and previous reports are referenced where provided. 1.1 Scope Limitations The assessment excludes the following: Articles belonging to the owner, tenant or occupant (e.g. stored items, furniture, appliances, etc.); Underground materials or equipment (e.g. vessels, drums, underground storage tanks, pipes, etc.); Building envelope, structural components, inaccessible or concealed materials or other items where sampling may cause consequential damage to the property. Energized systems (e.g. internal boiler components, elevators, mechanical or electrical components); Controlled products (e.g. stored chemicals, operational or process-related substances); and Materials not typically associated with construction (e.g. settled dust, spills, residual contamination from prior spills, etc.). The assessment is limited to non-intrusive testing. Concealed spaces such as those above solid ceilings and within shafts and pipe chases are accessed via existing access panels only Pinchin does not conduct demolition of walls, solid ceilings, structural items, interior finishes or exterior building finishes, to determine the presence of concealed materials. 1.2 Detailed Methodology Pinchin conducts an inspection for the presence of friable and non-friable asbestos-containing materials (ACM). 43 Asbestos Assessment Methodology April 19, 2017 Methodology Appendix Pinchin File: A separate set of samples is collected of each type of homogenous material suspected to contain asbestos. A homogenous material is defined by the US EPA as material that is uniform in texture and appearance, was installed at one time, and is unlikely to consist of more than one type or formulation of material. The homogeneous materials are determined by visual examination and available information on the phases of construction and prior renovations. Pinchin collects samples at a rate that is in compliance with Table 1 of O.Reg. 278/05. The sampling strategy is also based on known ban dates and phase out dates of the use of asbestos; sampling of certain building materials is not conducted after specific construction dates. In addition, to be conservative, several years past these dates are added to account for some uncertainty in the exact start/finish date of construction and associated usage of ACM. In some cases, manufactured products such as asbestos cement pipe are visually identified without sample confirmation. Drywall joint compound is sampled at exterior walls, columns or other locations that are unlikely to have been renovated in an attempt to determine the presence of asbestos in the original drywall compound. Delineation of asbestos-containing drywall compound from newer, non-asbestos drywall compound is not conducted. Flooring mastic or adhesive is sampled and analyzed if present on the underside of flooring samples (vinyl floor tile and vinyl sheet flooring). If present, the following materials are presumed to be asbestos-containing and are best sampled immediately prior to commencing renovation/disturbance: roofing, felts and tar concrete floor levelling compound elevator and lift brakes electrical components or wiring within control centers, breakers, motors or lights, insulation on wiring moulded plastic components (laboratory bench tops) refractory materials and insulations in boilers, incinerators and stacks insulation under metal clad boilers and vessels vermiculite in concrete block wall cavities adhesives and duct mastics caulking 2017 Pinchin Ltd. The analysis is performed in accordance with Test Method EPA/600/R-93/116: Method for the Determination of Asbestos in Bulk Building Materials, July In Ontario an ACM is defined as materials containing 0.5% or more asbestos by weight. The asbestos analysis is completed using a stop positive approach. Only one result meeting the above regulated criteria is required to determine that a material is asbestos-containing, but all samples must be analyzed to conclusively determine that a material is non-asbestos. The laboratory stops analyzing samples from a homogeneous material once a result equal to or greater than the regulated criteria is detected in any of the samples of that material. All samples of a homogeneous material are analyzed if no asbestos is detected. In some cases, all samples are analyzed in the sample set regardless of result. Where building materials are described in the report as non-asbestos, this means that either no asbestos was detected by the analytical method utilized in any of the multiple samples or, if detected, it is below the lower limit of an asbestos-containing material in the applicable regulation. Asbestos materials are evaluated in order to make recommendations regarding remedial work. The priority for remedial action is based on several factors: Friability (friable or non-friable). Condition (good, fair, poor, debris). Accessibility (ranking from accessible to all building users to inaccessible). Visibility (whether the material is obscured by other building components). Efficiency of the work (for example, if damaged ACM is being removed in an area, it may be most practical to remove all ACM in the area even if it is in good condition).
