3 2.0 CONTRACT DESCRIPTION Project Title: Location: Project Team: Owner: CMAR: Grand Forks Regional Water Treatment Plant 955 South 58 th Street Grand Forks, North Dakota City of Grand Forks Construction Engineers US, a Joint Venture of Construction Engineers, Ltd and Ulliman Schutte, LLC Engineering: AE2S: Black & Veatch: JLG Architects: EAPC: Prime Engineer, Lead Process Engineer, Civil Engineering, Structural Engineering, Electrical Engineering, and Instrumentation and Controls Process Engineer for Recarbonation, Ozonation, and Biological Filtration Architectural and Landscape Architecture Mechanical Engineering (Plumbing, Fire Suppression, and HVAC) Contract Dates: Notice to Proceed: December 1, 2016 Substantial Completion: October 31, 2019 Final Completion: June 30, 2020 Project Background: The GRWTP Project has been part of an overall Water Concept Plan for the City of Grand Forks which was developed following the Flood of Since the 1997 flood, the City has completed over $52 million in water system improvements including a new raw water intake facility, a new 7 million gallon clearwell and high service pump station, dual 30-inch water transmission pipelines from the existing WTP site to the new clearwell, various distribution piping tie-back improvements, treatment residual handling facilities, and an additional $1.8 million in upgrades at the existing WTP to extend the life by 10 years. The GFRWTP is the last piece of the puzzle and has been the most recent key project of emphasis for the City of Grand Forks. Once completed, the new GFRWTP will address aging infrastructure, heightened regulatory requirements, and the expansion limitations of the current WTP site. The new facility will use advanced treatment technologies to provide high quality water at an increased capacity with provisions for plant expansion on a long-term water infrastructure site. 4 3.0 CONSTRUCTION PERIOD IN REVIEW Major Tasks Worked On During Period Certified payrolls reviews. Observed and documented construction activities. Reviewed and coordinated Submittals, including: o Multiple AIS certification letters o Steel pile certification documents o Structural steel framing o Architectural and structural precast concrete o Buried site piping, including sanitary, storm, and water. o Manholes, frames, and covers Reviewed and coordinated RFIs, including: o Structural column line clarifications and coordination o Waterstop and rebar interactions o Wall penetration additional reinforcements o Proposed tower crane location Held two (2) progress meetings with Owner, Engineer, and Contractors to coordinate construction schedule. Construction Progress During Period Continued with installation of deep foundation system (steel pipe piles). Three (3) hammers are now in operation, versus two (2) during the last progress update. Additional piles are being delivered by truck on a near daily basis. 12 Test Piles have been completed to date. A total of 16 test piles are anticipated. 74,000 linear feet of piles have been driven to date o 73.4% complete o 510 piles driven to bearing elevation o An additional 55 are partially complete Main Focus for Next Period Continue deep foundation installation. The CMAR Construction Contingency may be used for costs incurred by the Contractor which are not the basis for a Change Order under the Contract Documents. Such costs may include, but are not limited to: a) unanticipated construction costs resulting from variances in site conditions that do not constitute a differing site condition or a change in the Scope of Work; b) additional onsite management or supervision staff required by the Contractor; c) overtime or acceleration which is not subject to a Change Order; d) escalation in the cost of labor, materials or equipment which are not the basis for a Change Order; e) correction of defective work and subcontractor or vendor disputes or defaults to the extent not recoverable from Subcontractors, supplier, sureties, insurance, or other sources using commercially reasonable efforts which shall not include litigation or arbitration; and f) other construction related issues as reasonably determined by the Contractor with the reasonable concurrence of the Owner necessary for the performance of the Work and not subject to Change Order. On a regular basis, no less than quarterly, Contractor will provide detailed information about the use of the CMAR Construction Contingency to the Owner and Engineer. Upon the completion of the Project, any unused CMAR Construction Contingency will be included as part of the Savings. 8 OWNER CONSTRUCTION CONTINGENCY SUMMARY The Owner s Construction Contingency is a fund included in the CMAR s GMP to cover Project costs that result from Owner-directed scope of work changes that arise during the Project. These changes could include items such as alternate equipment selections, unforeseen or changed site conditions, and cost adjustments resulting in increases in as-bid Unit Price Work quantities. The Owner s Construction Contingency will be used at the sole discretion of Owner. At the completion of the Project, any unused portion of Owner s Construction Contingency will revert 100% to Owner.
